Chandigarh, April 25- Haryana Chief Minister, Sh. Manohar said that the State Government prioritises providing employment opportunities to the Youth along with imparting skill development.
Apart from recruiting employees on an outsourcing basis in government departments through Haryana Kaushal Rozgar Nigam Limited (HKRNL), manpower will also be made available to the private sector as per their requirements, said Sh. Manohar Lal while addressing the corporate during a ‘Corporate Vaartha’ programme held at Gurugram on Tuesday.
Notably, HKRNL had organised the corporate talk programme to provide employment opportunities to the youth of the state in the private sector.
Haryana has implemented PM's Skill India vision on mission mode
Praising the Skill India vision of Prime Minister, Sh. Narendra Modi, the Chief Minister said that Haryana has implemented this vision on mission mode as the state has opened Shri Vishwakarma Skill Development University in Dudhola, Palwal, apart from setting up Haryana State Skill Development Authority under the Chairmanship of the Chief Secretary.
He said that along with skill development, several initiatives were also taken in the direction of providing employment opportunities. About eight lakh youth of the state are registered on the HKRNL portal. The private sector can meet its manpower requirements through this portal.
Clusters would be formed in every block under the PADMA Yojana. Under this 14,000 units will be encouraged in the MSME sector and 3.5 lakh employment opportunities will be generated, said Sh. Manohar Lal.
Haryana has become the first choice for investors across the world
The Chief Minister said that today Haryana has become the first choice for investors across the world. Due to the policies of the present State Government and the hardworking residents of the state, today the state is at the forefront in terms of per capita income among the big states of the country.
He informed that through HKRNL, the data of registered youth in categories like skilled, unskilled and management etc. will be shared with the corporate sector. The data will be available according to the standards set by the industry like education, experience etc. There will be no interference from the government in the recruitment work. However, facilities like ESI, PF etc should be taken care of, he said.
The industry will easily get workforce as per their requirement
Interacting with the corporate representatives, the Chief Minister said that a database of families has been prepared on the basis of income in Haryana through Parivar Pehchan Patra (PPP). In this database, there are 13 lakh families whose income is less than Rs 1 lakh per annum and 29 lakh families whose income is less than Rs 1.80 lakh. It is the priority of the government to provide self-employment, government and private sector employment to these families. He said that due to the availability of manpower through the HKRNL portal, the industry would also get ease in its work. He also said that the unique program of PPP in Haryana is being appreciated across the country and many states are also following it.
The corporate sector lauds the initiative taken by CM
The corporate representatives who attended the meeting lauded the initiative of the Chief Minister. The representatives also gave necessary suggestions to the Chief Minister. Representatives of various industrial organizations from Reliance MET, Maruti Suzuki, LML Group, ASSOCHAM, Faridabad, Gurugram, Rai etc assured to share their requirements on HKRNL data.
Other states are also following Haryana’s footsteps, CS
Earlier speaking on the occasion, Chief Secretary, Sh. Sanjeev Kaushal said that after the launch of the HKRNL portal, now other states are also following Haryana’s footsteps.
He shared that various states of the country have sought information about the terms and conditions of HKRNL to implement the same in their states. HKRNL has been set up with the objective of providing contractual manpower to all Government entities in Haryana in a transparent, robust and equitable manner. The candidates hired through this Nigam also get EPF and ESI benefits and now going a step further the government has taken a new initiative to provide employment opportunities in private institutions through this portal, said Sanjeev Kaushal.
First experiment of its kind in the country, the Principal Secretary to the Chief Minister
Principal Secretary to the Chief Minister, Sh. V. Umashankar, who attended the programme through video conference, said that providing employment in the private sector through a government portal (HKRNL) is the first-of-its-kind experiment in the country.
He assured the representatives of the corporate sector that whatever suggestions have been given by them to improve the portal will be implemented on priority.

Deputy Principal Secretary to the Chief Minister and CEO of HKRNL, Sh. K. Makarand Pandurang while sharing the details about the registered youth on the portal, said that at present the Nigam has the data of 373 PhD holders, 45,342 Post Graduate in (M.Sc, MBA, M.Com, M.Tech and its equivalent category), 1,33,480 Graduates (B.Tech, B.Sc, BBA, B.Com and its equivalent category), 9,216 ITI, Technical, Non Technical Certificate and Diploma holders, 2,23,072 candidates who have passed Higher Secondary, 1,18,668 youth are 10th pass and 2,41,866 candidates are below matriculation.
Union Minister of State and MP, Sh. Rao Inderjit Singh also participated in the programme through video conference. MLA Gurugram, Sh. Sudhir Singla, MLA Pataudi, Sh. Satya Prakash Jarawta. Besides this, Chief Principal Secretary to Chief Minister, Sh. D.S Dhesi, Director General, Industries & Commerce Department, Sh. Shekhar Vidyarthi, Media Advisor to Chief Minister, Sh. Amit Arya, Deputy Commissioner, Sh. Nishant Kumar Yadav, Commissioner of Police, Smt. Kala Ramachandran and other senior officers also remained present in the programme.
