  • Chandigarh, Nov 15 – Haryana Chief Minister, Mr. Manohar Lal said that the State Government has constituted State Police Complaint Authority as well as District Police Complaint Authorities under which complaint could be filed against erring officers in the Authority.
  • The Chief Minister was speaking after a roadshow organised at Kalka in district Panchkula, here today.
  • He said that on receiving complaints about police personnel in the Authority,  action would be taken promptly. The Authority would comprise of Retired Judges, IPS officers and representatives of public with vast experience.
  • Mr. Manohar Lal congratulated MLA Kalka, Mrs Latika Sharma for successful organising the roadshow. He said that he has so far done roadshows in 11 districts and this was the first roadshow at block level in Kalka. People from all sections of the society, market associations, traders and representatives of social organisations participated in the roadshow.
  • Urban Local Bodies Minister, Mrs. Kavita Jain, MLA Panchkula, Mr. Gian Chand Gupta and MLA Kalka, Mrs. Latika Sharma also spoke on this occasion.

  • Ajit Balaji Joshi, IAS, Director and Special Secretary, Agriculture and Farmers’ Welfare Department and Managing Director, Haryana Seeds Development Corporation has been given additional charge of Chief Executive Officer, Haryana Saraswati Heritage Board relieving Shrikant Walgad of the said charge.
  • Anil Kumar Yadav, HCS, Sub Divisional Officer (Civil), Thanesar has been given additional charge of Sub Divisional Officer (Civil), Ladwa relieving Kanwar Singh of the said charge.
  • Chandigarh, Nov 15 – Haryana Education Minister, Mr Ram Bilas Sharma said that the change of name of State University of Performing and Visual Arts, Rohtak to Pandit Lakhmi Chand State University of Performing and Visual Arts, Rohtak would provide opportunity for the people worldwide to get more acquainted with the Art and Culture of Haryana.
  • In a statement issued by Mr Sharma, after this decision of Cabinet Meeting here today, he said that the Pandit Lakhmi Chand has made an unparallel contribution in the field of Haryanvi folk culture. ‘Surya Kavi’ Pt. Lakhmi Chand is not only known for composing and singing Raginis but also for performing in Saangs. He is also called Shakespeare of Haryanvi language, he added.
  • It may be recalled that Mr Ram Bilas had first announced and made efforts for university after the name of Pandit Lakhmi Chand. This decision of Cabinet is welcomed by all Haryanvi Folk Artists.
  • Chandigarh, Nov 15 – Haryana Police has arrested a man for drug peddling and seized 400 gram opium from his possession near Nathusari Kalan village in district Sirsa.
  • While stating this here today, a spokesman of Police Department said that the accused identified as Mahender Singh, a resident of Rupana Bishnoiyan, was booked under NDPS Act by the Police. The accused would be taken on remand by producing him before the court.
  • He said that the accused was arrested during patrolling near Nathusari Kalan village when he was trying to run away after seeing the police party. The accused would be interrogated to nab others involved in drug peddling.
  • Meanwhile, Director General of Police, Mr B.S. Sandhu appreciated Sirsa Police for their relentless efforts in curbing the drug menace in the district.
  • Chandigarh, Nov 15 – Haryana Health Minister, Mr. Anil Vij launched the website of Haryana Homeopathic Council www.chsmharyana.com, here today.
  • Mr. Vij said that homeopathic doctors would be able to check their data on website and new doctors would also be able to get themselves registered on it. Apart from this, online payment facility has also been given to doctors, he added.
  • The Minister said that doctors can upload their suggestions on different diseases and share details of treatment of various diseases on the blog made available on this website. Apart from this, list of all homeopathic doctors, forms, new orders, news and updates, recruitment and other information would also be available on the website.
  • Others present on the occasion included Additional Chief Secretary, Mr. R.R. Jowel, Chairman, Homeopathic Council, Dr. Harprakash Sharma, Registrar, Dr. Dinesh Sharma and other officers.
  • Chandigarh, November 15 – The Power Grid Corporation of India Ltd has offered an internship Program for the students of J.C. Bose University of Science and Technology, YMCA Faridabad. The Electrical Engineering students of the University would now get an opportunity for specialized six months internship at the commissioning sites and Research and Development (R&D) set up of the Power Grid.
