  • Chandigarh, April 11- Haryana Government has formulated Haryana Road Safety Fund Rules, 2018 to effectively implement road safety norms. The Government has already approved in-principle the scheme ‘Haryana Road Safety Fund’ of Transport Department.
  • The Haryana Cabinet, which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today, approved these Rules in view of the recommendations of the National Road Safety Council and directions of Supreme Court Committee on Road Safety.
  • The Cabinet also approved the constitution of Road Safety Authority to coordinate between various Departments.
  • The Haryana Road Safety Fund has been created to make and implement schemes, projects and awareness programmes pertaining to road safety and related activities. It also aimed at taking necessary steps for safe plying of vehicles and safe movement of all categories of road users.
  • The Fund will identify accident prone places and take corrective measures. It will strengthen and improve the system of issuance of driving licenses.
  • The State Government shall constitute a Committee headed by Chief Secretary for management of the fund. The other members of the committee would include Administrative Secretaries of Transport, Public Works, Health, Home, Urban Local Bodies, Town and Country Planning and Finance Departments. Director General of Police will also be its member. Transport Commissioner will be Member Secretary. All the members of the committee shall be ex-officio members. The Administrative Secretary, Transport Department shall be authorised to sanction expenditure on any of the purpose approved by the Committee subject to maximum of Rs ten lakh in each case. The Member Secretary shall be authorised to approve expenditure, both recurring and non-recurring, upto Rs five lakh in each case of Road Safety Cell in the Transport Commissioner’s office. The Committee shall meet at least once in every quarter and review the action plan that is physical and financial progress of the sanctioned schemes. The Member Secretary shall issue a formal administrative and financial sanction for funding the schemes after their approval by the Committee.
  • A separate sub-head (compounding fee on account of challans under the Motor Vehicle Act) under Minor Head 101 (Receipts under the Indian Motor Vehicle Act) shall be opened in which the amount collected by the enforcement agencies as compounding fee shall be deposited. The executing department shall spend the money as per these Rules and submit utilisation certificate to the Member Secretary. As sources of the fund, a budgetary provision will be made equal to the 50 per cent of the composition fee collected during the previous financial year and any financial contribution or grant or donation by the State or Central Government or any other agency.
  • Under the scheme, accident prone places will be identified and would set up road accident database management system for gathering data related to road accidents and for making analysis of road accidents data to make policies to control road accidents.
  • Chandigarh, April 11- Haryana Cabinet, which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today, approved modified scheme for hiring of buses on kilometer basis by State Transport Department. The scheme aims at reinforcing its bus fleet to enhance the coverage and quality of bus services by hiring new standard non AC buses on lease basis and to operate them on the routes, on which Haryana Roadways holds valid stage carriage permits for the convenience of the people.
  • The buses will be hired by inviting tenders or applications from an individual, firm, company or a registered Society or any other legal entity. The tenders or applications will have to be submitted online on or before the closing date as mentioned in the notice inviting tenders or applications for minimum five new standard non AC buses. The applicant will have to deposit Rs 5,000 online as application fee and Rs 1,000 as electronic processing fee. The applications will have to be submitted alongwith earnest money of minimum Rs five lakh or Rs one lakh per bus for minimum five buses. The Director/Director General, State Transport has the right to reject any tender without assigning any reason.
  • The minimum indicated hiring rate of Rs 19.50 per kilometer for diesel at a rate of Rs 60 per litre is expected for such hired buses for minimum assured mileage of 9,000 kms per month. The applicants are allowed to quote hiring rate lower than the above indicated hiring rate per kilometer for depot location of their choice. The information provided by the applicants will be evaluated by the Committee constituted for the said purpose by the Department so as to assess the eligibility of the applicant. The financial bids of the eligible applicants will be opened or downloaded in the presence of willing participants. The rates of hiring charges shall be discovered on the basis of rates quoted by the L-1 bidder (the lowest bidder) for the depot of choice indicated by the bidders. No interest shall be paid on the earnest money submitted online by the applicant. The earnest money will be refunded after decision of hiring rates by the competent authority. In case the Department is not able to ply the bus for assured mileage on any day, the payment of assured daily minimum kilometers will be limited to 35 per cent component of the hiring rate and payment of diesel cost will not be made.
