  • Chandigarh November 28:   Haryana Chief Minister, Mr Manohar Lal has urged the Union Railways Minister, Mr Piyush Goyal for replicating the innovative elevated  railway track of Rohtak  on Narwana-Kurukshetra Railway Line in Kaithal also instead of construction of three Railway Over Bridge (ROB) or Railway Under Bridge (RUB). The State Government and Railways  have  earned significant goodwill due to the construction of  Elevated Rail Track in Rohtak, the first of its kind in the  country,  and more requests for replication of this projects elsewhere in the state have been received by the state government.
  • In a letter addressed to the Union Railways Minister, Mr Manohar Lal said that three important roads namely Kaithal-Karnal State Highway No-8, Cirucular road Kaithal around Kaithal town and Thanesar-Dhand-Kaithal road cross the Narwana-Kurukshetra Railway line in Kaithal town at railway RD 38/4/5 (LC 33), RD 39/4/5 (LC 34B) and RD 40/1/2 (LC 34A) respectively. All these level crossings qualify for the construction of ROBs/RUBs.The Chief Minister assured the Union Minister that  Haryana Government will bear 50 per cent of the cost.
  • He said that as these level crossings are located in built up areas with substantial traffic movement due to major government offices, private establishments and the bus stand being in the close vicinity, construction of these ROBs in these locations would not be feasible due to difficulties of land acquisition. Therefore, elevating the railway track instead of construction of three ROBs/RUBs would make a lot of economic sense, he added.
  • Chandigarh, Nov 28 – With a view to promote renewable energy in the state, consumers in Haryana would now be provided with a Solar Home System under the ‘Manohar Jyoti Yojana’. The New and Renewable Energy Department has invited tenders for this which are being evaluated and the work is in final phase. The State Government would provide subsidy of Rs 15,000 to consumers for installing this system.
  • While stating this here today, a spokesman of the New and Renewable Energy Department said that the Solar Home System would be equipped with lithium battery which does not require maintenance and has long life. This Solar Home System would be able to run a ceiling fan and three LED lights. Apart from this, this system would have a mobile charging port.
  • He said that the System is being made available on subsidy to consumers of the state so that they may not face any inconvenience related to power and lights in their houses. It is the priority of the State Government that uninterrupted power supply is ensured in each and every household of the state.
  • Chandigarh November 28: While directing the Departments to complete the Chief Minister’s announcement made during the year 2018 pertaining to various developments works at the earliest, Haryana Chief Minister, Mr Manohar Lal has asked the Department Secretaries to personally review the progress of the works once in every week.
  • The Ministers have also been asked to hold similar review meetings to see the progress of works related to their departments and if required, he himself would review the Chief Ministers’ announcements of major departments, he added.
  • Mr Manohar  Lal was presiding over the review meeting of major departments here today. Finance Minister, Capt. Abhimanyu was also present in the meeting.
  • He said that in those cases where the progress on the Chief Ministers’ announcements is slow due to non-availability of land, the department concerned should put up their request on E-bhoomi portal, an online portal for the sale and purchase of land. He said that he would soon hold a meeting of Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) to further streamline this portal so that land for the development projects could be made available at the earliest. He asked the departments to prepare a list of the development works which have been stalled due to non-availability of the required land.
  • Earlier, he also reviewed the receipts and expenditure of major departments. He said that budget is pivot of all activities and asked the departments to make optimum utilization of funds. The departments which he reviewed included Irrigation and Water Resources, Public Health and Engineering, Urban Local Bodies, Health, Education, Women and Child, Medical Education and Research, Skill Development and Industrial Training, Technical Education, New and Renewable Energy, Industries and Commerce and Animal Husbandry.
  • It was informed that this year Finance Department would present the Revised Estimates (RE) for 2018-19 in the month of December 2018 instead of March 2019 to enable the departments to utilize the allocated funds in a more effective manner during the current fiscal itself. Keeping this in view all the departments have been asked to furnish the requisite information regarding RE 2018-19 within one week.  As per the earlier practice, RE of the budget are finalized every year during the month of February or March.
  • It was informed that to keep a check on the parking of funds in different banks accounts, data of unspent amount of different departments   is being collected with the help of about 1000 Drawing and Disbursing Officers (DDOs). During the budget address for the Financial Year 2018-19, it was mentioned that all the government departments would have to keep a single bank account to avoid parking of funds. It was also informed that a dashboard of banks is also being prepared which would provide information about the name of bank branch and number of bank accounts being operated by the departments. There are 4,827 bank branches in the State.

  • Chandigarh, Nov 28 – Haryana Government has decided to organise State Level Function on the occasion of International Day of Persons with Disabilities at Kurukshetra on December 3, 2018. On this occasion, the Social Justice and Empowerment Department would confer State Level Awards to different categories.
