- Chandigarh, April 5: Haryana Chief Minister, Mr Manohar Lal has announced to enhance the financial limits for according administrative approval of estimates of developments works in Urban Local Bodies in the State. Besides, he also announced to enhance the monthly minimum wages of Safai Karamcharis working in the municipalities on contract basis from Rs 8100 to Rs 11,500 or DC rate, whichever is higher.
- Mr Manohar Lal was presiding over a meeting to review the functioning of Urban Local Bodies Department here today. Finance Minister, Capt. Abhimanyu and Urban Local Bodies Minister, Mrs Kavita Jain were also present in the meeting.
- Now, in case of Municipal Corporation, the Commissioner, Municipal Corporation would have the power to accord administrative approval to the estimates of upto Rs one crore instead of Rs 50 lakh earlier. Similarly, the Municipal Corporation would have the power to accord administrative approval to the estimates of above Rs one crore to Rs 2.50 crore instead of Rs one crore earlier. The Director, Urban Local Bodies would have the power to accord administrative approval to the estimates costing above Rs 2.50 crore to Rs three crore instead of Rs one crore whereas, for estimates above Rs three crore, the power to accord administrative approval would rest with Administrative Secretary, Urban Local Bodies Department. Earlier, this limit was above Rs one crore.
- In case of Municipal Council, the Municipal Council would have the power to accord administrative approval to the estimates upto Rs 25 lakh instead of Rs ten lakh earlier. The Deputy Commissioner would have the power to accord approval to the estimates of above Rs 25 lakh to Rs one crore instead of Rs 25 lakh earlier. The Director, Urban Local Bodies would be able to accord administrative approval to the estimates costing above Rs one crore to Rs three crore instead of Rs one crore earlier and the Administrative Secretary, Urban Local Bodies would have the power to approve the estimates costing above Rs three crore instead of Rs one crore.
- In case of Municipal Committee, Municipal Committee would have the power to accord administrative approval to the estimates costing upto Rs 15 lakh instead of Rs five lakh whereas, the Deputy Commissioner would have the power to approve estimates of above Rs 15 lakh to Rs one crore. The Director, Urban Local Bodies would have the power to approve estimates of above Rs one crore to Rs three crore instead of Rs one crore whereas, Administrative Secretary, Urban Local Bodies would have the power to approve projects of above Rs three crore instead of above Rs one crore.
- While reviewing the progress of development works, the Chief Minister directed the Urban Local Bodies Department that roads in 163 sectors of Haryana Shahari Vikas Pradhikaran (HSVP) which has been transferred to the Department should be repaired well before the onset of rainy season. As many as 163 sectors of HSVP spanning across 33 towns in the State were transferred to Urban Local Bodies Department for maintenance. Funds to the tune of Rs 265.97 crore would be provided by HSVP for this purpose. He also directed the department to prepare an online module for all the Municipalities in 20 towns of the State regarding the development works to be carried out during the year on the pattern of Gram Panchayat Development Plan (GPDP) as envisaged under the e-Panchayat system.
- The Chief Minister also asked the department to evolve an online system for the installation of advertising boards in the municipal areas of the State. On this, Principal Secretary, Urban Local Bodies, Mr Anand Mohan Sharan apprised the Chief Minister that a provision has been made in the Policy as per which; the hoardings would be installed only through e-tendering process.
- The Chief Minister said that concept of night sweeping in Karnal has been very successful and got tremendous response from the public. He directed the department to start night sweeping in all Municipalities across the State. He also asked the Municipalities to enhance their own source of income through land monetization and innovating funding.
- It was informed in the meeting that work of Rs 782 crore is in progress under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) Scheme in the State. It was also informed that funds to the tune of Rs 1126 crore is likely to be incurred during the Financial Year 2018-19 under the scheme.
- Among those present in the meeting included Chief Secretary, Mr D.S Dhesi, Principal Secretary, Finance Mr TVSN Prasad, Principal Secretary, Urban Local Bodies, Mr Anand Mohan Sharan, Additional Principal Secretary to Chief Minister, Dr Rakesh Gupta, Principal Secretary, Town and Country Planning, Mr Arun Kumar Gupta, Director, Urban Local Bodies, Mr Nitin Yadav and other senior officers of the Department.
- Chandigarh, April 5 – After a gap of about eight years, the 254 victim families of tragic Mirchpur incident will finally find their home at village Dhandoor in district Hisar. In an important decision, the State Government has decided to rehabilitate all of them over eight acres of land at village Dhandoor from June 1, 2018 onwards.
- This was disclosed by Haryana Minister of State for Welfare of Scheduled Castes and Backward Classes, Mr. Krishan Kumar Bedi while addressing the media persons after holding a meeting with a delegation of Mirchpur village here today. The delegation has called on him to express their gratitude for taking decision to rehabilitate the migrated families of Mirchpur.
- He said that one acre additional land would also be made available for Community Centre, Primary School and Mandir Khera etc. Financial assistance for construction of houses would also be given to them under Pradhan Mantri Awas Yojna.
- He said that the Chief Minister, Mr Manohar Lal had, on January 1, 2017, announced to rehabilitate these families. On the initiatives of the Chief Minister, this decision has been arrived it. The tragic Mirchpur incident happened on April 21, 2010 and the victim families were forced to migrate to other places and to wander for eight years due to negligence of the then Congress Government, he added.
- In reply to a question, Mr Bedi said that an unfortunate incident happened in Mirchpur on April 21, 2010 as a result of which 254 families of village belonging to Valmiki community migrated to Hisar.
- He said that these families would be rehabilitated on about eight acres of land at village Dhandoor from June 1, 2018 onwards. Land equal to Mirchpur would be given to these families at Dhandoor. However, the government had given them alternate areas of Municipal Corporation, Hisar, Municipal Committee, Barwala, Uklana and Municipal Council, Hansi for selecting their place of rehabilitation, but they expressed their desire to settle at Dhandhoor.
