  • Chandigarh, Nov 29- While dedicating development projects costing about Rs 450 crore to the people of district Kaithal, the Haryana Chief Minister, Mr Manohar Lal said that an elevated railway track would be replicated in Kaithal on the pattern of elevated track in Rohtak. The matter is under discussion with the Railways and with the completion of this project, the people of Kaithal would be relieved of problem of traffic congestion.
  • The Chief Minister was addressing the people after the road show in Kaithal today.
  • The Chief Minister said that today he inaugurated and laid foundation stone of development projects in the district, costing over Rs 95 crore. He said that on the demand of people of the city, around 3 km elevated railway track would be constructed from Kaithal-Jind railway over bridge to new bypass to relieve the traffic congestion at railway gates located in the city. The construction of this track would provide relieve from traffic jam on Karnal Road gate, New  Bus Stand Railway gate and Devigarh-Shergarh railway gate.
  • He said that he has a special attachment with the district and he has adopted a big village named Keorak in which development works to the tune of Rs 48 crore had been carried out and development projects costing Rs 80 crore have either been released or proposed.  In Haryana, there is no dearth of development in any area of Haryana and no area would be left behind in development. Corruption would be completely eliminated by the government and every work would be done for the welfare of the people, he added.
  • While announcing new development projects, he said that Chhaut-Kaithal road would be widened, Rs six crore would be spent on the construction of shed in Anaj Mandi and rest house for farmers, rennoavtion of Khanauri Minor, Bhanpura Sub-Minor, Kultaran Minor would be done at a cost of about Rs. 5 crore, Khanauri bypass road would be repaired, Water Harvesting System would be installed for the drainage of rain water in the city,  submersible would be installed in ward no. 15, multi level parking would be developed at the premises of Bhai Uday Singh Fort, mahila ghaat and toilets would be constructed at Suraj Kund. He said that a sum of Rs 11 lakh each would be given to Vishwakarma Dharamshala, Prajapati Sabha Dharamshala, Guru Ravidas Seva Samiti and All Brahmin Sabha for various works.  He also announced to give Rs 10 crore each for various development works in Kaithal city and rural area.
  • Chandigarh, Nov 29- Haryana Chief Minister, Mr Manohar Lal today inaugurated and laid foundation stone of 14 development projects to the tune of  over Rs 95.43 crore at Kaithal. These development projects would add a new chapter in the development of Kaithal district.
  • The Chief Minister today dedicated four development works completed at the cost of Rs. 13.94 crore and laid down the foundation stone of 10 development works amounting to over Rs. 81.49 crore. 
  • The four development projects inaugurated by the Chief Minister included construction of slab on Markanda Distributary up to Hospital Guhla at the cost of Rs 4.30 crore, 33 KV substation at Songhal and Jaduala at the cost of Rs 3 crore each and construction of Government Primary School, Shakti Nagar, Kaithal at the cost of Rs 3.64 crore.
  • The 10 development projects, of which the Chief Minister laid the foundation stone included development of Koti Kuteshwar Tirth, construction of Regional Centre of Lala Lajpat Rai University of Veterinary and Animal Sciences, Keorak, construction of concrete road from canal to Dera Buta Singh, Habri, from Ring Bandh Gamri to Pundri Drain, Pai and from outer ring road Pai to Pai-Pilni road, Pai, City Square and Bank Square, Kaithal, augmentation and providing sewerage system in civic amenities and infrastructure in left out area and other approved colonies under AMRUT, storm water sewer along with construction of pumping station of Manas Drain and Geong Drain under AMRUT and construction of Night Shelter Home in Kaithal.
  • Those present included MLA, Guhla, Mr. Kulwant Bazigar, MLA,  Pundri, Prof. Dinesh Kaushik, MLA, Ladwa, Mr Pawan Saini, Media Advisor to Chief Minister, Mr Rajiv Jain, Officer on Special Duty to Chief Minister  Mr Amarinder Singh and others.
  • Chandigarh, November 29- Recently published India Skill Report 2019 mentions remarkable rise in Haryana ranking at number 3 comparing to the last year ranking wherein the State was even out of top 10 ranks in providing employability skills to the youth. 
  • The Additional Chief Secretary Technical Education, Mr Anil Kumar, informed that in the last few years, the Government has taken many new initiatives in the field of Technical Education for improving admissions, examinations, placements and overall personality development of the students of Polytechnics and Engineering Colleges. In the last academic year, 94 per cent (almost 100 per cent) of eligible students from government Polytechnics and Engineering Colleges have been placed in various MNCs/Companies of repute or have been admitted into higher educational programs. The Department and Institutes under its ambit have signed 285 MoUs with different MNCs or Companies of repute for placements, training, Industrial visits and Expert Lectures. Admissions have been improved by 11 per cent and a significant increase in pass percentage has been recorded.
