  • Chandigarh, Nov 22 – Haryana Minister of State for Welfare of Scheduled Castes and Backward Classes, Mr. Krishan Kumar said that during last four years, the present State Government has undertaken significant works for the social, economic and educational uplift of people belonging to Scheduled Castes and Backward Classes which was never undertaken by the previous governments. The present State Government has done beyond it had promised in its election manifesto.
  • The Minister was addressing a press conference regarding the achievements of the Department during last four years, here today. Principal Secretary, Welfare of Scheduled Castes and Backward Classes Department, Mrs. Neerja Sekhar and other senior officers of the Department were also present.
  • He said that the Chief Minister, Mr. Manohar Lal had taken the decision to celebrate the birth anniversaries of great personalities such as Maharshi Valmiki, Kabir Das and Dr. B.R. Ambedkar, at government level. This way the government has given real tributes to these personalities.
  • He said that as per the Census 2011, out of the total 253.51 lakh population of Haryana, 51.14 lakh people were belonging to Scheduled Castes which is 20.17 per cent of the total population of the state. The population of Scheduled Castes is 22.53 per cent in rural areas and 15.76 per cent in urban areas. Out of total 6,841 villages in the state, the Scheduled Castes population in 843 villages is 40 per cent or more.
  • The Minister said that the out of the total 75.55 per cent literacy rate of the state, the literacy rate of males is 84.06 per cent and females is 65.93 per cent whereas in case of total 66.85 per cent literacy rate of Scheduled Castes, the literacy rate of males is 75.93 per cent and of females is 56.65 per cent.
  • Mr. Krishan Kumar said that seven-member Haryana Safai Karamchari Aayog has been constituted. The Chief Minister has already given approval for providing lump sum financial assistance to children of Scheduled Castes families to encourage them for higher education. This included Rs 8,000 for matric, Rs 10,000 for ten plus two and 12,000 for graduation.
  • He said that the amount of incentive being given under ‘Mukhya Mantri Samajik Samrasta Antarjatiya Vivah Shagun Yojana’ has been increased from Rs 1.01 lakh to Rs 2.50 lakh. This incentive has been provided to 249 couples in 2014-15, 359 couples in 2015-16, 465 couples in 2016-17, 684 couples in 2017-18 and 638 couples in 2018-19
  • Chandigarh, Nov 22 – A spokesman of Haryana Government has informed that there will be power shutdown from November 23 to 25, 2018 for augmentation and upgradation work in main 11 KV substation in Punjab and Haryana Civil Secretariat, Sector 1, Chandigarh (for Haryana Civil Secretariat). The upgradation of 11 KV substation is very much awaited due to increase in heavy load of electricity.
  • A written communication in this regard has been sent from Chief Secretary’s office to all the Special Senior Secretaries, Senior Secretaries, Secretaries or Private Secretary to Chief Minister, Ministers, Ministers of State, Principal Secretary to Chief Minister, Additional Principal Secretary to Chief Minister, OSD to Chief Minister and all Administrative Secretaries, Secretaries and Special Secretaries, Joint Secretaries, Deputy Secretaries, Under Secretaries, Superintendents, Deputy Superintendents and all Branch Incharges.
  • Chandigarh, Nov 22 : In the elections of 5 Municipal Corporations  and 2 Municipal Committees to be held in Haryana, the dates of which was declared today, NOTA (None of the above) option will be significantly used, so that voters, who come to the polling stations and decide not to vote for any candidate in fray, may be able to exercise their right of not to vote while maintaining their right of secrecy.
  • While giving details during a press conference here today, State Election Commissioner, Dr Dilip Singh said that NOTA would  be treated as a "Fictional Electoral Candidate' while declaring the election results. He informed that the general elections of seats of Mayor and Members of all  wards of 5 Municipal Corporations including Hisar, Rohtak, Yamuna Nagar, Panipat and Karnal and of 2 Municipal committees including  Jakhal Mandi (Fatehabad) and  Pundri (Kaithal) would be held on December 16.