  • This announcement was made by the Director (Projects), Power Grid Corporation of India, Mr. Rajeev Kumar Chauhan today during an expert lecture on ‘Latest Trends of HVDC Technologies’. The lecture was organised by the Industrial Relations Cell which is a part of distinguished Lectures Series inspired by the vision of Vice-Chancellor, Prof Dinesh Kumar under corporate academia interaction initiative. The session was presided over by Dean (Institutions), Dr. Sandeep Grover and well attended by the students and faculty members and chairpersons of different departments. The lecture was coordinated by Dr. Rashmi Popli, Director, Industrial Relations.
  • During his interactive lecture, on the basis of his vast experience, Mr. Chauhan emphasised on practical exposure and focused internship. He appreciated the concept of six months internship as a part of B.Tech. curriculum of the University and expressed willingness to take students from related disciplines of engineering for this internship at their commissioning sites and expose them to their R&D set up so that students get an exposure to think beyond boundaries.
  • Addressing the session, Mr. Chauhan gave an overview of Power Electronics in Transmission by explaining the HVDC transmission technology for bulk power transfer and Flexible AC Transmission Systems. He gave the audience an exposure to HVDC system including HVDC transmission control features, various types of configurations with different types of transmission modes etc. He also discussed the future challenges in transmission due to renewable energy and an increase in electricity market applications.
  • Chandigarh, Nov 15 – Taking another step towards women empowerment, the Haryana Government has decided to impart technical skills to young girls to increase their participation in automotive sector and enhance their employability besides making them learn riding skills.
  • In this direction, two Letters of Understanding (LoU) have been signed between Haryana Skill Development and Industrial Training Department, Hero MotoCorp Limited and United Nations Development Programme (UNDP) in the presence of Skill Development and Industrial Training Minister, Mr. Vipul Goel, here today.
  • On behalf of the Haryana Government, the LoU were signed by Director General, Skill Development and Industrial Training Department, Mr. T.L. Satyaprakash whereas on behalf of Hero MotoCorp Limited, CSR Advisor, Mr. Rajesh Mukhija and on behalf of UNDP, State Project Head, Mrs. Kanta Singh signed the LoU.
  • Later, Mr. Goel said that this LoU aims to impart technical skills to young girls studying in Government Industrial Training Institute, Ambala and encourage their participation in traditionally male dominated automotive sector, through a one-year long auto-mechanics course in the state. This course would enhance their employability and they would also be able to set up their own ventures. Similarly, the other LoU aims to provide a platform for girls to learn riding skills to enable them to be mobile, through setting up of additional two-wheeler riding training centres by Hero MotoCorp Limited at 10 Government Industrial Training Institutes for women.
  • Speaking on the occasion, Additional Chief Secretary, Skill Development and Industrial Training Department, Mr. T.C. Gupta said that these 10 Government Industrial Training Institutes for women included are located at Bhiwani, Kaithal, Charkhi Dadri, Dumerkhan, Jind, Ferozepur Jhirka, Kurukshetra, Kalka at Bitna, Tohana and Bahadurgarh.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the Haryana Police (Appointment of Chairperson and Members of Complaint Authorities) Rules, 2018.
  • Under the Rules, the Committee under the Chairmanship of Chief Secretary will be constituted to recommend the names of Chairman and Members of the State Police Complaint Authority or District Police Complaint Authority. The other members of the Committee will be Advocate General, Haryana and Additional Chief Secretary, Home. The Secretary/Special Secretary will be the Member Secretary of the Committee.
  • The Committee will invite applications for appointment of Chairperson and Members of the Complaint Authorities from the persons of eminence having wide knowledge and experience of atleast 20 years in case of state authority and ten years in case of district authority in the field of public life, academic, law, administration and governance, criminal administration and social work. The Committee will then recommend the names of the candidates to the State Government.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the report of the Sub Committee of Council of Ministers constituted to prepare blueprint for development of Composite Integrated Dairying Complexes in urban areas of the state.
  • Agriculture and Farmers’ Welfare Minister Mr Om Parkash Dhankar, Urban Local Bodies Minister Mrs Kavita Jain and Minister of State for Cooperation Mr Manish Kumar Grover were the members of the Sub Committee.