  • Mentioning the steps taken and preparedness for Academic year 2018-19, he said that the several innovative measures have been taken which have resulted into such quantum leap in employability enhancement. All Government Institutes in the state were geographically and demographically divided into six clusters and a Centralised Training and Placement Cell was also established at Head Office which ensured three layer training and placement support at Institute, Cluster and State level. Setting-up of Centres of Excellence to provide specialized training to the Diploma and Degree Engineering students for making them job ready is another remarkable step taken for enhancing employability. Major Corporate like Maruti Suzuki India Ltd., HeroMoto Corp, Power Grid Corporation of India, NTPC- HPGCL, Daffodil have signed agreement with the Department for establishing Centre of Excellence at various Government Polytechnics where in actual world of work exposure along with hands on skill training will be provided.
  • For overall personality development of the students, Soft Skill Training by Professional Trainers from the Corporate like Mahindra pride Class Room, EESL is being provided free of cost to the final year students of Government institutes under CSR initiative. Department is also making efforts in exploring opportunities for overseas placements and having academic tie-ups for preparing engineering students globally competitive.
  • New Initiatives for improving teaching-learning process like mentoring of students, advance lesson planning, value added courses, remedial classes, soft skills training, mandatory internship, digital learning, expert lectures are also being taken. Keeping in view the emerging job areas, which the companies would be hiring the most and which are in sync with Industry 4.0 Concept, new subjects like Internet of Things and Artificial Intelligence have been introduced in the first year itself. He further said that all such measures taken are bound to further enhance employability and quality of placement with better pay packages and the department is fully geared up to see Haryana at rank 1 in the country next year for preparing employable youth.
  • Chandigarh, Nov 29 – Haryana Government is committed to provide jobs to maximum number of unemployed youth and in this direction, the State Government has provided employment to 40,802 unemployed youth from October 1, 2014 to May 31, 2018, whereas only 50,753 youth were given placement from March 2004 to September 30, 2014. After coming to power, the present government has provided employment to 28,000 youth in various Government Departments. Haryana Skill Development Mission (HSDM) has provided employment to 5,428 youth by providing skill training to 30,192 youth.
  • While giving this information here today, a spokesman of Employment Department said that 301 Job Fairs have been organized by the Employment Department either by itself or in association with other Departments up to August 31, 2018, in which 25,368 unemployed youth have been provided jobs. Apart from this, various departments and organizations have been provided employment opportunities to youth by imparting skills training.
  • He said that in order to provide jobs to maximum number of youth, Memorandum of Understanding (MoUs) have been signed with Ola and Uber for providing jobs to unemployed youth, who knew driving in June and July, 2018. It is pertinent to mention that during a period of four months that is from July to October, 2018, as many as 12,889 unemployed youth have been provided jobs, of which 9,710 by Uber and 3,179 by Ola.    In addition, 388 youth have been provided job by another organization, namely G4S Secure Solutions (India) Pvt. Ltd. during August-September, 2018 as Security Guards. 
  • He said that thousands of job opportunities have been created for unemployed youth by providing them skill training by Haryana Skill Development Mission under its skill training schemes and by other Departments or Organizations that is Deen Dayal Upadhyaya Grameen Kaushalya Yojna (DDUGKY), Haryana State Rural Livelihood Mission, Haryana Knowledge Corporation Ltd, Haryana Urban Local Bodies, Technical Education Department, HARTRON and Haryana Tourism Corporation Ltd.
  • He said that according to the latest India Skill Report, 2019 conducted with renowned partners like UNDP, AICTE and Association of Indian Universities, the employability of the unemployed youth of Haryana has gone up significantly. 
  • In October, 2014, total number of unemployed youth as per the Live register was 7,70,763 which has reduced to 7,26,640 as on May 31, 2018. During October 1, 2014 to May 31, 2018, a total of 6,47,895 persons got themselves registered in Employment Exchanges in the entire State, out of which 4,06,896 were registered in the 15 Districts, he added.
  • Chandigarh November 29: Haryana Chief Minister, Mr Manohar Lal said that though Haryana has a sizeable contribution in the armed forces of the Country, efforts are being made to increase it beyond the 10 per cent. For this, he offered all support and cooperation including the land to the Army for the setting up of armed forces preparatory institute in the State so that maximum youth could join the armed forces.
  • Mr Manohar Lal was speaking at the Civil Military Liaison Conference here today.
  • General Officer Commanding-in-Chief (GOC-in-C), Western Command Lt. General Surinder Singh, Chief of Staff Western Command P.M Bali  and other senior officers of the State Government and Army were also present on this occasion.
