Chandigarh, November 26 - Haryana Chief Minister, Sh. Manohar Lal said that the health check-up of every citizen of the state must be done at least once a year. A scheme has been formulated for this. President of India, Smt. Droupadi Murmu will formally launch this unique scheme called Mukhyamantri Parivar Swasthya Parikshan scheme during her visit to Kurukshetra on November 29, said Sh. Manohar Lal while interacting with media persons at Haryana Bhavan in Delhi on Saturday.
The Chief Minister said that a health check-up of every citizen must be done once a year to ensure timely diagnosis of any health ailment and the person can also get timely treatment. He said that this scheme in Haryana is also unique in itself and has not yet been implemented in any other State in the country.
Speaking about the implementation of the said scheme, the Chief Minister said that in the first phase, the State Government will start this scheme from Antyodaya families having annual incomes up to Rs 1.80 lakh. In the first phase, the health checkup of the members of such families will be done and after that, in the next phase, all the other sections will be covered by making this scheme universal.
Suggestions are given to the Union Finance Minister in the pre-budget consultation meeting
Responding to a question about the pre-Budget meeting held with the Union Finance Minister, the Chief Minister lauded Union Finance Minister, Smt. Nirmala Sitharaman for continuing the old practice of taking suggestions from the Finance Ministers of all the states before the budget like every year.
Sh. Manohar Lal said that Haryana has also given many suggestions in that meeting considering the development of the state.
Haryana will create three dedicated funds, If the centre creates the same it will be better
The Chief Minister said that Haryana is in the third position in the country in terms of Ease of Doing Business and along with that, the State is now vastly moving towards Ease of Living. For this, the State Government proposes to create 3 dedicated funds and the Center should also create these funds. First, Climate and Sustainable Development Fund to achieve green development objectives, Second, the Establishment of a Research and Innovation Fund to encourage scientific activity and scholarship in universities, other educational institutions and economic entrepreneurs in the public and private sectors and third, venture capital fund to promote entrepreneurship and help youth to set up startups by providing financial support as well as exposure to the developing market. Whenever the State needs it, it can take money from that fund.
Out of the capital provision of Rs 1 lakh crore made under this fund last year, it was said to give interest-free funds for 50 years. Out of that, Haryana also got Rs 874 crore, which we have invested in the Haryana Orbital Rail Corridor. Even on this, Haryana has said that this amount should be increased and the scheme should be continued, said Sh. Manohar Lal.
The land of failed CPSUs should be given to the states
The Chief Minister said that the land of those CPSUs which have failed and are located in different states, an amount of that land should be fixed and given to the state governments so that that land can be put to good use. For example, the land of HMT, Pinjore, IDPL and HIL in Gurugram have been demanded. If Haryana gets that land, then we can do development work on the same, added Sh. Manohar Lal.
Demand raised before the Centre to increase the supply of CNG-PNG to reduce pollution in NCR
The Chief Minister shared that subsidies is being given to the industrial units of NCR region to make a shift from coal to natural gas, CNG, and PNG. Giving 50 percent of VAT on natural gas, 30 percent grant is also given on capital investment. The Central Government should also cooperate in this so that we can reduce pollution in the NCR region. Along with this, demand has also been made to increase the supply of CNG and PNG.
Paddy area decreased by one lakh acres, Rs. 700 crore incentive was given to farmers for sowing other crops
He informed that the 'Mera Pani - Meri Virasat' scheme is being implemented in Haryana to save water. Rs 700 crore has been spent on this scheme last year. Under the scheme, Rs 7000 per acre is given to the farmers who do not sow paddy, so an amount of Rs 700 crore has been spent on that because one lakh acres area of paddy has been reduced in the state and other alternative crops have been grown. The central government should cooperate to take the benefits of these schemes to the masses.
He said that the next year is the 'millet year', especially since millet is available here and the MSP of millet has been declared, but due to the low market rate, we have included it in Bhavantar Bharpayee Yojana, under which about 700 crores will be distributed in 2 years. Rs. In this too, cooperation has been sought from the Central Government.
