  • Chandigarh, Nov 5 – Haryana Governor, Mr. Satyadeo Narain Arya said that in order to promote Make in Haryana and Make in India programmes, there is absolute necessity of providing infrastructure related to vocational educational in all educational institutions.
  • The Governor was interacting with Education Minister, Mr Ram Bilas Sharma, here today. After giving Diwali greetings to the Governor, the Education Minister informed him in detail about the activities of the Education Department.
  • Mr. Arya said that it is the need of the hour that students should be provided with vocational education as per their interest. Thereafter, the youth would be able to start their own ventures after getting connected with programmes such as Startup India. He emphasized on associating students with programmes such as apprenticeship. Apart from this, he said that the Technical Education Department should make arrangements to provide short term skill training courses to students. 
  • The Education Minister informed the Governor that effective steps have been taken to promote education in the state. In this series, the education budget has been increased manifold. During the tenure of present State Government, various degree colleges, polytechnic institutes and medical colleges have been set up. 
  • He said that with a view to provide technical education to students, various institutes are being set up in the state. In this series, National Institute of Electronics and Information Technology is being set up at Kurukshetra, Central Institute of Plastics Engineering and Technology at Karnal and National Institute of Fashion Technology at Panchkula.
  • Chandigarh, Nov 5 - In compliance of directions passed by the Supreme Court of India, Haryana Government has issued several directives to tackle the pollution problem due to firecrackers in the state.
  • While giving this information, an official spokesman said that the directives or advisories included the crackers with reduced emission (improved crackers) and green crackers, only would be permitted to be manufactured and sold. As a consequence, production and sale of crackers other than these crackers are banned.
  • He said that the manufacture, sale and use of joined firecrackers (series crackers or laris) has been banned as the same causes huge air, noise and solid waste problems. The sale should only be through licensed traders and it should be ensured that these licensed traders are selling those firecrackers which are permitted by this order.
  • No e-commerce websites, including Flipkart, Amazon and others should accept any online orders and effect online sales. Any such e-commerce companies found selling crackers online would be hauled up for contempt of the Court and the Court may also pass, in that eventuality, orders of a monetary penalty as well, he added.
  • He said that Barium salts in the fireworks are banned. Even those crackers which have already been produced and they do not fulfill the given conditions the same would not be allowed to be sold in Delhi and NCR.
  • On Diwali days or any other festivals such as Gurpurab, when such fireworks generally take place, it would strictly be from 8 pm till 10 pm only. On Christmas and New Year Eve, when such fireworks start around midnight, that is, 12 am, it would be from 11.55 pm till 12.30 am only, he added.
  • He said that the community fire cracking only (for Diwali and other given festivals etc.) would be permitted, wherever it can be done. For this purpose, particular area or fields would be pre-identified and pre-designated by the concerned authorities.  The areas designated for the purpose of Diwali should be valid for community fire cracking on other occasions and festivals as well. Even for marriages and other occasions, the sale of improved crackers and green crackers is only permitted.
  • All the officers and officials, and particularly the Police, should ensure that fireworks take place only during the designated time and at designated places. They should also ensure that there is no sale of banned firecrackers. In case any violation is found, the Station House Officer (SHO) of the concerned Police Station of the area would be held personally liable for such violation and this would amount to committing contempt of the Court, for which such SHOs would be proceeded against.
  • All the concerned officers and officials would ensure strict compliance of orders of the Supreme Court in letter and spirit. Any lapse on part of the concerned person would be viewed seriously and action will be taken against the erring officers or officials in accordance with the Rules, he added.
  • Chandigarh, Nov 5 – Haryana Finance Department has issued directions regarding taking prior approval or concurrence of Finance Department and General Administration Department invariably before issuing the orders of re-employment or extension in service to the government officials and officers.
  • While stating his here today, a spokesman of the Finance Department said that it was observed that the departments were presenting a fait accompli to Finance Department by issuing orders prior to concurrence or approval of Finance Department.
  • He said that the orders for re-employment or extension in service are being issued by the concerned department in anticipation approval of FD, CS or SMM and thereafter, the matters are being submitted for grant of ex-post-facto approval.  Such orders be issued with the prior approval or concurrence  of Finance Department  and General Administration Department.
  • The spokesman said that in future, no such case will be entertained by the Finance Department. Further, the Administrative Department must comply with the instructions issued in this regard by General Administration
  • Chandigarh, Nov 5 – In view of the Supreme Court directives, Haryana Police have issued instructions regarding bursting of fire crackers during festival seasons particularly on Diwali.
  • While stating this here today, Director General of Police, Mr B.S. Sandhu said that as per directions of the apex court, only crackers with reduced emission (improved crackers) would be permitted to be manufactured and sold. The manufacture, sale and use of joined firecrackers (series crackers or laris) are banned as the same causes huge air, noise and solid waste problems. All the Range ADGPs/IGs, Commissioners of Police and district Superintendents of Police have been instructed to ensure implementation of the Apex Courts’ directives.
  • He said that as per Court directives, people would be allowed to burst firecrackers on Diwali days or any other festivals like Gurpurab etc. from 8 pm to 10 pm only and on Christmas and New Year eve, fireworks would be allowed from 11.55 pm to 12.30 am only.
  • The DGP also asked police officials to ensure that e-commerce websites, including Flipkart, Amazon etc. to not accept any online order and effect online sales of firecrackers. He also instructed them to ensure that fireworks take place only during the designated time and at designated places in their respective areas.