  • He said that during election, if all the contesting candidates individually receive lesser votes than the `Fictional Electoral Candidate' i.e. NOTA, then none of the contesting candidate will be declared as elected and fresh election shall be held for that post. Fresh election will start from nomination stage itself.
  •  While on receiving equal valid votes by the contesting candidate and the `Fictional Electoral Candidate(NOTA), then contesting candidate (not NOTA) shall be declared as elected.
  • He further said that no candidate shall be eligible to file his nomination if he was contesting candidate in first election in which his votes were less than fictional Electoral Candidate' i.e. NOTA. In re-election, NOTA again get highest votes, then no further election shall be held and contesting candidate with highest votes (excluding NOTA) shall be declared as elected, he added.
  • Dr Singh appealed to the voters to participate in the elections to elect the members of municipalities for strengthening the democracy at grass root level.
  • Chandigarh, Nov 22 – As a part of ongoing awareness drive of Haryana Police to popularise ‘Durga Shakti App’, a team of police officials visited at Government Girls Senior Secondary School, Panniwala Mota in district Sirsa and made aware the girl students and female staff of the school about the functioning of the ‘Durga Shakti App’.
  • Speaking on this occasion, Incharge Women Police Station, Sirsa, Mrs Sunita described the mobile app as an easiest safety tool for girls and women. She also urged all girls to download the app in their android and iPhone as it was useful in ensuring their safety and security.
  • She also apprised the girls and other female staff members about how to download the app in their smartphones. She also satisfactorily replied to the queries raised by girls with regard to the app and women safety.  The app can be downloaded for free on smartphones and will help women in distress to alert the police instantly.

  • Chandigarh November 22: With a view to ensure more transparency in the allotment of petrol pump sites and Compressed Natural Gas (CNG) and Piped Natural Gas (PNG) stations site in the State, the Haryana Government has decided to make allotment of these sites through e-tendering. Only the Oil Marketing Companies and CNG and PNG Distribution Company authorized for the city would be eligible to participate in the e-tendering.
  • This was informed in the 116th meeting of Haryana Shehri Vikas Pradhikaran (HSVP) held under the Chairmanship of Chief Minister, Mr Manohar Lal here today. The Authority also approved the budget estimates of over Rs 15,334 crore of HSVP for the year 2018-19.
  • It was informed that these sites would be designated as “filling cum charging station” and could be used by the allottee for CNG, petrol or diesel pump or allied activities like battery charging station for future vehicles etc. The allottees could use the site for any or all of these purposes.
  • It was also informed that HSVP has extended the policy upto March 31, 2019 for granting relief to those allottees of mandi townships as well as urban estate of HSVP who had completed construction but had not applied on prescribed form for obtaining valid occupation certificate. Such allottees could make an application for the issuance of occupation certificate alongwith sufficient documentary proof in support of the time of construction of the building.
  • It was informed that the construction of first floor on single storey booths and service booth has been allowed in HSVP markets. The first floor on single storey shops would be used for storage purposes only and the scheme would be applicable to all the allotted single storey shops governed by architectural controls having size 2.75mx8.25m and above.
  • It was informed that the incidental open space in various urban estates of the State would be considered for allotment to the corner allottees on 50 per cent of the current reserve price of the respective sector, as per their request. The Chief Administrator, HSVP would be the competent authority to allot the incidental open spaces and such open spaces would be used only for open purposes like lawn, kitchen and garden. Besides, the allottee could only be permitted to construct boundary wall of not more than 4 feet height with a gate for entry to it.
  •  Principal Secretary to Chief Minister, Mr Rajesh Khullar, Additional Principal Secretary Mr V. Umashankar, Additional Chief Secretary Power Mr P.K Das, Additional Chief Secretary Finance Mr TVSN Prasad, Principal Secretary Town and Country Planning Mr A.K Singh, Chief Administrator HSVP Mr J.   • Chandigarh, Nov 22 – As the Government of India has decided to celebrate “Constitution Day” every year on November 26, accordingly, the Constitution Day will be celebrated in a befitting manner on November 26 in Haryana, by organising various activities.
