- Chandigarh August 31: Adding yet another feather in its cap under the dynamic leadership of Chief Minister Mr. Manohar Lal, Haryana Government has won the award in the category of Most Innovative Citizen Engagement for Antyodaya Saral project at the Digital Indian Conclave organized by Elets Technomedia here.
- Dr Rakesh Gupta, Additional Principal Secretary to Chief Minister, said that Antyodaya Saral is a flagship project of the State Government to transform the citizen service delivery in the state. Under this project, the state is creating an integrated platform to provide over 550 Government 2 Citizen (G2C) schemes and services and transform the physical touch points on the ground for better service delivery.
- He said that despite of these schemes available in online, offline and semi-online mode to the citizens, all the services did not provide a standard experience to the citizen. Apart from this, the offline and Semi-Offline services formed the major source of corruption as they lacked transparency and visibility. The state also had 93 physical centres for delivery of only 40 services at district, sub-division and tehsil level. There was a big challenge of increasing the coverage of the schemes offered by the government as there was lack of awareness among the citizens about the schemes, he added.
- While referring to the milestones so far achieved by the State Government, he said that over 400 schemes and services of various departments have been integrated to the integrated technology platform. Apart from this 75 service delivery centres (Saral Kendra) have been revamped to a state of the art facility and seven Antyodaya Bhawans have been created for promotion and delivery of schemes in the districts. The project included the transformation of all the on-ground physical touch points into state of the art facilities. These includes converting the e-Disha into state of the art facilities, rebranding e-Disha to Saral Kendra, Single window system, token system for queue management and stopping the role of agents.
- Dr Gupta added that the entire tech platform has been developed in-house by NIC Haryana and Delhi team along with department developers.
- He said that Antyodaya SARAL also ensures the delivery of services within RTS (Right to Service Act) timelines and provides visibility to the citizen by sending the status of the application on a proactive basis through SMS. 9 lakh citizens have already experienced this proactive communication from the government.