  • Chandigarh Nov 5: Haryana Chief Minister, Mr Manohar Lal has approved the name of five Members of Legislative Assembly (MLAs) and one person from the specialists in Hindi language category to be nominated in the High Level Committee regarding the prevalence of Hindi language in the State.
  • While stating this here today, an official spokesman said that these included MLA Ladwa (Kurukshetra), Dr Pawan Saini, MLA Rewari, Mr Randhir Kapriwas, MLA Faridabad, Mr Nagender Bhadana, MLA Panipat (City), Mrs Rohita Rewri, MLA Safidon (Jind), Mr Jasbir Deswal and Hindi Specialist of Mahesh Nagar, Ambala Cantt., Dr Surender Gupta.
  • Chandigarh, Nov 5 – In a move to make the festival of lights safe and secure for all in the State, Haryana Police has put in place adequate precautionary and stringent measures to prevent any untoward incident during Diwali.
  • While stating this here today, Director General of Police, Mr B.S. Sandhu said that all the Range ADGPs/IGs, Commissioners of Police and district Superintendents of Police have been instructed to ensure adequate arrangements in their respective areas to avoid any kind of unfortunate incident during Diwali celebrations.
  • Elaborating upon the details, Additional Director General of Police, Law and Order, Mohd. Akil said that as per instructions, police would ensure that adequate safety measures and necessary precautions have been taken place to avoid the occurrence of any mishap in godowns/storehouses as well as retails selling points of fire crackers. Adequate safety measures at storage and sale points of crackers would also be ensured.
  • Mr Akil said that it would also be ensured that the sale and storage points should be away from the densely populated areas and these should be located in places where adequate open space is available on all sides. Police would also ensure that retail points are allowed only at a limited number of places where all safety measures including fire safety should be ensured.
  • The efforts of Police would be coordinated with teams of civil administration so that fire crackers are being sold, stored, handled and transported as per government instructions. Legal action should also be taken against unlicensed or unauthorized manufacturers/storers/sellers, he added.
  • Chandigarh, Nov 5 – Haryana Government has decided that the citizens can use Old Stamp Papers or certificates purchased before January 2014 as per guidelines, rules and regulations issued by the Revenue Department from time to time by adopting the Standard Operating Procedure (SOP).
  • While stating this here today, a spokesman of the Finance Department said that as per the SOP, if a person is having valid, blank or executed old physical stamp paper or certificate issued by authorized branch of SBI and if he or she intends to get their deed registered using these old stamp papers, he or she may apply to concerned Treasury through Tehsildar or Naib Tehsildar for this purpose.
  • He said that Treasury Officer would enter the details of old stamp papers, submitted to concerned treasury in e-GRAS. The e-GRAS will generate a Unique ID against this old stamp paper or certificate. The concerned Treasury Officer would check and verify the details of old stamp paper issued by him and would write the generated UID number on the stamp paper. He would sign and stamp with date on each stamp paper. Using the UID number, the person concerned would take e-appointment from e-Registration system.
  • The spokesman said that during the deed registration, the e-Registration would check the UID number from e-GRAS similar to the GRN of e-Stamp paper. After the registration process of the deed is completed, the e-Registration system would update the deed registry number in the e-GRAS system and would deface the UID number in e-GRAS software as is done for the e-Stamp paper.
  • In case, the person concerned is possessing SBI generated certificate instead of physical old stamp paper, the person concerned would first get the Bank certificate verified from the concerned bank branch. Thereafter, he or she would forward the verified bank certificate to the concerned treasury through the concerned Tehsildar or Naib Tehsildar. Thereafter, the same work flow process would be followed similar as done in the case of old stamp paper, he added.
  • He said that Additional Chief Secretary, Finance Department has issued these instructions to all Heads of Departments, Divisional Commissioners, Deputy Commissioners, Sub Divisional Officers (Civil) and Registrar General, Punjab and Haryana High Court. They have been directed to bring these instructions to the notice of all concerned in their departments for strict compliance. These instructions are also available on the official website of Finance Department www.finhry.gov.in.   • Chandigarh Nov 5: Haryana Government has decided to grant Uniform Allowance of Rs 900 to Multipurpose Health Workers (MPHW), Male, thus bringing them at par with Multipurpose Health Workers (MPHW) Female.
  • Besides, the government has also decided to increase the Fixed Travelling Allowance (FTA) of Multipurpose Health Workers (MPHW) and Multipurpose Health Supervisors (MPHS) from Rs 600 to Rs 1000.
  • While stating this here today, a spokesman of Finance Department said that Chief Minister, Mr Manohar Lal has approved a proposal in this regard.
  • He said that MPHW, Female are already getting Uniform Allowance of Rs 900 including Rs 150 as boarding and diet allowance. Now, it has been decided to grant Uniform Allowance to MPHW, Male, also at par with their female counterparts. The decision would put an additional burden of Rs 3.38 crore annually on the State exchequer. There are 2,544 MPHW (M) and 2,654 MPHW (F) in the State.
  • The spokesman said that it has also been decided to enhance the Fixed Travelling Allowance (FTA) of Multipurpose Health Workers (MPHW) and of Multipurpose Health Supervisors (MPHS) from Rs 600 to Rs 1000. The additional financial implication on account of increase in the FTA of MPHW and MPHS would be Rs 4.56 crore annually, he added.