  • While describing Haryana as the State of ‘Jawan and Kisan’, he said that at present the contribution of Haryana in the Armed Forces of the country is over nine per cent which is significant but we want to further raise it to over ten per cent. To achieve this, we are ready to give all support and cooperation including the land to Army for the setting up of a preparatory institute in the State so that maximum youth could join the armed forces. Recently, the village panchayat Khanda in district Sonipat has offered 50 acres of land for the setting up of Armed forces’ preparatory institute, he added.  
  • Highlighting the significance of Civil Military Liaison Conference, he said that this is the fourth annual conference being organized during the present State Government. The Army plays a vital role in the security and sovereignty of the country and therefore their liaison with the civil society is important. The conference provides a common platform to discuss and resolve various issues between the army and the civil administration, he added.
  • Recalling his visit to Israel, he said that it was mandatory for every youth in Israel to spent atleast two-three years on army platform. He said that we have started new course of Police Cadet Corps on the pattern of National Cadet Corps so as to impart training to the students from the early age.
  • Referring to the steps taken by the present State Government for the welfare of serving and ex-servicemen, he said that present State Government has taken several decisions for their welfare. A separate Sainik and Ardh Sainik Welfare Department has been set up and General K.J Singh (Retd.) has been appointed as Advisor to Chief Minister on Sainik and Ardh Sainik matters. Apart from this, government jobs have so far been provided to 252 dependents of the martyrs. It is the first time that dependents of martyrs of war of 1962 and 1971 are also being provided government jobs.
  • Various issues were taken up on this occasion, most of were resolved on the spot.
  • It was decided that a Memorandum of Understanding (MOU) would be signed between Western Command and the State Government for making provision of civil medical facilities to armed forces in case of war or duties. It was informed that there are 12,660 beds in state government hospitals besides having fully equipped surgical teams in 22 districts. Apart from this, the State has 28 government blood banks and 79 private blood banks. It also has 60 advance ambulances and 207 basic ambulances.
  • It was informed that a General Degree College of Army would come up at village Bataur, Tehsil Barwala in district Panchkula for which the State Government has approved land measuring 10 acres to Head Quarter, Western Command free of cost. Lt. General Surinder Singh said that there was a huge demand of a Degree College in this area. He said that certain percentage of seats in this college would also be reserved for the wards of civilians.
  • It was also informed that the Army Head Quarter has also approved the proposal for the setting up of Army Collage in village Budha Khera Lather; district Jind in the memory of Maj. Sanjeev Lather. Maj. Sanjeev who hailed from the village had attained martyrdom in November 2016 in a chopper crash at Sukhna in West Bengal. The village panchayat has offered 25 acres of land free of cost for this purpose.
  • Regarding the updation of internal security scheme of Haryana, it was informed that the work for updation of the scheme is under progress and the same would be completed within 15 days. It was also informed that the project for enhancing the water supply to Ambala Cantt. from eight cusec to 20 cusec would be completed by March 31, 2020.
  • Earlier speaking on this occasion, Chief Secretary Mr D.S Dhesi said that Chief Minister Mr Manohar Lal has been taking keen interest for the welfare of personnel of armed forces and para-military forces who hails  from the State. The amount of ex-gratia has been increased from Rs 20 lakh to Rs 50 lakh. Apart from this, it has been decided recently that in case of martyrdom of Class I army officer, his dependent would be provided class II government job.
  • General Officer Commanding-in-Chief (GOC-in-C), Western Command Lt. General Surinder Singh thanked the Chief Minister Mr Manohar Lal for being receptive to the needs of serving soldiers and ex-servicemen in the State. He described the soldiers of Haryana as good and hardy and hoped that Indian Army would continue to get more soldiers from the State.
  • Extending his gratitude to the Chief Minister for inviting them to the Civil Military Liaison Conference, Lt. General Surinder Singh said that aim of the conference is to maintain a regular link between Army and Civil Administration. He appreciated that the departments made a tremendous progress is resolving the issues discussed during the previous meeting.

  • Chandigarh, Nov 29 – The Court of Additional Session Judge, Jind has sentenced a man 20 years imprisonment and also imposed a fine of Rs two lakh on him after holding him guilty in a case under Narcotic Drugs and Psychotropic Substances (NDPS) Act.
  • The Court convicted accused Vinod, a resident of Rohtak, for possessing one kg smack in year 2016.
  • Vinod was arrested by a team of Hisar STF and Jind Police after getting a tip-off about supply of smack in Jind area. A case was registered against him under NDPS Act. Additional imprisonment of six months has also been sentenced in case of non-payment of fine.
