  • Chandigarh, June 17—Determined to realise the vision of the Prime Minister, Mr Narendra Modi, to double the income of farmers by 2022, the Haryana Government has taken two initiatives. One, Kisan Kalyan Pradhikaran has been set up to undertake measures to make agriculture remunerative, and second, Bhavantar Bharpai Yojana has been launched for four crops to ensure the farmers fair prices for their produce.
  • Speaking at the 4th meeting of Niti Aayog’s Governing Council, in New Delhi today, the Chief Minister said  the Kisan Kalyan Pradhikaran would also undertake schemes to enhance farm productivity and mitigate the physical, financial and psychological distress of farm households and landless workers.
  • Detailing the second initiative, the Chief Minister said, “We have launched Bhavantar Bharpai Yojana for four crops namely, onion, tomato, potato and cauliflower from October 1, 2017. If any farmer gets price less than the minimum support price for these crops, the state government would cover the price deficit of crops for farmers.”
  • During the last three years, the state government has distributed Rs 3,000 crore to the farmers to make good their losses on account of loss of crops. Only under the Pradhan Mantri Fasal Bima Yojana, compensation of Rs 291 crore has been given for last five crops by insurance companies.
  • It is pertinent to mention here that the premium amount paid by the farmers was Rs 179 crore, which is very less compared to the compensation amount. Besides, the farmers are being given the highest rate of Rs 330 per quintal of sugarcane in the country, and paymenst are made for their produce without any hassle or hindrance, he added.
  • Mr Manohar Lal said under MNREGA, emphasis was  being laid on maximum works of water conservation and water management in the months of April to June. Last week only, we have set up Haryana Ponds Authority through an Ordinance. The authority would develop, protect and conservation of 14,000 ponds.
  • Haryana has decided to adopt Ayushman Bharat - National Health Protection Mission. An MoU was signed with Government of India in Shimla for implementing Ayushman Bharat, National Health Mission in the state. Yesterday, we have constituted State Health Authority for this purpose, he added.
  • The Chief Minister said the Prime Minister had launched Beti Bachao Beti Padhao campaign from Haryana (Panipat) in 2015. Since then, Haryana has made considerable progress in improving the sex ratio in the state. For the first time, Haryana’s child sex ratio crossed 900 to reach 914 girls in 2017, as compared to 900 in 2016. From January to May, the sex ratio is 922 and we hope to cross the 925-mark.
  • The state government has initiated the process to roll out National Nutrition Mission, now named Poshan Abhiyan, to improve the nutritional status of children between the age of 0 and 6 years, pregnant women and lactating mothers in a time-bound manner. All districts of the state would be covered in a phased manner by 2019-20.
  • The Chief Minister said under the Saksham Yuva Yojna, the state government had reached out to graduate and post- graduate unemployed youth, offering them hundred hours of guaranteed paid work every month @ Rs. 60 per hour. Youths are enthusiastic about it.
  • In the aspirational district of Nuh, our government is carrying out equitable development on a par with other districts. The state government has allotted Rs 40 crore to Mewat Development Board for various development schemes.
  • “We have made special provision in the online transfer policy, if any teacher from anywhere in the state opts for Mewat, he or she would be given additional 10 per cent salary”, said the Chief Minister.
  • All students up to class VIII are provided with free books, school bags and school uniform. These facilities are proposed to be extended up to class XII, he added.
  • Chandigarh, June 17---The Haryana Chief Minister, Mr Manohar Lal, has urged all states to lay down the condition of educational qualification and toilet in every home mandatory for those wanting to contest elections to the Panchayati Raj Institutions (PRIs) and Urbal Local Bodies (ULBs). This would lend meaning and substance to the thinking of Mahatma Gandhi.
  • Speaking at the 4th meeting of Niti Aayog’s Governing Council in New Delhi today, the Chief Minister said in October, 2016, Haryana had fixed five eligibility conditions for candidates contesting the elections to PRIs and ULBs through an Act.
  • The Act was challenged in the Supreme Court and for the first time in the history of independent India, the apex court postponed submission of nominations for the elections.
  • But after continuous hearing for 48 days, the Supreme Court accepted our five eligibility conditions and declared the Act constitutional. Resultantly, in Haryana 42 per cent women were elected panches or sarpanches, and their average age is 35 years.
  • Now, every panch, sarpanch, member of Block Samiti and Zila Parishad in Haryana is educated, the Chief Minister added.