  • In case of buses having age of upto four years would be cover 9,000 kms per month and per day minimum kilometers would be 300. Buses with age more than four years will cover 7,500 kms per month and these would cover 250 kms per day. Keeping in view the option of providing opportunity for operation of buses over and above minimum kilometers per month, the 35 per cent component of hiring rate of the quoted price will be discontinued.
  • There is no limit on maximum number of buses for which the hiring rates can be quoted by an individual, firm, company or a registered Society or any other legal entity. In case of new buses meeting BS-IV emission norms are offered for hire, the hiring period will be upto ten years of the age of bus subject to fitness certificate being issued by the Regulatory Authority. Before entering into an agreement with the Department, the owner shall get the buses registered in his or her or its name in Haryana. The driver of the bus will continue to be the employee of the owner of the bus.
  • The Department shall provide conductors for the operation of the bus under whose control the bus will ply from one destination to another. The owner of the bus will exercise absolutely no operational control over the bus. The buses shall be painted as per the colour scheme approved by the Department.
  • In case of any mishap or accident by the bus, the owner shall arrange immediate financial assistance to cover medicare to injured persons or as a measure of financial assistance to the dependents of the deceased passenger.
  • The late departure and early arrival of a hired bus shall invite penalty of Rs 1,000 per instance.
  • Chandigarh, April 11- Haryana Cabinet, which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today, gave its approval to amend the schedule of rates under the Haryana Value Added Tax Act, 2003 regarding provisions made under it for natural gas.
  • A decision to this effect was taken following the announcement made in the Budget Speech for the year 2018-19 presented in the Budget Session of the State Assembly. As per the amendment, the existing entry No. 21-C of the Schedule C will be substituted with “Compressed Natural Gas (CNG) sold for use in transport sector and Piped Natural Gas (PNG) supplied in domestic sector.” Similarly, in Schedule A, the entry No. 15 will be inserted as “Piped Natural Gas except mentioned in entry 21-C of Schedule C     six per cent.” In Schedule D, a new entry No. 6 will be inserted as “Piped Natural Gas except mentioned in entry 21-C of Schedule C        six per cent.”
  • This will give substantial relief to more than 350 industries in the State using natural gas for manufacturing or generation of electricity. The decision reduces the incidence of VAT on industries using natural gas for manufacturing from 12.5 per cent with surcharge to six per cent with surcharge. The VAT rate on CNG/PNG for domestic and transport will continue to be charged at the pre-GST rate of five per cent with surcharge in the interest of consumers.
  • Chandigarh, April 11- A 2nd Generation Ethanol Plant of 100 KLPD capacity will be set up by the Indian Oil Corporation Limited (IOCL) at Bohali in district Panipat.
  • The Haryana Cabinet, which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today, approved the proposal of the Development and Panchayats Department to sell land measuring 59 kanal 11 marla of Gram Panchayat Bohali, district Panipat to Indian Oil Corporation Limited for setting up of the said 2nd Generation Ethanol Plant.
  • The Plant would generate ethanol by using paddy straw as raw material. Therefore, it will help in management of paddy straw leading to lesser requirement of in-Situ management.
  • Chandigarh, April 11- A State-of-art Rehabilitation Centre for fitment of artificial limbs shall be set up at Nawada Tigaon in district Faridabad.
  • The Haryana Cabinet, which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today, approved the proposal of the Development and Panchayats Department to give the land of Gram Panchayat Nawada Tigaon on lease to Artificial Limbs Manufacturing Corporation of India to set up the said Centre.
  • The land will be given on lease for a period of 33 years at a rate of Re one per acre per year. The lessee shall not further transfer or sub-lease the land. The trees standing on the proposed land shall continue to vest in the Gram Panchayat and shall be disposed of by the Gram Panchayat in accordance with the provisions of law as per requirement of lessee. The lessee shall put the land to the permitted use within five yearsfrom the date of commencement of lease period. However, this period can be extended for another two years in case there is sufficient justification.
