Chandigarh, March 27: Chief Minister, Sh. Manohar Lal directed the officers of Haryana Shehri Vikas Pradhikaran (HSVP) to develop a separate dashboard for all the properties of HSVP, on which all information like location of the property, name of the owner, etc. would be registered. He also directed that the entire record of the HSVP including the documents of the properties should be digitised.
The Chief Minister, who is also the Chairman of Haryana Shehri Vikas Pradhikaran, was presiding over the 125th meeting of the HSVP here today.
In the meeting, giving ex-post facto approval for the construction of multi-storey car parking and commercial complex being constructed by Faridabad Smart City Limited on about 4,000 square meter land of HSVP in Sector-18A of Faridabad, the Chief Minister said that in place of this land, the Haryana Shehri Vikas Pradhikaran should get the same amount of land transferred from Municipal Corporation, Faridabad or Faridabad Smart City.
In the meeting, post facto approval was also given for the issuance of allotment letters of ownership rights to 131 shopkeepers and Antyodaya Market being constructed in place of the Rehri Market; as per the instructions of the Chief Minister, after the incident of fire in the Rehri market of Sector-9, Panchkula. Apart from this, pucca shops will be set up as Antyodaya Market in place of Rehri markets in Sectors 7, 11 and 17 of Panchkula.
The Chief Minister said that pucca shops should be made in the cities where Rehri markets are functioning. On this, Chief Administrator, HSVP, Sh. Ajit Balaji Joshi informed the Chief Minister that the HSVP has a proposal to set up Antyodaya Market in place of Rehri markets in Gurugram, Faridabad and Karnal.
Sh. Manohar Lal instructed the officers to constitute a committee to prepare a list of the cities where buildings or any other type of construction or activity has been done on the HSVP’s land or on the land of other departments.
It was apprised in the meeting that the HSVP has 5,418 residential, 2,688 commercial and 230 institutional properties, out of which 4,804 residential, 2,305 commercial and 205 institutional properties have been sold through e-auction.
Sh. Manohar Lal said that on the lines of the scheme for setting up cooperative group housing societies for MLAs, employees, journalists and lawyers in Panchkula; permission can be given to set up cooperative group housing societies for former MLAs as well.
It was also apprised in the meeting that the bidders for the plots taken in the e-auction process of the properties, who did not pay the full amount and whose plot was cancelled by the date of December 3, 2022; such bidders were given an opportunity to pay their dues with an interest rate of 18 percent per annum. There were 374 bidders who were given a chance to pay the dues by March 14, 2023.
Of these, 162 bidders are now left, whose plots are currently cancelled, but Rs 116 crore has been paid to the HSVP on behalf of these bidders. It was decided during the meeting to give one last chance for 30 days to these 162 bidders to clear the dues; provided the bidder has paid 75 percent of the cost of the plot.
HSVP estimated to have receipts of about Rs 14,719 crore in financial year 2023-24
It was informed in the meeting that for the financial year 2023-24, the HSVP’s non-EDC receipts are estimated to be around Rs 14,719 crore. In the year 2023-24, through e-auction, receipts of about Rs 3,000 crore are estimated to be received from residential properties and Rs 2,080 crore from commercial properties. About Rs 8,326 crore is estimated to be received from the old assets of the HSVP.
It was also apprised that the dependents of nine deceased employees have been given jobs by the HSVP on compassionate grounds, whose post facto approval was given in the meeting.
Chief Secretary, Sh. Sanjeev Kaushal, Chief Principal Secretary to Chief Minister, Sh. DS Dhesi, Additional Chief Secretary, Finance Department, Sh. Anurag Rastogi, Additional Chief Secretary, Industries and Commerce Department, Sh. Anand Mohan Sharan, Additional Chief Secretary, Urban Local Bodies Department, Sh. Arun Gupta, Principal Secretary to Chief Minister, Sh. V Umashankar, Director General, Town and Country Planning, Sh. TL Satyaprakash, Chief Administrator, HSVP, Sh. Ajit Balaji Joshi and other senior officers were present in the meeting.
