  • Chandigarh, Feb 17- Haryana Chief Minister, Mr Manohar Lal  launched four subsidized  food canteens at Faridabad, Gurugram, Hisar and Yamunanagar under ‘Antyodaya Aahaar Yojana’ to provide healthy, nutritious and hygienic food at affordable prices of Rs 10 per meal to all poor and needy persons here today.
  • Speaking on the occasion, the Chief Minister said that the food would be served to registered construction workers and all other poor and needy persons in these canteens between 11 am to 4 pm daily. Each food packet weighing 730 grams containing 1150 calories will have four chapattis, rice, daal, cooked seasonal vegetables, curd or raita, green chutney and gur. Each food packet would cost Rs 20 out of which Rs 10 would be shared by Labour Department.
  • The Chief Minister said that under the ‘Antyodaya Aahaar Yojana’, 23 subsidized canteens, one each at district headquarter except Gurugram and Faridabad, where two such canteens would be established.
  • The Chief Minister launched these four subsidized food canteens through video conferencing. Health Minister, Mr Anil Vij, the Minister of State for Labour and Employment, Mr Nayab Singh Saini, the Principal Secretary, Labour and Employment, Dr Mahavir Singh and other officers were also present on this occasion.
  • Interacting with officers, Mr Saini asked them to check the food quality being served to construction workers and others on regular basis. He said that work for construction of these canteens was expected to be completed by the end of April, 2018.
  • These food canteens have been temporarily opened at Women Training Centre building, Dabua Colony, Faridabad, Shelter Home of Municipal Corporation at Bheem Nagar, Sector-5, Gurugram, Vishwakarma Dharamshala, Auto Market, Hisar and Labour Shed near ITI in Yamunanagar. One such canteen has already functional at Sonipat. These will be shifted to the buildings being constructed at Bhuteshwar mandir Chowk, Gurugram, Nagar Sudhar mandal Office land, Hisar, Haryana Labour Welfare Board Campus, Dabua Colony, Faridabad and Labour Shed, Labour Colony, Yamunanagar.
  • Chandigarh Feb 17: The Budget Session of Haryana Vidhan Sabha will commence from March 5, 2018.
  • A decision to this effect was taken in the meeting of State Cabinet held under the Chairmanship of Chief Minister Mr Manohar Lal here today.
  • Chandigarh Feb 17: Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the amendment in the policy for Innovative Financing of Mass Rapid Transit System (MRTS) Projects. 
  • As per the amendment, the ground coverage in case of commercial  use cases has been increased to 60 per cent. However, other parameters regarding parking and open space would remain unaltered.
  • The Haryana Building Code-2017 allows the ground coverage of commercial projects upto 60 per cent whereas; the ground coverage was restricted to 50 per cent in Transit Oriented Development (TOD) zone as per the policy. Further, the permissible Floor Area Ratio (FAR) in TOD zone (500/800 meters) is double the permissible FAR for normal case of commercial colony that is outside TOD zone.
  • Since, the permissible ground coverage in TOD policy for mixed land use and commercial use was not in consonance with Haryana Building Code-2017 and the lesser ground coverage may cause increase in the project cost, it has been decided to increase the ground coverage in case of commercial and mixed land use cases to 60 per cent.
  • Chandigarh Feb 17: Ambala City and Ambala Sadar will now have separate Municipal Councils as earlier, as the Haryana Government has decided to abolish the Municipal Corporation, Ambala in the interest of people of the area.
  • A decision to this effect was taken in the meeting of State Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today.
  • The separate Municipal Bodies for Ambala City area and Ambala Sadar area will prove to be more convenient for the people of Ambala Sadar area to avail various municipal services by reduction in time, distance and cost. Moreover, the military station and cantonment areas of Ambala Cantonment Board, having station cell of Indian Army also breaks the geographical continuity of Ambala city area with Ambala Sadar area, as the cantonment area falls between these two areas. Apart from this, the two areas fall under two different assembly constituencies.