  • This was disclosed by Minister of State for Social Justice and Empowerment, Mr. Krishan Kumar while presiding over meeting of ‘Rajya Stariya Puraskar Chayan Samiti’, here today.
  • Discussion was held in the meeting on award schemes namely State Awards for Outstanding Services in the Field of Prevention of Alcoholism and Substance Abuse, State Awards for Outstanding Employers or Placement Officers of the handicapped, the Most Efficient Handicapped Employees or Self Employed Handicapped Persons and Senior Citizen State Awards Scheme.
  • It was informed that the first, second and third prizes of Rs 50,000, Rs 30,000 and Rs 20,000 respectively each would be given under categories namely Best Drug De-Addiction Centre, Best School, Best College, Best Curative Campaign, Best Awareness Campaign, Outstanding Individual Achievement by a Professional and Outstanding Individual Achievement by a Non-professional. Similarly, the Best Employee in Government Sector or PSUs of the State Government and Best Employee in Private Sector each would be given first prize of Rs 20,000, a shield and scroll, and second prize of Rs 15,000, a shield and scroll. Apart from this, one Self Employed Person would be given Rs 25,000 plus a shield and scroll.
  • Under the Employer Award, the Best Employer in Government Departments or PSUs and Barrier-free Environment (Government/PSUs or Private Institutions including industry and trade) each would be given one prize of Rs 50,000, a shield and scroll. Apart from this, the Best Institution would be given one prize of Rs 25,000, a shield and scroll.  
  • It was informed that under Creative Category, one best male and one female disabled creative person adult each would be given Rs 20,000 and scroll. Similarly, best creative one boy and one girl below 18 years of age each would be given Rs 15,000, a medal and scroll.
  • It was also informed that under Senior Citizen State Awards Scheme, the Centenarian Award, Best Mother Award, Best Sculpture Award and Best NGO Award each would carry cash prize of Rs 50,000. Under the Lifetime Achievement Award and Senior Practicing Sports Person Award, first prize of Rs 50,000, second prize of Rs 30,000 and third prize of Rs 20,000 would be given. Similarly, Senior Day Care Centre Award would also be given.
  • Principal Secretary, Social Justice and Empowerment Department, Mrs. Neerja Sekhar informed that Minister of State for Social Justice and Empowerment, Mr. Krishan Kumar would be the chief guest in the State Level Function to be organised on December 3, 2018.

  • While giving this information, the Education Minister, Mr Ram Bilas Sharma said that Jitender Kumar Bhardwaj, Assistant Professor, Department of Political Science, Government College , Bahu, Jhajjar has been appointed as Registrar of Chaudhary Bansi Lal University, Bhiwani and Gulshan Lal Taneja, Professor, Department of Mathematics, Maharshi Dayanand University, Rohtak has been appointed as Registrar of Maharshi Dayanand University, Rohtak with immediate effect.
  • Chandigarh, Nov 28 – An 11-year-old mentally-challenged boy, who went missing from Patiala, was reunited with his parents by a team of Anti Human Trafficking Unit (AHTU) of Haryana Police Crime Branch. The team also traced a missing six-year-old boy who went missing from Ludhiana.
  • While stating this here today, a spokesman of Police Department said that AHTU team comprising Assistant Sub Inspector, Rajesh Kumar, Head Constable Karam Chand and Constable Bhupender Singh had got information about a mentally-challenged boy, found at Ambala Railway Station. After getting clue about his address, a detailed investigation was made with the assistance of Patiala police. The missing boy was handed over to the parents after completing the required formalities. The family thanked the Police team for their help.
  • In another case, AHTU team got information about a six-year-old child who was walking alone at Railway Station Ambala. The team immediately swung into action and found that the name of the child is Suraj who had gone missing almost 20 days ago from Ludhiana. It also came to know that child has no parents. After adopting required procedure through Child Welfare Committee, the boy was sent to Bal Ashram Ludhiana.
  • Meanwhile, Director General of Police, Crime, Mr P.K. Agrawal all praised the efforts being made by AHTU team in reuniting the missing children with their family members.
  • Chandigarh, Nov 28:  Project Director, Chief Minister's Good Governance Associates (CMGGA) Programme, Dr Rakesh Gupta reviewed the progress of various schemes of the State Government through video conferencing.
  • While reviewing the progress, Dr Rakesh Gupta said that the State Government has set target to make the roads of Haryana ‘potholes free’ through Harpath app. As many as 47,000 people in the State have downloaded this app so far and 60,000 complaints have been received through this app. Out of these, 81 per cent complaints have been resolved and 13 per cent have been rejected on being found irrelevant. He directed the roads’ concerned departments of all the districts to immediately resolve the complaints of Harpath app so as to provide perfect roads facility for the people. He also directed the officers to take prompt action for public complaints received through CM window.  
