  • Chandigarh, Jan 26—Haryana will get seven new rail projects and ‘7-Star Village’ scheme would be implemented in the state to lend gram panchayats more muscle and give rural development and living a decisive push.
  • While the Chief Minister, Mr Manohar Lal, made the announcement about new rail projects while addressing the people after unfurling the National Flag in Rohtak, Mr O. P. Dhankar, Haryana Development and Panchayats Minister, Mr O.P. Dhankar, announced the rating scheme for villages at the R-Day function in Rewari.
  • The Chief Minister said the state government, in collaboration with the Railway Ministry, had constituted Haryana Rail Infrastructure Development Corporation which would work to further develop rail infrastructure in the state. The Corporation would prepare feasibility report on the new railway lines in 10 months.
  • The Chief Minister, Mr Manohar Lal who unfurled the tri-colour in Rohtak,  said that the seven new rail projects included Yamunanagar-Chandigarh via Naraingarh and Sadhaura, Delhi-Sohna-Nuh-Ferozpur Zhirka-Alwar, Farrukhnagar-Jhajjar-Charkhi Dadri, Jind-Hisar, Bhiwani-Loharu, Karnal-Yamunanagar and railway sliding project Manesar for Maruti Udyog.
  • The Haryana Development and Panchayats Minister, Mr O.P. Dhankar, while addressing people in Rewari, announced that ‘7-Star Village scheme’ would be introduced to improve  and strengthen the working of the Gram Panchayats in the state.
  • Paying homage to the freedom fighters and brave martyrs, Mr Dhankar said under the scheme, best performing Gram Panchayats in each district would be identified in a systematic manner and awarded and incentivized. Such Gram Panchayats would be recognized as ‘Indradhanush Gram Panchayats’ on the basis of their scores on all parameters. Such villages would get special grants for development works from the Panchayat Department.
  • Under the scheme, pink star would be given to such panchayats as work best in improving the sex ratio, green star for protection of environment, white star for cleanliness, saffron star for crime-free villages, sky colour star to the village which has no drop out, golden star for good governance, and silver star would be given for participation in the development of villages.
  • He said villages receiving different star ratings would be honored by the department on March 23, 2018. Gaurav Patt would be installed in all villages where names of brave martyrs, outstanding sportsperson and donors would be marked  so that the coming generations could get information about them.
  • The Chief Minister said some condemnable incidents had happened against women recently in the state which hurt me a lot. The culprits involved in such incidents have been nabbed. The government is going to introduce a stringent law in respect of such cases in the coming Assembly session. In this law, provision of death penalty for the rape of a child below 12 years would be made.
  • Paying tributes to the freedom fighters and martyrs, the Chief Minister said January 26 and August 15 are the days of pride for every person in the country. Earlier, he paid floral tributes to the martyrs at the state level War Memorial located at the gate of Maharshi Dayanad University. The Oriental Bank of Commerce would provide financial assistance to the dependents of brave soldiers who lost their lives.
  • The state government has taken many significant decisions such as e-governance, e-registration and filing of e-return. The grievances of people are being resolved at their doorstep through the CM window. Our online teacher transfer policy is being followed by 16 states of the country.
  • The government has taken adequate measures to safeguard women. At each district headquarters, one women’s police station has been opened. There is also a plan to open such police stations at the sub-division level, he added.
  • He said the present government had taken many historical decisions such as doubling the income of farmers by 2022 by making agriculture profitable, providing roof to every homeless, making education employment-oriented, expanding medical facilities from poor to poorest people, welfare of the Scheduled Castes and backward classes, creating new employment opportunities for the youth and realizing the Antyodaya vision of Pandit Deendayal Upadhyay.
  • Based on these achievements, the government has received 46 awards in many areas. These include Education, Beti Bachao-Beti Pachao program, IT, e-governance etc.
  • Describing crop diversification as one of the biggest efforts to double the income of farmers, Mr Manohar Lal said 340 villages in the state were being developed as horticulture villages. Maharana Pratap Horticulture University is being set up. Five centre of excellence of fruits and vegetables have already been established with the assistance of Israel.
  • In the next three years, we have a plan to set up centre of excellence for horticulture crops in every district of the state. In addition to this, 'Bhawantar Bharpai Scheme' has been launched for the benefit of farmers.
  • The Chief Minister said water supply to every farm topped the priorities of the government. Water has been supplied to such tails as never got it in the past 30-40 years. Equal sharing of water is ensured. Large number of canals have been cleaned and cleaned. The Union Government has approved the investment of Rs 4,000 crore for the construction of Renuka Dam. The Sutlej Yamuna Link Canal is the lifeline of the people of the state and government would take its legitimate share of Ravi-Beas waters.
  • Highlighting various achievements of the present government, the Chief Minister said that ‘Mangal Nagar Vikas Yojana’ had been launched for the development of towns. Under this, a sum of more than Rs 7,761 crore has been released. He also listed various achievements of government in  the field of education, electricity, investment, health sector, welfare of all sections of the society, sports, ex-servicemen, freedom fighters and road and rail infrastructure.