  • The report consists of three types of layout plans for the integrated dairying complexes. This included the layout of blueprint for constructing modern composite integrated dairying complexes in 50 acres of land, the layout of blueprint for constructing modern composite integrated dairying complexes in 25 acres of land and a common uniform layout or design of dairy sheds on 500 square yards for the dairy farmers so that a uniform design of dairy sheds to be adopted in the dairy complex.
  • All the three layout plans have been prepared in such a way that the integrated dairy complex should have maximum number of dairy units having atleast 10 milch in each units, comfortable modern housing system with proper ventilation with provisions of common milking areas, bulk milk chilling systems, biogas plant or waste management, veterinary healthcare facilities, commercial shop or booths for sale of cattle feed, dairy instruments, medicines, milk and milk products and residential spaces for the labourers or caretakers of the dairies.
  • The provision of automatic conveyer system for disposal of biowaste or slurry pumps have also been made in the channels. The provision of silage making and dry fodder block making system for the dairy farmers are integral part of the complex. Further, provisions for establishment for micro milk processing units and milk and milk products testing labs will be included into the space provided for chilling plants and veterinary healthcare facility.
  • The schemes and guidelines being implemented by the department of Urban Local Bodies will incorporate the blueprint or layout plan as prepared for shifting of the existing dairies from the cities to the outskirts of the cities at suitably identified places. For this, suitable land pockets on the outskirts of the cities or towns will be identified by the Urban Local Bodies department. If need be, the possibilities of identification of land parcels in the adjoining or neighbouring villages will also be explored so that such land can be procured or purchased by the Urban Local Bodies department for shifting of dairies from the cities to the outskirts of the cities.
  • The Town and Country Planning department will take up the earmarking of some areas for such composite integrated dairy complexes as per the blueprint in the development plans of all the urbanisable areas in the state.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the proposal of Animal Husbandry and Dairying Department regarding transfer of 32 acres 4 kanal and 2 marla land of the Government Livestock Farm Hisar to the Municipal Corporation Hisar for the setting up of Solid Waste Treatment Plant. The amount will be used for setting up dead animals’ disposal centres through Haryana Livestock Development Board.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the change of name of Electronics and Information Technology Department to Department of Information Technology, Electronics and Communication.
  • With a motive to improve the communication connectivity infrastructure facilities in the state, the Department has notified a policy namely communication and connectivity infrastructural policy. However, the functions with regard to the communication sector are yet to be included in the Rules of Business of the Department in order to achieve the objects of the said policy. Therefore, there is a need to include the functions with regard to communication sector in the Rules of Business of the Department.
  • The name of the Department has been changed to ensure the implementation of the State’s Policy in all matters concerning communication technology and all other directions/guidelines issued by the Government of India on Telecommunication sector.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the Haryana Food and Drugs Administration Department, Headquarter (Group D) Service Rules, 2018.
  •  The age for recruitment to the service will be such as specified in section 6 of the Haryana Group D Employees (Recruitment and Condition of Service) Act, 2018 (5 of 2018).
  • In case of Peon, recruitment to the service will be made by direct recruitment or by transfer or deputation of an officer already in service of any state or Central government. Persons appointed to the post in the service will remain on probation for a period of two years, if appointed by direct recruitment and one year if appointed otherwise.
  • A member of the service may also be deputed to serve a company, association or body of individuals whether incorporated or not, which is wholly or substantially owned or controlled by the state government, a municipal corporation or local authority or university within the state, the Central government or a company, association or body of individuals whether incorporated or not, which is wholly or substantially owned or controlled by the Central government or any other state government, an international organisation, an autonomous body not controlled by government or a private body.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the Haryana Food and Drugs Administration Department, Subordinate Offices (Group D) Service Rules, 2018.

  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the Haryana Food and Drugs Administration Department, Subordinate Offices (Group B) Service Rules, 2018.
  • No person will be appointed to the service by direct recruitment who is less than lower and more than upper age limit on first day of month next proceeding the last date of submission of applications to the Haryana Public Service Commission. For the post of Government Analyst, while the lower age limit will be 25 years, the upper age limit will be 42 years. Similarly, for the post of Senior Scientific Officer (Bacteriology), Senior Scientific Officer (Pharmaceutical Chemistry) and Senior Scientific Officer (Pharmacology), the lower age limit will be 22 years and upper is 42 years. For the post of Drugs Control Officer and Food Safety Officer, the lower and upper age limit will be 21 years and 42 years respectively. 
