  • Chandigarh July 13: While reiterating the State Government commitment to procure each and every grain of the farmers’ produce, the Haryana Chief Minister, Mr Manohar Lal said that special emphasis is being given on the promotion of agro-based and food processing industries in the State to ensure procurement of entire produce of the farmers.
  • Mr Manohar Lal disclosed this when a delegation of PHD Chamber of Commerce and Industry (PHDCCI) led by its President Mr Anil Khaitan called on him here today. Mr Khaitan congratulated the Chief Minister for Haryana being ranked third in the Ease of Doing Business.
  • The Chief Minister said that recently the Prime Minister, Mr Narendra Modi has announced to increase the Minimum Support Price (MSP) of Kharif crops in the larger interest of farmers. As now the farmers would get handsome amount for their produce, they would want that their entire produce to be lifted by the State Government. “I have assured Prime Minister, Mr Narendra Modi that each and every grain of the farmer will be procured by the State Government”, he added.
  • While underlining the significance of industrial sector in ushering growth and prosperity in the State, he said that the State Government has taken several initiatives for the promotion of industries so as to ensure industrial development in the State and to create maximum employment opportunities for the youth. Laying stress on the cluster approach for Micro Small and Medium Enterprises (MSMEs), the Chief Minister said that the Central Government has not only lauded the Mini Cluster Scheme of Haryana but also asked the other states to emulate Haryana model while framing their MSME policy.
  • He said that in order to ensure uniform industrial development of the State, the industries are being encouraged to set up their units in other parts of the State also besides Gurugram.
  • On this occasion, Chief Minister accepted the proposal to become the Chief Guest in the forthcoming State’s Conclave-2018 to be organized by PHD Chamber of Commerce and Industry at Hotel Taj Palace in New Delhi on August 24. It was informed that the conclave would focus on the meaningful exchange of dialogue of the prospective investors, who have shown inclination to invest in Haryana, with the State government. The conclave would see the presence of industry captains and investors, who already have their businesses in Haryana.
  • It was also informed that the second edition of HITEX-The mega trade fair is proposed to be held in February, 2019 at Gurugram. Apart from this, the PHD Chamber has proposed to do a series of awareness seminars for the MSME in various industrial clusters of Haryana in association with the State Government. The seminars would aim to highlight the schemes and other policy benefits the government is offering to the MSME sector in the state.

  • Chandigarh, July 13: Haryana Chief Minister, Mr Manohar Lal urged the Central Government for restoration of Haryana’s share in Panjab University.
  • In a letter to the Home Minister, Mr Rajnath Singh, the Chief Minister has given the reference of the Punjab and Haryana High Court motion directing the Principal Secretary Higher Education, Haryana to hold the parleys with the Vice-Chancellor of Panjab University for restoration of Haryana's share in it.
  • Under the provision of Section 26 of the Panjab University Act, prior to 1966, the colleges situated in the then State of Punjab were affiliated to Panjab University.  After the introduction of Punjab Reorganization Act in 1966, under the provisions of section 72 of Panjab University Act, the Punjab University became an inter-state body corporate and continued to operate in all previous areas including those that were now a part of Haryana. After the establishing of Guru Nanak Dev University, Amritsar, Punjabi University, Patiala and Kurukshetra University, Kurukshetra, notifications were issued by Ministry of Home Affairs in 1969, Punjab Government in 1970 and Haryana Government in 1973 and 1997, whereby the Punjab University ceased to operate in Haryana.
  • He further conveyed that based upon the parleys held  in pursuance of the orders of High Court, the Haryana Government has decided to restore its share in Punjab University, Chandigarh provided a notification is issued by Ministry of Home Affairs that colleges situated in some of the Haryana districts might be affiliated with Panjab University. These affiliated colleges would be allowed to follow reservation policy of Haryana for admissions whereas for admissions in the courses on Panjab University Campus, the central reservation policy would be followed. The Panjab University would allow Haryana to follow its own fee structure for such affiliated colleges. Government of Haryana would be willing to give as grant-in-aid to Panjab University an amount equivalent with the contribution of Government of Punjab. The earlier pattern of representation of the State of Haryana in the Senate, Syndicate and Board of Finance of Panjab University, as ex-officio fellow members (as well as reservation to persons from Haryana in various elected constituencies) would be followed.
  • The Chief Minister explained that the process of restoration of Haryana's share in Panjab University, Chandigarh is required in view of the fact that over the years the composition and character of Chandigarh has evolved as a larger entity, i.e. ‘tri-city’. Besides a large number of students from Haryana take admission in various advanced and professional courses of Panjab University.
  • Chandigarh July 13: Haryana Chief Minister, Mr Manohar Lal has taken an important decision in favour of serving guest teachers to increase their salary by 20 to 25 per cent besides raising their salary twice a year in the month of January and July equivalent to cost of living index. Now the guest teachers serving as JBT/Drawing teacher, master or school lecturer would get Rs 26,000, Rs 30,000 and Rs 36,000 respectively from July 1, 2018.
  • While stating this here today, an official spokesman said that since the formation of the present State Government, it has taken several steps in favour of guest teachers. This decision was taken in a meeting held under the chairmanship of Chief Minister, Mr. Manohar Lal with unions of the guest teachers. Education Minister, Mr. Ram Bilas Sharma was also present in the meeting.
  • He said that the previous State government had, in the year 2006, appointed the guest teachers and they were paid on per period basis. Later on, a nominal increase was given to them. Whereas, after the 7th Pay Commission report, the present State Government ensured 14.52 per cent increase in their monthly salary from January 1, 2017 and it was raised to Rs 21,715 for JBT/Drawing teacher, Rs 24,001 for master and Rs 29,715 for school lecturer. Today, taking a significant decision in the interest of thousands of working guest teachers, the Chief Minister has decided to increase their salary to Rs 26,000, Rs 30,000 and Rs 36,000 respectively.
  • Taking another historic decision, the Chief Minister has also decided that their salary be raised twice a year in the month of January and July equivalent to cost of living index. The next increase will be effective from January 1, 2019 which would be equal to the increase in cost of living index as prescribed and announced by the Economic and Statistical Analysis Department, Haryana.