- He said that there is no difference between words and works of the Chief Minister. Mirchpur incident had become a national issue during the regime of previous government. But unfortunately victim families were left in lurch due to lack of will power of previous regime. Taking a strict note on this issue, the Chief Minister had entrusted this responsibility and we have fulfilled it.
- Chairman Housing Board, Mr. Jawahar Yadav, Chairman, Kesh Kala and Kaushal Vikas Board, Mr. Suresh Sain, Chairman Vimukt Ghumantu Jati Vikas Board Mr Balwan Singh, Principal Secretary, Social Justice and Empowerment Mr Anil Kumar and Director, Mrs Geeta Bharti were also present on this occasion.
- Chandigarh, April 5–The Flying Squad of the Haryana Chief Minister, Mr Manohar Lal, today successfully busted a gang of employees of the Haryana Staff Selection Commission (HSSC) and other departments, along with their brokers running a job-for-cash racket. They would take money from aspirants for getting them selected for government jobs. The Squad has also arrested an employee in Jind in this connection.
- Disclosing this here today, an official spokesman said the Chief Minister who had received several complaints regarding some employees running this racket, ordered the Flying Squad to investigate the matter and catch the culprits.
- The Flying Squad today arrested some employees of the HSSC and other departments along with their brokers who were extracting money from such innocent candidates as had made it to interview on the basis of merit promising them selection in government jobs.
- The spokesman said HSSC employees would misuse their official position by identifying the candidates on the merit list who just required pass marks in the interview, contact them through brokers, and take money by promising them selection. Reports had been received about some employees of HSSC and other departments having contacts with such brokers.
- Employees posted in HSSC office would leak the data to other employees or brokers. They would then contact the candidates on the merit list for getting them through the interview in lieu of money.
- Based on this information, such employees and external brokers were identified and trapped after technical surveillance by the Flying Squad. They were found exchanging confidential details and interacting with candidates for money involved in the deal, he added.
- After the investigation, the Police have registered a case under Sections 166, 167, 420, 465, 467, 468, 471, 120-B IPC, 7/8/10/12/13/13 (1) / 15 of the Prevention of Corruption Act and 66, 72 IT Act, in Police Station, Sector-5 , Panchkula.
- Those arrested include, Superintendent, Subhash Parashar, Assistants, Rohtash Sharma, Sukhwinder Singh and Anil Sharma, Puneet Saini of IT Cell (contractual employee), Dharmender, clerk, HUDA, Balwan Singh, Irrigation aand Assistant, Surender Kumar.
- A Special Investigation Committee (SIT) has been constituted. All the accused are being interrogated and their mobile and other communication devices are being technically investigated.
- The Flying Squad has arrested Suresh Kumar, junior lecturer posted in Badanpur village, for taking bribe from innocent candidates in the name of getting jobs in Central Government and HSSC.
- A case has been registered againt him in Police Station, Narwana, in Jind under Sections 7/8/10/12 of the Prevention of Corruption Act and IPC 384, 406, 420, 120-B.
- Chandigarh, April 5- Haryana Government has approved Draft Development Plans - 2031 of four cities of the state which include Agroha, Ladwa, Indri and Assandh.
- A decision to this effect was taken in a meeting of the State Level Committee of Town and Country Planning Department held under the chairmanship of the Chief Minister, Mr Manohar Lal here today. Urban Local Bodies Minister, Mrs Kavita Jain was also present in the meeting. Agroha falls in district Hisar, Ladwa in Kurukshetra and Indri and Assandh in Karnal district.
- It was informed that the draft development plan of Agroha has been prepared for a projected population of 52,600 by the year 2031. A total area of 589.55 hectares would be developed with residential density of 250 persons per hectare. In the plan of Agroha, while 145.98 hectare area which comprise of 37.16 per cent has been kept for residential purposes, 13.87 hectare area has been kept for commercial purpose, 40.66 hectare for industrial purpose, 70.80 hectare for transport and communication, 27.27 hectares for public utility, 33.14 hectares for public and semi public uses and 61.08 hectare for open spaces.
- In Ladwa, an area of 384 hectares would be developed with residential density of 300 persons per hectare. The draft development plan of Ladwa town has been prepared for projected population of 63,273 persons. Under the plan, 47.13 per cent area would be developed as residential, 5.73 as commercial and 11.46 per cent for industrial purpose.
- The draft development plan for Indri has been prepared for a projected population of 86,291 persons by the year 2031. An area of 701 hectare would be developed with residential density of 300 persons per hectare by the year 2031. About 40.94 per cent of total area would be developed as residential, 5.99 as commercial and 11.27 per cent area as industrial.
- Similarly draft development plan for Assandh has been prepared for a projected population of 1.17 lakh persons by the year 2031. An area of 1178 hectare would be developed with residential density of 250 persons per hectare. While 468 hectare area which comprise of 39.73 per cent has been kept for residential purposes, 112 hectare land has been kept for commercial purpose, 117 hectare for industrial, 184 hectare for transport and communication, 56 hectares for public utility, 70 hectares for public and semi public uses and 171 hectare for open spaces.
- Principal Secretary to Chief Minister, Mr Rajesh Khullar, Additional Chief Secretary, Transport Mr RR Jowel, Additional Chief Secretary, Power Mr P.K. Das, Additional Chief Secretary Environment, Mr Devender Singh, Principal Secretary, Town and Country Planning Mr Arun Kumar Gupta, Principal Secretary, Industries, Mr Sudhir Rajpal, Principal Secretaries, Urban Local Bodies, Mr Anand Mohan Sharan and other senior officers of the state government were also present in the meeting.