  • In case of Senior Government Analyst, recruitment to the service will be made by promotion amongst Government Analysts/Senior Scientific Officers or by transfer or deputation of an officer already in service of any state government or Government of India. However, in case of Government Analyst, recruitment to the service will be made by direct recruitment or by transfer or deputation of an officer already in the service of any state or central government. In case of Designated Officer by promotion amongst Food Safety Officers or by transfer or deputation of an officer already in the service of state or Central governments, in case of Senior Drugs Control Officer by promotion from amongst Drugs Control Officers or by transfer or deputation of an officer already in service of state or the Central government, in case of Deputy Public Analyst by  promotion amongst Assistant Public Analysts or by transfer or deputation of an officer already in service of state or the Central government. 
  • In case of District Public Analyst, recruitment to the service will be made by promotion amongst Assistant Public Analysts or by transfer or deputation of an officer already in service of any state or Central government, in case of Senior Scientific Officer (Bacteriologist), Senior Scientific Officer (Pharmaceutical Chemistry), Senior Scientific Officer (Pharmacology), Drugs Control Officer and Food Safety Officer, recruitment to the service will be made by direct recruitment or by transfer or deputation of an officer already in service of any state or Central government. However, in the case of Superintendent, recruitment will be made by promotion amongst Deputy Superintendents or by transfer or deputation of an officer already in service of any state or central government. 
  • Persons appointed to the post in the service will remain on probation for a period of two years if appointed by direct recruitment and one year if appointed otherwise.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the proposal of the Health Department to declare the post of Chief Pharmacist as Gazetted Post (Group B).
  • The post of Chief Pharmacist is of higher responsibility who supervises the District Drugs Store and drug stores of all civil hospitals, Community Health Centres and Primary Health Centres in concerned districts. The post is supervisory in nature who supervises the work of Pharmacists and assist the Civil Surgeon and Principal Medical Officer in purchase of medicines and equipments.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the amendment in Rule 13 of the Haryana Development and Regulation of Urban Areas Rules, 1976 to remove the anomaly regarding contradictory provisions of Haryana Development and Regulation of Urban Areas Rules, 1976 and the Haryana Real Estate (Regulation and Development) Rules, 2017.
  • After the amendment, a demand draft drawn on a scheduled bank in favour of the Director against the license renewal fee, for a sum calculated at the rates prescribed as follows. 
  • For plotted colony
  • a) Licence where completion certificate for part of the licensed area has not been issued under Rule 16, 10 per cent of the licence fee prescribed in rule 3 as prevailing on the date of application for renewal.
  • b) Licence where completion certificate for part of the licensed area has been issued under rule 16, 2.5 per cent of the fee prescribed in rule 3 as per the prevailing rates at the time of grant of part completion certificate, will be levied on area for which the part completion certificate is granted, whereas for the remaining area, the prescribed fee as mentioned in sub clause (a) will be levied.
  • For Group Housing, Commercial, Information Technology/Information Technology Enabled Services and mixed land use colonies, 
  • a) License where occupation certificate for part of the licensed area has not been issued as per code 4.1 of Haryana Building Code 2017, 10 per cent of the license fee prescribed in rule 3 as prevailing on the date of application for renewal.
  • b) License where occupation certificate for part of the licensed area has been issued as per code 4.1 of Haryana Building Code 2017, 2.5 per cent of the fee prescribed in rule 3 as per the prevailing rates at the time of grant of part completion certificate, will be levied on such proportionate land area against the FAR for which the part completion certificate is granted vis-a-vis maximum permissible FAR in the colony, whereas for the remaining area, the prescribed fee as mentioned in sub clause (a) will be levied.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the proposal of Development and Panchayats Department for the exchange of Shamilat land measuring 3 marla of Gram Panchayat Mayna, district Rohtak with the land measuring 3 marla of private persons.
  • The plot measuring 3 marla owned by private persons was included in the premises of government hospital about 13 years ago and they have not been given any plot so far in lieu of their land.