  • Chandigarh, April 11- Haryana Cabinet, which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today, relaxed the policy on providing government job to the dependent of a martyr to give employment to brother of a martyr Sepoy, Rajesh Kumar of Indian Army, who hailed from village Nuna Majra in district Jhajjar.
  • Sepoy Rajesh Kumar was martyred in Operation Rakshak, Jammu and Kashmir on September 3,2001 and at that time, his brother namely Dinesh Kumar was only 14 years old. Now, he made a request to government to give him employment on compassionate grounds. He being 10 plus two pass, is eligible for a Group C post. Although under the policy, only dependent son or daughter or wife who is not earning is eligible for appointment. Therefore, the government relaxed the policy to give Dinesh Kumar, the job of a Clerk as an exceptional case of giving employment on compassionate grounds.
  • The Cabinet also approved amendment of Haryana Financial Commissioner’s Office (Group A) State Service Rules, 1980 to add service conditions for the posts of Joint Secretary, Deputy Secretary, Joint State Editor and Secretary.
  • The Cabinet also approved the proposal of the Irrigation and Water Resources Department to transfer one kanal eight marla of its land to Public Health Engineering Department for construction of Raw Water Pumping Station at Pump House JC-IV at Km. 39.625 of Jawaharlal Nehru Canal situated in village Dawana in district Rewari. The land will be transferred on present collector rate.
  • At present, the said piece of land is not being utilised by the Department. With the construction of the Pumping House at a cost of Rs 12.25 lakh, water will be supplied to village Rampura.
  • Chandigarh, April 11- Haryana Government has decided that the benefit availed by the beneficiaries under the Old Age Allowance Scheme by suppressing true information would be recovered.
  • A decision to this effect was taken in the meeting of State Cabinet, which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today.
  • It was decided that the benefit given for the ineligible period would be recovered by the Department by way of deducting 50 per cent amount from the monthly pension of the beneficiaries. Meanwhile, the government has also decided that notices issued and FIRs registered against such beneficiaries would be withdrawn.
  • Chandigarh, April 11- Haryana Cabinet, which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today, approved the proposal of the Development and Panchayats Department to exchange Shamilat land measuring 11 marla of Gram Panchayat Bhareli, district Panchkula with an equal piece of land belonging to some individuals as the private land is being utilised as passage for Government Senior Secondary School, Bhareli. These individuals are namely Dinesh Kumar and Praveen Kumar, Mrs Nisha Pal, the sons and daughter of Baldev Singh and Mrs Rumali Devi, widow of Baldev Singh.
  • While the market rate and collector rate of Panchayat land is Rs 13 lakh per acre and that of private land is Rs 35 lakh per acre, they have given their consent to accept an equal area of land in exchange. The proposal for exchange of land has already been approved by Deputy Commissioner.
  • The Cabinet also approved exchange of Shamilat Deh land measuring 12 marla of Gram Panchayat Kinana in district Jind with the piece of land of an equal area belonging to some private persons as their land is being utilised as passage to the School and an Anganwadi. While eight marla of private land are included in the Government School complex, the premises of Anganwadi has four marla of private land.
  • The private persons whose land is to be exchanged are Ram Kumar, Karan Singh, Rameshwar, Ranbir Singh and Kuldeep.
  • The market value of both the lands is at par that is Rs 2,000 per square yard as against the collector rate of both the lands that is Rs 1,600 per square yard.
  • The Cabinet also approved the proposal of the Urban Local Bodies Department to sell land measuring 75 kanal nine marla of Municipal Corporation Sonepat to the Transport Department for construction of bus stand in Sonepat.
  • The piece of land has been found suitable for the construction of a bus stand.
  • The Cabinet also approved proposal of the Urban Local Bodies Department to fix the price of Shop No. 381/11, old Mandi, Karnal to change the ownership in compliance of the orders of the Punjab and Haryana High Court dated May 19,2016.
  • As per the orders of the Court, the shop having an area of 10.31 square yards is to be sold to Padam Prakash Jain, the lease holder at a rate of Rs 20,63,237. The market rate of the shop is Rs two lakh per square yard and the development charges are Rs 120 per square yard.