  • Chandigarh, Nov 29 – In yet another crackdown on drug-peddlers, Haryana Police have arrested two persons including a drug supplier in district Sirsa and recovered 16.700 kg of Doda Post (opium leftover).
  • While stating this here today, a spokesman of Police Department said that as per directions from district Superintendent of Police, Sirsa, Dr Arun Singh, a blockade was put in place by a team of Odhan Police Station near village Rohidawali. A suspicious person, carrying a bag, tried to flee away after seeing police party at the blockade. Acting swiftly, police immediately nabbed him and when searched, 16.700 kg Doda Post was found from his possession.
  • He said that accused has been identified as Khatu Ram, a resident of Lakhu Head presently residing at village Rohidawali. After enquiring about the name of suppliers, Police also arrested Mukand alias Kandi, a native of Sahuwala. A case under the NDPS Act has been registered against them at Odhan police station. Both accused will be taken on remand after producing them in the court so that involvement of others in this racket of drug smuggling could be unearthed.
  • The spokesman said that Director General of Police, Mr B.S. Sandhu had already given directives to all district Superintendents of Police to completely curb the activities of drugs and narcotics suppliers as well as their distribution network in their respective areas.
  • Chandigarh, Nov 29- Haryana Government has notified the schedule of holidays to be observed as public holidays in the public offices under the State Government during the calendar year 2019. The Government has also notified the holidays to be observed as public holidays in the State (Except Judicial Courts, in Haryana) within the meaning of section 25 of Negotiable Instrument Act, 1881.
  • While stating this here today, an official spokesman said that a notification in this regard has been issued by General Administration Department.
  • He said that the besides all Sundays and Saturdays, the holidays which would be observed as public holidays in the public offices included Guru Ravidas Jayanti on February 19, Mahashivratri on March 4, Holi on March 21, Mahavir Jayanti on April 17, Lord Parshu Ram Jayanti on May 7, Id-ul-Fitr on June 5, Maharana Pratap Jayanti on June 6, Sant Kabir Jayanti on June 17, Shaheed Udham Singh’s Martyrdom Day on July 31, Id-ul-Zuha (Bakrid) on August 12, Independence Day/Rakshabandhan on August 15, Shaheedi Divas/Haryana War Heroes’ Martyrdom Day on September 23, Mahatma Gandhi Jayanti on October 2, Dussehra on October 8, Vishvakarma Day on October 28, Haryana Day on November 1, Guru Nanak Dev’s Birthday on November 12 and Christmas Day on December 25.
  • The spokesman said that the festivals and occasions which falls on non-working days and have been excluded from the list included Guru Gobind Singh Jayanti on January 13, Republic Day on January 26, Basant Panchami/Sir Chhotu Ram Jayanti on February 10, Shaheedi Diwas/Martyrdom Day of Bhagat Singh, Rajguru and Sukhdev on March 23, Ram Navmi on April 13, Dr B.R. Ambedkar’s Jayanti on April 14, Janmashtami on August 24, Maharaja Agrasen Jayanti on September 29, Maharishi Valmiki Jayanti on October 13 and Diwali on October 27.
  • He said that besides these holidays, employees may be allowed any three holidays to be chosen out of the Restricted Holidays. These included Maharishi Dayanand Saraswati Jayanti (with State celebration) on February 28, Good Friday on April 19, Budh Purnima on May 18, Guru Arjan Dev’s Martyrdom Day on June 7, Hariyali Teej on August 3, Muharram on September 1, Karwa Chauth on October 17, Goverdhan Puja on October 28, Chhath Puja on November 2, Milad-un-Nabi or Id-E-Milad (Birthday of Prophet Mohammad) on November 10, Guru Teg Bahadur’s  Martyrdom Day on November 24 and Shaheed Udham Singh’s Birthday on December 26.
  • He said that holidays to be observed as public holidays in the State (Except Judicial Courts, in Haryana) within the meaning of section 25 of Negotiable Instrument Act, 1881 included all Sundays, Republic Day on January 26, Guru Ravidas’s Birthday on February 19, Mahashivratri on March 4, Holi on March 21, Annual Closing of Bank Account (1st working day of April) on April 1, Dr. B.R Ambedkar’s Jayanti on April 14, Mahavir Jayanti on April 17, Budh Purnima on May 18, Id-ul-Fitr on June 5, Id-ul-Zuha (Bakr-Id) on August 12, Independence Day on August 15, Janmashtami on August 24, Mahatma Gandhi Jayanti on October 2, Dussehra on October 8, Maharishi Valmiki’s Birthday on October 13, Diwali on October 27, Guru Nanak Dev’s Birthday on November 12 and Christmas Day on December 25.