  • The Cabinet also approved the exchange of land measuring 9 marla of Gram Panchayat Bighal, district Sonepat with the land measuring 9 marla of Mr Hoshiar Singh and Mrs Sudesh, residents of village Bighal as the part of the passage bearing Khasra No. 283 is passing through the land owned by them. After exchange of some part of passage No. 283, this passage will be straightened and the private land would be in a single chunk.
  • Chandigarh, Nov 15- Haryana government has decided to grant additional time of 12 months to mineral concession holders over and above the time of one year already allowed for making payment of 15 per cent of the highest bid towards balance amount of security and also for commencement of liabilities for payment of monthly deed rent or contract money.
  • A decision to this effect was taken in a meeting of the State Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today.
  • The Cabinet gave approval to amend the Haryana Minor Mineral Concession Stocking, Transportation of Minerals and Prevention of Illegal Mining Rules, 2012 for this purpose.
  • As per the amendment, the extension of further six months will be given on payment of non-refundable fee at the rate of one per cent per month of the annual bid for each month of requested extension period. The extension for a second period of upto six months will be given on payment of a non-refundable fee at the rate of two per cent per month of the annual bid for each month of requested extension period.
  •  In case of default, the Letter of Intent (LoI) will be revoked and the ten per cent amount deposited by him towards initial bid security will be forfeited alongwith debarring such LoI holder from participation in any subsequent bids or auctions for a period of five years. The recovery of 15 per cent balance security for such default will be omitted. Thus in case of these defaults, the initial bid security equal to ten per cent of the successful bid will be forfeited and the mine will again be immediately put to auction after such order of revocation by the department. 
  • In case where mineral concession holder may get environmental clearance within the allowed time (which can be maximum of upto 12 months), they cannot commence mining for want of Consent to Operate (CTO) from the Haryana State Pollution Control Board (HSPCB), it has been decided that the auction may be conducted subject to the condition that the period of contract or lease will commence with effect from the date of grant of environmental clearance by the competent authority and the CTO by HSPCB whichever of these is later or on expiry of the period of 12 months from the date of issuance of LoI whichever is earlier.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the shifting of villages Jatawala and Darpur from Sub Tehsil Khizrabad to Tehsil Chhachhrauli in district Yamunanagar as demanded by the villagers on the basis of geographical contiguity with the Tehsil and Sub Division headquarters at Bilaspur.
  • The Cabinet also approved the shifting of villages Ahrod (Dhani Shobha), Kolana, Nangal Jamalpur, Basduda and Uncha (Dhani Jarawat) from Sub Tehsil Dahina to Sub Tehsil Manethi in district Rewari on the demand of the villagers on the basis of geographical contiguity with the Tehsil and Sub Division headquarters at Rewari.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the transfer of 10 acres land for the construction of third Sainik Shiksha Kendra at village Bataur, Tehsil Barwala, district Panchkula free of cost.
  • The land vests with the Revenue Department and will be transferred to the Central Government (Headquarter, Western Command, Army) for the purpose of Sainik Shiksha Kendra.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the setting up of Apple, Fruit and Vegetable Market on HMT Land at Pinjore, Panchkula in 78.33 acres.
  • This market will have state-of-the-art facility like sorting, grading, packaging, controlled atmosphere, cold-stores, logistic and allied services.
  • This market will be able to tap the transition and distribution potential of the apple trade at the gateway of Himachal that is Pinjore and create an ultramodern facility for the growers, traders and buyers enabling them to prefer this destination for sale and distribution.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved amendments in the Punjab New Capital (Periphery) Control Act 1952 (Act No. 1 of 1953).
  • The Haryana Government has notified a policy on November 10, 2017 for grant of land use permissions for projects which have a cap on the permissible net planned area or number of provisions for any specific use in any sector. The amendment in Act no 1 of 1953 was needed as such land use permissions for these projects  are to be allowed through process of auction. The ongoing online receipt and approval mechanism of CLU application also required the amendment.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved transfer of eight kanal one acre of land to Lala Lajpat Rai University of Veterinary and Animal Sciences, Hisar to establish Murrah Research and Skill Development Centre at Khanda Kheri on collector rate.
  • On the establishment of this Centre, a research will be possible to develop the breed of Murrah Buffaloes and the activities of Skill Development will be enhanced and the opportunities of employment for youth of the area would be increased. This centre would also be useful for the livestock breeders
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the ‘Affordable Housing Policy (PMAY)  2018’ for area falling within Municipal Limits (outside core limits) to achieve the motive of Housing for all and to maximise the benefit to the intended beneficiaries  identified in the PMAY.
