Chandigarh, July 11– The politics in Haryana has witnessed a qualitative change since Sh Manohar Lal took over as the 20th Chief Minister of the State. By considering “Haryana Ek-Haryanvi Ek” as the basis of his style of functioning, he has changed the definition of State’s politics.
The Chief Minister has a knack for accepting complex problems as a challenge and solves them with ease. No matter how big the challenge is, it is his resolve to solve it with full confidence and ease. From the year, 2014 till now, the Chief Minister has not only proved his experience but also emerged as a successful and well thought out strategist politician.
The Chief Minister has emerged as an IT guru during the tenure of almost eight-and-a-half years
Soon after taking over the reign of administration in the State, Chief Minister, Sh Manohar Lal, considering the principle of Antyodaya given by Pandit Deendayal Upadhyay, as the centre point of his functioning, started the concept of CM Window on the occasion of Good Governance Day on December 25, 2014 . His main objective behind this concept was to ensure that people can directly reach out to the Chief Minister and they need not to come to Chandigarh. For this, CM window counters were opened at Mini Secretariat in every district and sub-division level. This system has received an overwhelming response from the people and as a result of this, more than 12 lakh people directly sent their complaints, suggestions and demands to the Chief Minister through the CM Window, out of which more than 10 lakh complaints have been resolved.
During the three-days Jan Samvad programmes each at Bhiwani, Palwal, Kurukshetra, Sirsa and Mahendragarh districts, the Chief Minister, Sh Manohar Lal held a direct dialogue with the people. He listened to the grievances of the people and redressed most of them on the spot. In these Jan Samvad programmes, senior officers of CM Office, Deputy Commissioner, Superintendent of Police and other concerned officers of the District Administration remained present. Following the concept of Panch Parmeshwar, the Chief Minister also interacted with the representatives of the Panchayati Raj Institutions. He asked about development plans of the Panchayats and assured of the implementation. Besides, the Chief Minister asked the people to talk about any one good work and decisions taken by his government in the last eight and a half years. A lot of enthusiasm was seen among the youth on these queries of the Chief Minister. While some described the online transfer policy as a good decision of the government, others described steps like forming of HKRN, transparency in the recruitment process, jobs without recommendation and online services of various departments as commendable initiatives of the present State Government.
The Chief Minister informed them that a database has been prepared in which the day a child in the village has a birthday, he or she would be send a birthday wish message by the Chief Minister through SMS on the mobile number given in PPP.
Creating property IDs was a big challenge, the Chief Minister readily accepted
Making property IDs of 88 cities of Haryana was a big challenge. However, the Chief Minister accepted this Challenge and decided to get the survey for property IDs conducted in the year 2018. Based on this survey, more than 46 lakh property IDs have been created. Of these, 36 lakh properties were found in regularized colonies and 10 lakh properties in unapproved areas or unregularized colonies. These Property IDs were uploaded on the portal in November, 2022, so that the property owner himself can verify his property ID.
After the Jan Samvad , the Chief Minister connects with the beneficiaries of various welfare schemes every Saturday from 5 pm to 6 pm through audio dialogue. Many times more than 10,000 people join in the audio dialogue. During this, he himself talks to people on mobile phone.
Through the Chief Minister's ambitious PPP programme, Economic data of all the families of the State has become available and Antyodaya families have been identified . Such families got the direct benefits of various schemes of the Government. After the success of this programme, the other States of the country have evinced keen interest in adopting the PPP model in their States.
With the use of Information Technology, while on one hand there has been transparency in government work, on the other accountability has also been ensured. The Chief Minister’s resolve is to ensure that the benefits of Welfare schemes reach the public directly. By making this a reality, today the image of the Chief Minister has emerged as an IT expert.