  • The Cabinet also approved the proposal regarding sale of land of Mauja Punhana, Tehsil Punhana, measuring 106 kanal seven marla pertaining to Municipal Committee, Punhana to the Higher Education Department for construction of Girls College. The collector rate of the land is Rs 35 lakh per acre plus development charges of Rs 80 per square yard.
  • Chandigarh, April 11- Haryana Government today started the process to set up an International Airport/Civil Aviation Hub at Hisar as the Haryana Cabinet, which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today, approved the sale of land measuring 23 acre four kanal belonging to Municipal Corporation, Hisar to the Civil Aviation Department for its construction.
  • At present, the collector rate of this land is Rs 1,00,00,000 per acre.
  • The Cabinet also approved the draft of Haryana Consolidation of Project Land (Special Provisions) Rules, 2018 to lay down the procedure to be followed under certain provisions of the Act.
  • The rules specify powers, functions and duties of the competent authority and the mode of issuing notifications as prescribed under sections 5, 8 and 9 of the Act.
  • Chandigarh, April 11- Haryana Cabinet, which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today, approved the proposal of the Technical Education Department to rename the University of Science and Technology by amending the YMCA University of Science and Technology Act, 2009.
  • The change in the name of the University has been effected for its identification as a Government University.
  • The Cabinet also approved the proposal of the Urban Local Bodies Department to sell land measuring 10.65 acres of Municipal Corporation, Panchkula to the Railway Department for construction of Chandigarh-Baddi New Broad Gauge Railway Line.
  • The Cabinet also approved the proposal of the Urban Local Bodies Department to extend the Sabzi Mandi Mahendragarh by selling the land measuring 4,840 square yards to the Market Committee Mahendragarh at the rate of Rs 5,610 per square yard at collector rate plus Rs 80 per square yard as development charges.
  • The YMCA University of Science and Technology, Faridabad will now be known as J.C. Bose University of Science and Technology YMCA, Faridabad.
  • Chandigarh, April 11- Haryana Cabinet, which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today, approved the Haryana State Shubhra Jyotsna Pension and Other Facilities Scheme, 2018, which will be made applicable from November 1,2017. Under the scheme, a monthly pension of Rs 10,000 will be given to those residents of Haryana who had actively participated during the period of emergency that is from June 25,1975 to March 21,1977 and had faced imprisonment under Maintenance of Internal Security Act (MISA), 1971 and Defence of India Act, 1962. Apart from this, those people who did not have Haryana domicile, but arrested in Haryana and jailed in Haryana during emergency would also be entitled for the pension.
  • Those residents of Haryana who had struggled during the period of emergency and faced imprisonment even for one day under MISA Act or Defence of India Act, 1972 and rules framed thereunder shall be eligible to avail the benefit of the scheme. This policy shall also be applicable to widows of such persons. The beneficiary shall have to produce a jail certificate for the same issued by the Jail Superintendent concerned and countersigned by District Magistrate. In case any such person is unable to produce the jail certificate due to record missing or being unavailable, he may produce certificate from two co-prisoners. Such certificate of co-prisoners must be authenticated by an MLA or MP of the concerned district.
  • Such emergency sufferers will have to open an Aadhaar linked saving bank account in any nationalized bank to transfer the amount of pension to their bank accounts and have to give a ‘live certificate’ in the month of January every year as is being followed in the case of other pensioners. The emergency sufferers who are getting pension or honorarium of any kind from any other State Government will also be eligible. However, if an otherwise eligible emergency sufferer is getting pension from any other State Government for the same purpose of an amount less than Rs 10,000 per month, the entitlement of pension under this scheme would be reduced by that amount. In case of death of any of the emergency sufferers, the monthly pension will continue to be given to his or her surviving spouse. The applications shall be addressed to Chief Secretary and the application form for sanction of the pension shall have to be submitted in the prescribed proforma. The Committees already constituted under the Chairmanship of respective Deputy Commissioners of all the districts will examine fresh applications as and when received and would send their recommendations to the State Government whose decision would be final.
  • If a beneficiary is receiving any honorarium or salary from the State Government, he or she will not be eligible for this pension. The applicant can apply from only one district and he has to submit an affidavit to the effect that he has not applied from any other district. The pension shall be cancelled in case of conviction by the Court on charges of moral turpitude or for providing false information or affidavit.