  • The policy will encourage the planning and completion of Group Housing Projects wherein apartments of pre defined size are made available at pre defined rates within a target time frame to ensure increased supply of affordable housing in the residential sectors falling in municipal limits predominantly to the Pradhan Mantri Awas Yojna (PMAY) beneficiaries as identified by Department of Urban Local Bodies.
  • All these projects will be required to be necessarily completed within two years from the approval of the building plans or grant of environmental clearance, whichever is later. Maximum allotment rate in Gurugram and Faridabad will be Rs 3500 per square feet, in Panchkula and Pinjore and Kalka will be Rs 3000 per square feet, in Karnal, Ambala, Hisar, Yamunanagar, Rohtak, Kurukshetra, Bahadurgarh, Bawal, Rewari, Palwal, Hodal, Dharuhera and Ganaur, Rs 2500 square feet and in rest of the development plans, it will be Rs 2100 per square feet.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved amendment in Haryana Development and Regulation of Urban Areas Act, 2016.
  • As per the Amendment, fixation of time limit for construction of Community Sites granted licences before April 2, 2012 has been enabled to give further extension for construction of such community sites and provision for recovery of extension fee to allow extension in time limit for their construction have been made.
  • Extension of validity of renewal of Licence from existing two year period to five year period has been made as real estate projects being long gestation period projects normally take more than ten years period for completion. Further with the constitution of RERA specifically for the purpose of monitoring of such real estate projects and to resolve the disputes arising between allottees and the colonisers, the stringent monitoring provisions in terms of frequent renewals of licence has been relaxed.
  • Provision has been made to ensure the completion of projects with the transfer of such colonies to any third party like HSVP, HSIIDC  for undertaking developmental works on the cancellation of license. Similarly, for the recovery of dues, stringent provisions have been made in tune with the GMDA Act.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved  amendment in Deen Dayal Jan Awas Yojna  (DDJAY)- Affordable Plotted Housing Policy, 2016.
  • As per the Amendment, the External development Charges are rationalised between the various potential towns and also to make the policy sustainable. In High-I Potential zone of Faridabad Ballabhgarh Urban Complex and Sohana, the revised rate structure will now be 75 per cent of the applicable rates of Residential Plotted Colonies and payment term will be 25 per cent upfront and balance in six half yearly instalments with interest.
  • In High-II Potential zone of Panchkula, Sonipat Kundli  Urban Complex and Panipat, the revised rate structure will now be 75 per cent of the applicable rates of Residential Plotted Colonies and payment term will be 25 per cent upfront and balance in six half yearly instalments with interest. In medium Potential Zone, the revised rate structure will now be 50 per cent of the applicable rates of Residential Plotted Colonies and payment term will be 25 per cent upfront and balance in three half yearly instalments with interest.
  • In low Potential Zone district headquarters, the revised rate structure will now be 25 per cent of the applicable rates of Residential Plotted Colonies and payment term will be upfront. In low Potential Zone other than district headquarters, the revised rate structure will now be 25 per cent of the applicable rates of Residential Plotted Colonies and payment term will be upfront
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today amendments in New Integrated Licensing Policy 2016 to revise  the FAR and density norms and minor changes in size of community sites to add more flexibility in the policy.
  • The standardisation of FAR at its upper limit and raise in density norms as increase in population density results in smaller dwelling units and thus improves affordability. However, increased density also results in higher population for which upgradation in the services network and corresponding increase in EDC is required.
  • As per the amendment, population density in New Integrated Licensing Policy colonies is  increased to 300 persons per acre. The permissible FAR, irrespective of the size of the colony revised to 1.25 with a provision of availing Purchasable development rights (PDR) limited to the maximum of 0.25 FAR of the entire project. Such FAR will continue to be permitted on 88 per cent of the licensed area after excluding the 12 per cent area reserved for EWS/Affordable housing.The Fees and charges for NILP colonies like Licence fees, conversion fees, external development charges will be recovered in proportion to the increased FAR. For augmentation of town level infrastructure to commensurate with the increase in population, necessary amendments as required will be carried out. The Coloniser will be allowed to provide two pieces of land for community sites of atleast 1.25 acres each in colony upto 40 acres. For colonies above 40 acres, the land of community sites will be at least 2 acre each.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved exchange of shamilat land measuring 46 Kanal 16 marla of Gram Panchayat Faizabad (Pahsour), block and district Jhajjar with the land measuring 46 kanals 16 marla of the Model  Economic Township Limited as the land of Model  Economic Township is suitable for the construction of Sports Stadium and the Panchayat land is far away from village abadi.
