  • Chandigarh, November 6- Haryana Governor, Mr Satyadeo Narain Arya today extended greetings to the people of the state on the auspicious occasion of Diwali.
  • While wishing everyone’s bright, glorious and prosperous future, the Governor said that the festival of light brings happiness and prosperity every year to everyone. The festival reminds us about the high ideals of Lord Rama, who returned to Ayodhya on this day after 14 years of banishment and victory over Lanka.
  • On this day, we should resolve to follow the morals and principles of Lord Rama, he added. Mr Arya also distributed gifts to the Raj Bhavan employees on the auspicious occasion of Diwali and gave warm wishes to the employees and wished them a bright and prosperous future.
  • Chandigarh November 6: Haryana Chief Minister, Mr Manohar Lal has extended his best wishes to the people of the State on the auspicious occasion of Diwali.
  • In a message issued here today on the eve of Diwali, the Chief Minister said that the festival of lights symbolises joy and happiness, celebrates victory of good over evil and light over darkness. He urged everyone to celebrate the festival in a pollution-free manner.
  • Conveying his best wishes for all-round prosperity and bright future of the people, he said that the festival reminds us about the high ideals of Lord Rama, who returned to Ayodhya on this day after 14 years of banishment and victory over Lanka. He said that the festival is a restatement of the belief that the good ultimately triumphs over the evil.
  • "I hope that Diwali will be celebrated by the people with renewed joy, enthusiasm and peace and thus add happiness to their life," said Mr Manohar Lal.
  • Chandigarh, Nov 6 – Haryana Director General of Police (DGP), Mr B.S. Sandhu has extended warm greetings and good wishes to people of the State and all ranks of Haryana Police along with their families on the eve of the festival of lights ‘Deepawali’.
  • In his message issued here today, Mr Sandhu said that the festival of lights is a harbinger of peace, progress and prosperity which reminds us of our duty to share our joy and happiness with all sections of society.
  • He urged the people to celebrate eco-friendly and green Diwali while adhering to the directions of the Apex Court regarding bursting of firecrackers.
  • Describing public safety as a top priority, the DGP also directed the Police Officers to shoulder the responsibility with utmost dedication on Diwali day and ensure a safe and secure festival of lights for all in the State.
  • Chandigarh, November 6- Haryana Finance Department has issued instructions that the scheme-wise budget proposals for 2019-20 should be realistic and formulated on the basis of actual expenditure of previous years, keeping in view the tentative minimum requirement of the Department. The Capital and Revenue classification of each scheme may be worked out separately. 
  • While stating this here today, an official spokesman of the Finance Department said that provision of State Share should be kept under the Centrally Sponsored Schemes to match the corresponding Central Share. Government of India has changed the funding pattern in some of the schemes. Accordingly, the provision of State Share as well as Centre Share be kept after confirmation of the concerned Ministry of the Government of India.
  • He said that sufficient funds should be kept for ongoing works in existing so that these can be completed without problem.  Funds should be kept for the committed liability of the Department under existing schemes. All ongoing Schemes should be reviewed and the schemes which have outlived their utility must be closed down and the existing staff created under the scheme, if any, be transferred to other schemes.
  • He said that restructuring of existing schemes should be done. For instance, department may like to discontinue or merge the schemes having annual outlay of  Rs  five crore or less. This would enable the Department to rationalize its existing schemes to achieve optimum results within the given resources. Schemes with similar objectives should be clubbed together to avoid overlapping. No new State scheme should be formulated if similar objectives are covered under any Centrally Sponsored Scheme. Efforts be made to formulate new schemes by augmenting resources from NABARD, NCRPB or EAP etc. 
  • The Department may explore the possibility of using all Centrally Sponsored Schemes which are presently not being implemented in Haryana but are being implemented successfully in other States. Possibilities of New Projects under Public Private Partnership (PPP) may be explored to invite private entrepreneurship and capital into areas being regulated by the Department. The funds available for the flagship programmes, wherever applicable, should be taken into consideration while finalising allocations.
  • He said that for SCSP Component, the funds earmarked under should be allocated only for those schemes (both Centre and State Share) which ensure direct benefit to Scheduled Castes families. The funds earmarked under SCSP will be non divertible. Non-utilization of funds under SCSP will lead to proportionate cut in the outlay of the Department. The guidelines issued by Welfare of SC&BC Department from time to time in this regard may be adhered to.
  • Chandigarh, November  6 – Haryana Women and Child Development Department is running Widow and Destitute Homes for Girls/Women namely Mahila Ashrams under the operational guidelines of the "Scheme of Homes for Widows and Destitute Women" to provide temporary shelter to young widows  and destitute women through capacity building, training etc.
  • While stating this here today, an official spokesman said that training is provided to equip them well to become economically self-dependent and lead a useful and meaningful life in the main stream of the society. At present the homes are being run in district Karnal and Rohtak.
  • He said that women and girls having Haryana Domicile will be eligible for getting admission in these Homes. Widows whose families have severed all connections with them and who have no earning son, or any other male relative in a position to support them; Divorcee women whose family income is not more than Rs 2.50 lakh per annum and  deserted women left without help or support are covered under the scheme.
  • He said that women belonging to families of persons suffering from T.B. and mental disease, who are not medically fit to earn and who have neither any earning members nor any means of income and orphan girls seeking gainful employment, women having children of only less than 16 years of age are also covered under the scheme.  In case of orphans girls, however, an exception is be made and they should continue till they are engaged in gainful occupation.
  • He said that adopted children will not be treated as dependent and dependent sons are maintained in the Home only till the age of 16 years. After that they may be shifted to Kishore Vikas Sadan, Sonepat or Bal Bhawan Madhuban or dispersed on payment of a lump sum six months cash as per the latest guidelines/instructions issued by the government from time to time.
  • He said that financial assistance given to help the inmates residing in the Homes included maintenance allowance for family    Rs. 600 per month per head, single widow/destitute women  Rs 700 per month, clothing allowance to the family Rs 150 per month per head and clothing allowance to the Single Widow/destitute women Rs 150 per month. Besides this, a marriage grant for daughters is being provided to the inmates residing in the home at the rate of  Rs 15,000. 
  • Any Widow/destitute women may contact the concerned Deputy Commissioner, Rohtak and District Programme Officers, Women and Child Development and Superintendent of Mahila Ashram Rohtak and Karnal for assistance under the scheme.
