  • Chandigarh, December 26 – The Haryana State Transport Department (Haryana Roadways) had decided to hire 700 buses on kilometer basis against which sanction letters was issued to 510 buses. The tender process was completed in a transparent manner. No benefit was given to any person or category. By adopting e-Tender process, the tender process was completed after publishing twice in newspapers on April 21, 2018 and June 5, 2018. Any person, firm or company across the country could have participated in this tender process. 
  • While stating this here today, a spokesman of the Department said that the expenditure of Haryana Roadways (Government) bus is about Rs 47.57 per km whereas the rate prescribed under Kilometer scheme was from Rs 31.01 to Rs 37.30. The additional expenditure including salary of conductor, toll tax, bus stand fee and others would be Rs 7.32 thus amounting to total cost ranging from Rs 38.33 to Rs 44.97 whereas the per kilometer expenditure on Haryana Roadways bus is about Rs 47.57.  Therefore, hiring buses on kilometer scheme would reduce the expenditure of State Transport Department.
  • He said that in neighboring states of Rajasthan and Punjab, the transporters make payment to private bus owners on kilometer basis and diesel is provided by the government. In these states, the conductors have been hired through contractor and buses are BS-3 standard whereas in Haryana, BS-IV standard buses would be hired. The tender process in Punjab and Rajasthan has been completed two-three years back and then the diesel rate was less.
  • The spokesman said that under this scheme, buses have been allotted after taking approval from Cabinet and Finance Department so that every person in the state could get affordable and convenient bus service.
  • The tender of remaining 190 buses has not been cancelled, but as per the judgment of Punjab and Haryana High Court, Chandigarh dated December 21, 2018, tenders would be invited again online through NIC, he added.