  • Dr Rakesh Gupta while reviewing the implementation of Pre-Natal Diagnostic Techniques (PNDT) Act and Medical Termination of Pregnancy (MTP) Act (for prohibition of pre natal sex selection), has directed the concerned officers including Deputy commissioners, officers of Police department and Health department to take stringent action in such cases. He said that trial of cases registered pertaining to these acts should also be done effectively in the courts so that the accused should not find an opportunity to escape.
  • He also gave directions to the concerned officers regarding cities to  be made free from stray animals. He also reviewed the progress of various schemes including Haryana vision zero, stray cattle management, Antodaya Saral, Saksham Haryana, Swachh Sarvekshan and gave necessary directions for their effective implementation.

  • Dr Kiran Singh, Sub Divisional Officer (Civil), Narwana has been given the additional charge of Member Secretary, Haryana Vimukt Ghumantu Jati Vikas Board.
  • Chandigarh, Nov 28 – Following the complaint regarding theft of liquor by Sub Inspector Balraj Singh and Naresh Kumar at Murthal, the Haryana Chief Minister, Mr. Manohar Lal has ordered suspension of both officers. Taking cognizance of the complaints received on CM Window, orders have been issued to suspend one officer, to chargesheet one officer and to get registered FIRs in separate cases.
  • This was informed by Project Director, Chief Minister’s Good Governance Associates Programme, Dr. Rakesh Gupta and OSD to Chief Minister, Mr. Bhupeshwar Dayal while presiding over meeting of CM Window with Nodal Officers, here today.
  • Taking action on the complaint received regarding corruption in Haryana Shehri Vikas Pradhikaran, Dr. Gupta directed to suspend Rakesh Kumar, Accountant posted at Rewari. A complaint was received under Town and Country Planning Department that SRS Real Estate Private Limited had received certificate on the basis of fake documents and the same has been proved in departmental inquiry. Following this, Dr. Gupta directed to get registered FIR against SRS Real Estate Private Limited.
  • Regarding a complaint of Agriculture Department on CM Window, directions were issued to take action against DHO for irregularities in grant-in-aid being given for beekeeping and get registered criminal case against the supplier. Taking action on a complaint of Revenue Department, it was directed to chargesheet the erring tehsildar by conducting disciplinary action against him.
  • On a complaint pertaining to Urban Local Bodies Department, directions were issued to get registered FIR against former MC Chairman. Similarly, taking action on a complaint related to Town and Country Planning Department, directions were issued to take the maintenance work of Rosewood City in Sector 48 of Gurugram from the builder concerned through the Deputy Commissioner and handover it to Resident Welfare Association. Apart from this, directions were also issued to take action against two schools which were functioning without any affiliation in Fatehabad.
  • Chandigarh, Nov 28 – In view of the General Elections of the seats of Mayor and Members of all the wards of municipalities, where election is scheduled to be held on December 16, 2018, the Haryana State Election Commission has decided that steps should be taken for effective enforcement of certain measures in the sensitive areas of these municipalities so as to maintain law and order to ensure free and fair elections.
  • While stating this here today, State Election Commissioner, Dr. Dalip Singh said that in this connection, specific measures have been enunciated by the State Election Commission and the Additional Chief Secretary, Home Department has been requested that the same may be got enforced in letter and spirit.
  • He said that the police should be asked to be vigilant and start the mopping up operation of the areas infested with known ‘goondas’ and bad elements about 10 days prior to the poll. During such mopping operation, special attention should be paid to unearth and seize unlicensed arms and ammunitions right from now. Apart from this, no new arms licenses should be issued. An order should be issued prohibiting carrying of all licensed fire arms and lethal weapons. Further effective steps may also be taken to unearth the un-licensed weapons and seize the same, he added.
  • Mr. Singh said that arrangement should be made for deployment of police at each polling station and near each polling station and also in sensitive areas. Adequate wireless sets should be provided to improve communication for meeting any Law and Order problem of emergent nature. Strict vigil may be kept over movement of un-desirable elements and vigorous check may be carried out to prevent men and vehicles moving with arms and ammunition.
  • He said that thorough checking of lorries, trucks and other vehicles should be carried out for three days before poll and on the poll day to ensure that no undesirable elements or arms ammunition are infiltrated into and around the polling areas. Restriction on movement of vehicles on poll days may be imposed and instructions may be issued to regulate vehicular traffic and plying of vehicles on poll day.
  • The sale and consumption of liquor should be stopped one day before the poll, on poll day or and the day on which counting of votes is to be taken, otherwise penal action should be taken. The Excise and Taxation Department is also being requested to issue orders in this regard, he added.
