Chandigarh, February 21 - Haryana Chief Minister, while speaking during the ongoing Budget session of State Vidhan Sabha clarified that the Haryana Kaushal Rozgar Nigam(HKRN) has been set up to safeguard the interest of the contractual employees.
Earlier, the employees engaged under the outsourcing policy used to face exploitation as the contractors never gave them EPF or ESI benefits to these employees. Several complaints were also received from the employees in this regard, informed Sh. Manohar Lal.
To provide contractual manpower to all Government entities in Haryana in a transparent, robust, and equitable manner, the Nigam has been set up, said the Chief Minister while replying to a question asked by Congress MLA, Sh. Mewa Singh during Question Hour.
He said that in the Nigam recruitment, priority is given to those having a family income of less than Rs. 1.80 lakh or who do not have any government job.
The Chief Minister further clarified that through this Nigam, temporary employment is offered, while later it is renewed based on the demand of the department and the efficiency of the employee. Permanent jobs are given under Haryana Staff Selection Commission, Haryana Public Service Commission, and other departmental procedures informed Sh. Manohar Lal.
The Chief Minister informed the House that the Nigam has issued deployment offer letters to 1,06,464 existing contractual employees in various departments, out of which 95424 have joined the Nigam portal and are working in various government organizations. Apart from this, Deployment Offer Letter shaves have been issued to 6736 new candidates for employment opportunities in various departments, out of which 4380 have joined. The candidate has to join within 15 days otherwise the Deployment Offer Letter is issued to the next candidate.
In response to a supplementary question asked by MLA, Sh. Jagbir Singh Malik about the sacking of 32 contractual employees of Bhagat Phool Singh Mahila Vishwavidyalaya (BPSMV), the Chief Minister clarified that the matter is in the notice of the government and an inquiry had been conducted.
Earlier the contractors used to hire employees under an outsourcing policy, but now after setting up HKRN, Nigam has asked the contractors to share the information of the employees. Appropriate action will be taken after receiving the report from the contractors, said Sh. Manohar Lal.