  • While giving this information today, an official spokesman said that on November 26, 1949, the people of India adopted, enacted and gave to themselves the Constitution of India in the Constituent Assembly.
  • He said that various activities which would be organised on the day included reading out the Preamble to Constitution (as it exists today) in all educational institutions and government offices, mock parliament would be organised in schools, colleges, Law colleges and universities (at least one per district) and essay writing, debate competitions and lectures would be organised in schools, colleges and universities.
  • In order to create awareness among people about the Constitution of India, the departments and districts would identify more activities to celebrate Constitution Day, this year, he added.
  • Chandigarh, Nov 22 – Following the arrest of prime accused Deepak, who was involved in duping a person of Rs1.82 crore on the pretext of making him as distributor of a mobile phone company, Haryana Police arrested Vishal Devgan, a resident of Rohini, Delhi for also being involved in this case.
  • While stating this here today, a spokesman of Police Department said that during interrogation, police came to know the involvement of Vishal and arrested him. Police has also recovered Rs16.90 lakh cash from his possession. He has been taken on police remand by producing in the court. Others involved in this case would be nabbed soon.
  • Earlier following a complaint, Police had arrested Deepak, a resident of Pitampura, Delhi for allegedly duping Jitender of Rs1.82 crore on the pretext of appointing him as the distributor of Josh Brand Mobile Phone Company for Haryana and Punjab. Deepak has been involved in 8 similar incidents of fraud. He had also committed a fraud of Rs100 crore in Punjab National Bank, Delhi.
  • Chandigarh, Nov 22 : Haryana State Election Commission has become more strict towards the candidates contesting the elections of Municipal Institutions in case they fail to maintain account of election expenditure and submit the same within prescribed time limit. The commission has disqualified 531 such defaulting candidates of Municipal Corporations of Hisar, Rohtak, Yamuna Nagar, Panipat and Karnal to contest the elections this time. 
  • While giving details during a press conference here today, State Election Commissioner, Dr Dilip Singh said that the expenditure limit for contesting the election of Mayor has been fixed up to Rs. 20 lakh whereas it is Rs. 5 lakh for the member of Municipal Corporation and Rs 2 lakh for the member of Municipal committee respectively. All the contesting candidates are required to maintain account of election expenditure and submit the same within 30 days from the date of declaration of election result to the Deputy Commissioner or an officer authorized by the State Election Commission, failing which the defaulting candidate would be liable to be disqualified for a period of five years from the date of issue of such order. Earlier it was three years.
  • He said that 531 such defaulting candidates have been disqualified by the commission who failed to file their election expenditure statement during the last election held in the year 2013. It includes 113 of Municipal Corporations, Hisar,   128 of Municipal Corporations Karnal, 95  of Municipal Corporations Panipat, 100 of Municipal Corporations of Rohtak and 95 of Municipal Corporations Yamuna Nagar respectively.
  • Chandigarh, Nov 22 – Haryana Minister of State for Public Health Engineering, Dr. Banwari Lal said that water would be made available in all eligible dhanis across the state by December 31, 2018. Apart from this, he directed the officers of the Department that no sewermen would go for cleaning the sewers and these would be cleaned with the help of machines.
  • The Minister was presiding over  the meeting with Superintending Engineers of the Department, at Panchkula near here today.
  • He said that the officers should work towards fulfilling the announcement made by Chief Minister, Mr. Manohar Lal of providing water to all dhanis. It was informed in the meeting that the reach of water has already been ensured in 608 dhanis out of total 740 dhanis. It was also informed that about 79,000 water taps have so far been installed from June 4,2018 to October 29, 2018 under 'Tooti Lagao, Jal Bachao' campaign. A survey is being conducted to identify households to which water connections have been issued under 'Indira Gandhi Peyjal Aapurti Karyakram'.
