  • Chandigarh, Feb 22- The Haryana Chief Minister, Mr Manohar Lal has directly conveyed his concern to Dr Rajiv Kumar, Vice Chairman, NITI Aayog, for the Aayog having relied on dated and sampling data in its recent report titled ‘Healthy States, Progressive India’ that makes it appear that Haryana’s performance in Health Sector is declining. During the meeting between the two here today, the Chief Minister clarified that data for 2016-17 was readily available at the time of the report and had it been taken into consideration significant improvements registered by Haryana on all indices compared with 2015 would have easily been recognized.
  • In a note that Chief Minister handed over to Vice Chairman, NITI Aayog, it has been clarified that Neonatal Mortality Rate (NMR) has actually shown a two point decline from 24 in 2015 to 22 in 2016 whereas the report cites the previous increase from 23 in 2014 to 24 in 2015. Similarly, the Under Five Mortality Rate has declined from 42 in 2015 to 37 in 2016 whereas the report cites the previous increase from 40 in 2014 to 42 in 2015. The full immunization coverage which the report shows increased from 82.54 in year 2014 to 83.47 per cent in 2015 has further improved to 89.13 per cent in 2016.
  • It is further clarified that as per NITI Aayog report, Sex Ratio at Birth (SRB) as per Sample Registration System (SRS) has declined from 866 per 1000 to 831 from Base Year 2012-14 to Reference Year 2013-15. This is based on Sample Registration System in which 251 sampling units in Rural and Urban areas covering only 2,35,000 population of State and providing information for the State only not District wise. However much more realistic information is captured through Civil Registration System (CRS) of Registrar General of India (RGI) that is capturing real time monthly data of all birth registered.
  • As per latest SRS 2014-16 the sex ratio at birth is 832 and as per CRS report the SRB was 900 for year 2016 and 914 for year 2017. The SRB data of CRS was also validated by third party agency
  • He said that it clearly reflects the efforts made by the State to improve the sex ratio at birth after launch of Beti Bachao Beti Padhao Abhiyan by Prime Minister, Mr Narendra Modi. These efforts have yielded encouraging results in sex ratio at birth.
  • He further said that with a view to improve the outcome of pregnancy and reducing the incidence of low birth weight babies, High Risk Pregnancy management policy has been devised and implemented by National Health Mission (NHM), Haryana. This has been appreciated by NITI Aayog and Union Ministry of Health and Family Welfare. Anaemia being one of the major causes of low birth weight babies, State has introduced the strategy of providing Iron Sucrose injections to the severely anemic pregnant women.
  • As per HMIS report, the Institutional delivery rate of State is 92.52 per cent in year 2016-17. Haryana has taken many initiatives to further improve institutional deliveries. A campaign of Zero Home Delivery was launched in all districts with focus on area reporting high home delivery. The proportion of first trimester antenatal care registration (ANC) is further, improved to 67.7 per cent (HMIS 2016-17). As many as 21 District Hospitals, 19 Sub-divisional Hospitals, 109 Community Health Centres (CHCs), and 254 Primary Health Centres (PHCs) have been designated as 24X7 Delivery points and 47 Institutions have been designated as First Referral Unit (FRU). The State has put in focused efforts for recruitment of Specialists for FRUs and has also increased the salary/honorarium which is competitive to market rate.
  • State is making constant effort to improve the quality parameters of health institutions using National Quality Assurance Standards (NQAS). UPHC Harividar and AC Nagar in District Faridabad has received Rs. 50,000 per UPHC as commendation award under kayakalp programme. Following facilities were given awards based on the assessment. As many as 13 PHCs achieved first rank and 25 PHCs given commendation award. CHC Raipurrani achieved first rank and commendation award given to three CHCs. SDH Ballabhgarh received commendation award. Five District Hospitals received commendation awards.
  • Regular review of various indicators is being done by DGHS, Mission Director NHM and Principal Secretary Health. The recruitment process of regular and contractual health staff is accelerated and vacancies are being filled on   priority basis for low performing districts. Various new schemes are in process of implementation and more focus is on universal health coverage and point of care. The State is also making effort to provide tertiary care services like cathlabs, dialysis units and cancer care centers etc. With these efforts it is expected that health indicators of Haryana will further improve in coming years.
  • Chandigarh Feb 22 - Haryana Chief Minister, Mr Manohar Lal has urged the Central Government for releasing its share on account of increased salary of contractual and adhoc employees working under various schemes and programmes being jointly run by the State and Central Government in the State as per the seventh pay commission. 
  • Mr Manohar made this request in a meeting with Vice-Chairman, NITI Aayog, Dr Rajiv Kumar here today. Haryana Finance Minister, Captain Abhimanyu was also present in the meeting. Dr Rajiv Kumar complimented the State Government for its wonderful revenue resources and said that it is much higher as compared to other states in the country which is clear indication of a growing economy. 
  • The Chief Minister said that Haryana is the first State in the country to implement the 7th pay commission in the State and give all benefits to its employees. Referring to the State Government’s announcement regarding giving 14.29 per cent hike in the salary of employees working on contractual and adhoc basis, he said that the State Government has already given its proportion of increased salary but the Centre share is yet to be received. There are many scheme and programmes which are being jointly run by the State and Central Government. The Centre should consider this request and announce its share, he added. 
  • Mr Manohar Lal said that with a view to apprise the people about various   schemes of  central and State Government and to ensure that the people at grass root level gets the benefit of these schemes, more than 380 schemes across 30 Departments  would be made available on SARAL Platform with effect from April 14, 2018. Apart from this, SARAL Antyodya Kendras would be set up in Tehsil Offices having dedicated officers to apprise the people and assist them in availing the benefit of these schemes.         
  • Vice-Chairman, NITI Aayog Dr Rajiv Kumar appreciated the initiative of State Government to open SARAL Antyodya Kendras at Tehsil level and said that a team comprising officers of NITI Ayog would visit Haryana in the month of July or August this year to study the functioning of such centres so that the same concept could be replicated in other states also. He also appreciated the scheme under which 46 top IAS, IPS and IFS have been allocated one block to fastrack the development projects. He said that the State Government and NITI Aayog could prepare a time bound joint action plan to keep a check on the depleting ground water level in the State and work as a mission in this direction. 
  • Dr Rajiv Kumar asked the State Government to share the details of those centrally sponsored schemes in which  either central share has not been released or less central share has been released by the Government of India so that necessary action could be taken in this regard.
  • Member, NITI Aayog, Mr Ramesh Chand described Haryana as a leading state in the country in Agriculture sector which has been successful in maintaining high productivity rate as compared to other states. 
  • It was informed in the meeting that though Haryana is small state with only 2.09 per cent total population of the country, it contributes 3.6 per cent of country’s GDP. The State GDP Growth rate is touching 8 per cent as compared to national figure of 6.5 per cent. It was also informed that the entire state is Open Defecation Free (ODF) and now the state government aims to become first ODF+1 State and plastic waste free in rural areas. 
  • Earlier, Principal Secretary, Agriculture and Farmer’s Welfare Minister, Mr Abhilaksh Likhi gave a detailed presentation on agriculture scenario in the State. 
  • Among those present in the meeting included Chief Secretary, Mr D.S Dhesi, Principal Secretary to Chief Minister Mr Rajesh Khullar, Deputy Principal Secretary, Mr Mandeep Singh Brar, Additional Chief Secretary Finance, Mr P. Raghavendra Rao, Senior Advisor, NITI Aayog Mrs  Sunita Sanghi and other senior officers of various departments of the State Government.