  • The town of Ambala Sadar is situated at a distance of around 10 to 12 kilometers from the main Municipal Corporation office at Ambala city. The Commissioner of the Corporation and all the branch heads has their offices in the main office. Apart from this, most of the 15 villages of Ambala Sadar area are situated further away from the main Corporation Office and for most of the municipal works and redressal of grievances; the people of Ambala Sadar area have to visit Corporation office at Ambala city.
  • For works other than those related to the Municipal Corporation, the people of Ambala Sadar area have to visit various sub-divisional office like SDM, Tehsildar, Police, Power, Public Health, Education and Health, which are located in the Ambala Sadar.  Similarly, the people of Ambala City area have separate sub-divisional offices located at Ambala city.
  • As per 2001 and 2011 census, the population of the Ambala City area was 1,39,279 and 1,95,153 respectively. Similarly, the population for Ambala Sadar area for these two years was 1,06,568 and 1,70,223 respectively.
  • The continuation of the Municipal Corporation was also not financially viable. The income of Municipal Corporation, Ambala for the financial year 2016-17 was Rs 51.15 crore. Against this the expenditure of the Corporation on their own establishment charges like salary, provident fund share, pension, gratuity of its employees and other local and mandatory obligations like audit fees, repayment of loans contracted by them was Rs 51.19 crore, which is 100.08 per cent of the income. Similarly, for the financial year 2015-16, the expenditure was 104.89 per cent of income. The income and expenditure details of the Corporation from financial year 2010-11 to 2016-17, show that the expenditure of the Municipal Corporation, Ambala was more than 80 per cent of the total income, except in Financial Year 2013-14.
  • The Cabinet also approved the proposal of Urban Local Bodies Department regarding sale of Municipal Corporation, Faridabad land measuring 2.5 acres to the Haryana Vidyut Prasaran Nigam Limited for installation of 66 KV Sub Station.
  • Chandigarh, Feb 17 – Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal here today approved to enhance petty grant of Member of Council of Ministers from Rs 6 lakh to Rs25 lakh per annum from the current financial year.
  • Petty grant is the assistance which is being given to the needy persons and institutions by the Members of Council of Ministers.
  • Chandigarh, Feb 17 – Haryana Government approved to change the name of Environment Department to Environment and Climate Change Department.
  • A decision to this effect was taken at a meeting of the State Cabinet, which met under the chairmanship of Chief Minister Mr Manohar Lal here today.
  • Change the name of Environment Department will give a sense of sharing to the general public that this Department is committed to reduce the impact of climate change.  
  • Chandigarh, Feb 17- Haryana government decided to gift a residential plot to the widow of a soldier, Mohd. Sadik, who was killed in an anti-militancy operation in Jammu and Kashmir.
  • The State Cabinet meeting, presided over by Chief Minister Mr Manohar Lal here today, approved a proposal of Gram Panchayat, Bijopur in Block Ballabhgarh, district Faridabad to gift 200 square yards residential plot to Mrs Mamuna, widow of martyr Mohd. Sadik who died in ‘Operation Rakshak Jammu and Kashmir-2000’.
  • Approval to gift plot to Mrs Mamuna has been given keeping in view Rule 13 of the Punjab Village Common Lands (Regulation) Rules 1964 which provides that a Gram Panchayat with prior approval of State Government can gift land in shamilat deh vested in it for residential purposes upto the extent of 200 square yards, to the members of defence forces and paramilitary forces seriously injured and rendered handicapped or to the dependent families of such members killed, in any war or counter insurgency operation during their service, not having sufficient residential accommodation.
  • Chandigarh, Feb 17- Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal here today, approved amendments in Haryana Architecture Technical (Group C) Service Rules notified on October 26, 1990.
  • The rules would be known as the Haryana Architecture Technical (Group C) Service (Amendment) Rules, 2018.
  • As per the amendments, Diploma in Architectural Assistantship with Hindi or Sanskrit upto Martic or Higher Education will be required for appointment through direct recruitment on the post of Assistant Draftsman. Similarly three years experience as Assistant Draftsman alongwith Hindi or Sanskrit upto Martic or Higher Education will be required for appointment on transfer or deputation basis.