  • It was also informed that if contractor would send a sewerman for cleaning sewers then it would be responsibility of the officer concerned. Therefore, officers should ensure that no sewerman would go to clean sewer. Apart from this, the officers should also ensure that all Sewage Treatment Plants (STPs) should be in working condition and online analyzers should be installed on all STPs so that quality could be assessed at outlet. The tubewells, which are not receiving water, should be covered and the old structures should be demolished.
  • Dr. Banwari Lal directed the officers to fasten pace of work on Chief Minister’s announcements and no negligence should be exercised in it. Reviewing the Mahagram Yojana, the Minister said that immediate work should be done on this scheme. It was informed that work would be done on Mahagram Yojana rapidly in villages namely Siwan, Keorak, Sadhaura, Mustafabad, Kachhwa and Sotai, and all out efforts would be made for completing all the works before March 31, 2019.
  • Regarding availability of drinking water in schools, the Minister was informed that drinking water availability would be ensured in all identified schools by March 31, 2019 and drinking water pipelines would be laid on priority basis in all schools and anganwadi centres. If any case needs approval then it would also be dealt with on priority basis.
  • It was informed in the meeting that last year, 35 per cent of the department’s budget was utilized by October 31 whereas this year 44 per cent of the budget has so far been utilized and it is expected that 95 per cent of the budget would be utilized this year.
  • Chandigarh, Nov 22 : Haryana State Election Commission has announced schedule for general elections in 5 Municipal Corporations and 2 Municipal committees. Polling in these Municipal Institutions would be held on December 16, 2018. First time in Haryana, eligible electors of the Corporations would elect their Mayor direct through casting the votes whereas earlier Mayor was got elected by the elected members of the Corporation among themselves. NOTA (none of the Above) option would have significant role in these elections. Elections would be conducted with the use of EVMs.
  • While Stating this during a press conference here today, State Election Commissioner, Dr Dilip Singh said that general elections of seats of Mayor and Members of all  wards of 5 Municipal Corporations including Hisar, Rohtak, Yamuna Nagar, Panipat and Karnal and of 2 Municipal committees including  Jakhal Mandi (Fatehabad) and  Pundri (Kaithal) would be held on December 16. The Model code of conduct in respect of these municipal elections has come into force from today (i.e. November 22, 2018).
  • Dr Singh said notice would be published by the Returning Officer for inviting nominations on November 24, 2018 and nomination papers would be presented between December 1 and December 6 from 11 am to 3 pm except December 2 and the list of nomination papers would be scrutinized on December 7 from 11.30 am onwards. . The last date for withdrawal of candidature would be December 8 and symbols would be allotted to the contesting candidates on the same day after 3 pm. The  list of contesting candidates and list of polling stations would be posted on December 8.
  • Dr Singh said that polling in these areas would be held on December 16, 2018(Sunday) between 7:30 am to 4:30 pm. Re-poll if any would be held on December 18.Votes would be counted on December 19 at the place specified by the concerned Deputy Commissioner from 8 am onwards. The election result would be declared on the same day immediately after the completion of counting. No Officer or Official connected with the election work would be transferred till the completion of election process, he added.
  • He said that as many as 1401157 voters including 746126 males, 655021 females and 10 transgender would exercise their franchise in the general elections of these 7 municipal institutions. As many as  1292 polling booths have been set up for 136 wards. Out of these, 14 wards are reserved for Scheduled Caste, 12  are reserved for Scheduled Caste women , 14 for Backward Class and 37 wards are reserved for women.
  • He said that elaborate arrangements for the conduct of elections in free, fair, transparent and peaceful manner and to maintain law and order would be made. Adequate police force would be deployed to maintain the law and order at the polling stations and the sensitive and hyper sensitive areas for conducting the elections.
  • He said that the seat of Mayor in Municipal Corporation Karnal and of Presidents in Municipal Committee Jakhal Mandi and Pundri have been reserved for women whereas of Mayor in Municipal Corporation Panipat is reserved for Backward Class women. Whereas seat of Mayor in Municipal Corporation Hisar, Rohtak and Yamuna Nagar are unreserved, he added.