  • It may be recalled that as per schedule, the nomination papers would be presented from December 1 to 6, 2018 and poll would be held on December 16. Re-poll if any required, would be held on December 18 and counting of votes would be held on December 19 at 8 a.m. at the places specified by the Deputy Commissioner concerned and result would be declared immediately after the completion of counting.
  • Chandigarh, Nov 28:  With a view to facilitate the consumers,  the LED (bulbs, tube lights) and energy efficient fans under Prime Minister’s Unnat Jyoti by Affordable LEDs for All (UJALA) programme would now be provided through Post offices under Postal Services Department across the State in a phased manner. For this, a Memorandum of Understanding has been signed between Director, Postal Services Department, Haryana Circle, Mr Nirmal Singh and Energy Efficiency Services Ltd (EESL).
  • While giving this information, Director, Postal Services Department, Haryana Circle said that in its first phase, the scheme has been launched from Ambala. As per the scheme, the company(EESL) would provide LED appliances and fans at subsidized rates.  This will not only help consumers save in electricity bills but will also help them with reduced consumption, he added.
  • He said that special booths have been set up for this purpose in post offices. Rural and urban consumers would be able to easily get these appliances from these booths. These booths would provide LED bulb at the rate of Rs. 70, LED tube light at the rate of Rs. 220 and  energy efficient ceiling fan at the rate of Rs. 1110 each. He said that the information about these appliances and booths under post offices would also be available on www.ujala.gov.in. As the post offices have vast network, thus it would enable the consumers with easy availability and replacement of these appliances through nearest post offices. The consumer would be able to buy these appliances on producing their valid identity documents. The main aim of UJALA scheme is to provide energy efficient appliances at subsidized rates and to minimize the electricity consumption, he added.
  • On this occasion, Regional Head, EESL, Mr Nitin Bhatt said that as the post offices have huge network in rural and far-off areas so the scheme would benefit the people to a greater extent. He said that on finding any defect in these appliances, the same could be replaced through these booths.
  • Chandigarh, Nov 28 – Haryana Director General of Police (DGP), Mr B.S. Sandhu today said that 29 police stations and other police infrastructure are being built by Haryana Police Housing Corporation at a cost of Rs 114.34 crore at different locations and police lines across the state.
  • The DGP said that construction of these police stations would help in extending better working environment alongwith infrastructure facilities to the police personnel that would further help them in discharging their official duty in a better way. Construction of these police stations including three of women would encourage the police to deliver better, besides benefiting the general public.
  • While construction work of police stations is being undertaken at a cost of Rs 62.52 crore, other infrastructure including hostels and barracks are being built by the corporation with Rs 51.82 crore, he added.
  • Divulging the details about police stations, Mr Sandhu said that construction work of Women Police Stations at Bhiwani, Dadri and Palwal are under process. Apart from this, work of other police stations including City Police Station Palwal, CIA Police Station Palwal and Bhiwani, Police Station Barara (Ambala), Sector-65, Gurugram, Pataudi, Jhajjar, City Narwana, Civil Lines Sector-7 Jind, Pinangwan (Nuh), first floor of Sector-20 and additional floor of Sector-5, Panchkula are under progress at different levels. Similarly, tenders of Police Stations Bhupani (Faridabad), Surajkund, Old city Fatehabad, Rohari (Rewari), Sector-27, Sushant Lok (Gurugram) DLF Phase-III, Gurugram, Ellenabad and Civil Lines, Sector-19, Sirsa are under process and construction work of these police stations is expected to begin soon.
  • He said that similarly, hostels or barracks were being built at different Police Lines including Jind, Rewari and Police Complex Madhuban. Upgradation of Police infrastructure would also help in ensuring safety and security with the active cooperation of general public. State Police has emerged as one of the best police force in the country, he added.
  • Chandigarh, Nov 28 – Haryana Government has designated the Under Secretary, Monitoring and Coordination Cell, Mrs. Rashmi Grover as Public Information Officer and Principal Secretary, Monitoring and Coordination Cell, Dr. Vivek Joshi as the First Appellate Authority, for the purpose of the Right to Information Act, 2005, and Rules made there-under.

  • The State Government has constituted a Selection Committee under the Chairmanship of Justice Permod Kohli (Retd.) with Chief Secretary Mr . D.S. Dhesi and Chairman, Central Electricity Authority Mr. Prakash S. Mhaske as members of the Selection Committee. The appointment is based on the recommendations made by the Selection Committee.  Earlier, the applications for filling up the post of Member, HERC were invited through advertisement in Newspapers in the month of August. 
  • The Haryana Electricity Regulatory Commission was established in the year 1998 under Haryana Electricity Reform Act, 1998.  It has completed 20 years of existence, regulating power sector performance and reforms. The Chief Minister congratulated Mr Parvinder Singh and his family members for him being appointed as Member of HERC.