  • The Cabinet also approved the of shamilat land measuring 840 square yard of Gram Panchayat Jhattipur, block and district Panipat with the land measuring 4 Kanal of Kapoor Industries Ltd as the proposed Panchayat land is in the shape of water channel, which is terminating in the land of Kapoor Industries and has thus become redundant
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved for providing State Government Guarantee of Rs 625.93 crore for sanction of Cash Credit (CC) limit of Rs 250 crore by Canara Bank, Rs 200 crore by CBI bank and enhancement of CC limit from Rs 200 crore to Rs 250 crore, thereafter Rs 250 crore to Rs 370 crore by Andhra Bank and Rs 5.93 crore by NCRPB, New Delhi to UHBVN.
  • The  Nigam manages its day to day operations by using CC limits sanctioned by various banks.  The Canara Bank, Central Bank of India and Andhra Bank have agreed to reduce annual rate of interest  against State Government Guarantee from 9.65 per cent  to 8.30 per cent, 9.65 per cent to 8.10 per cent and 9.65 per cent to 8.35 per cent respectively.
  •  After reducing the rate of interest, the Nigam will save Rs 8.14 crore per annum from the reduced rate of interest.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the amendment in Haryana Motor Vehicles Rules, 1993 so as to delegate the powers of issuing Learners’ driving Licence and test of Competence for permanent Driving Licence.
  • As per the amendment, the powers will be delegated to the Registrar of all Universities, Directors of Medical Colleges, Principals of Government Colleges, Government Aided Colleges, Government College of Education, Government Polytechnics, Government ITIs, Government Nursing Colleges, Government Pharmacy Colleges, Government Ayurvedic/Homopathic/Unani Colleges and Directors of University Institute of Engineering and Technology.
  • This will facilitate the students in obtaining learners Driving licence without any hassle from their education institute. It will further facilitate students to take test for Driving Licence required for permanent driving licence in their respective institutions only.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the Haryana Land Records Modernisation Programme to be implemented jointly by Haryana Government and Survey of India (SOI) at an estimated cost of Rs 150 crore. The time frame for the completion of the project with UAV/Drone images is 15 months.
  • The major components of the land  modernisation programme will be  Records of Properties in Rural and Urban areas, survey and updating of survey and settlement records including ground control network and generation of Cadastral revenue maps which will be linked with Records of Right using hybrid methods involving professional survey Grade Unmanned Aerial Vehicle/drone for large scale mapping and Field measurement for the entire state, covering all rural, urban and village lal dora areas.
  • The SOI will establish CORS (Continuous Operating Reference Stations) Network Stations, which will be first time use of cutting edge global positioning technology in the country and it will help the Revenue Authorities to conduct paimaish with very high degree of accuracy.
  • The Revenue department will be the nodal department for coordinating with all other departments. The SOI will establish a lab in Chandigarh and will constitute a dedicated team for the execution of Haryana State project.
  • Chandigarh, Nov 15- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today issued an Ordinance to change the name of State University of Performing and Visual Arts, Rohtak to Pandit Lakhmi Chand State University of Performing and Visual Arts, Rohtak.
  • The State University of Performing and Visual Arts, Rohtak was established by integrating four institutes namely State Institute of Fine Arts, State Institute of Design, State Institute of Film and Television and State Institute of Urban Planning and Architecture into a leading university to facilitate and promote studies and research in emerging areas of Higher Education with focus on new frontiers of design, fine arts, film and television, urban planning and architecture. Now, the government has decided to change the name of the University in the name of Pandit Lakhmi Chand, a renowned poet of Haryana, who was honoured posthumously as Surya Kavi by the State Government and has decided to rename it as Pandit Lakhmi Chand State University of Performing and Visual Arts.
