  • Chandigarh, Dec 27– During the present Haryana Government, the deemed PLF of HPGCL has increased significantly. Increase in deemed PLF has led to increase in profitability of HPGCL and DISCOMS.

  • Reduced transmission losses have led to increase in profitability of HVPNL and DISCOMS.
  • Chandigarh, Dec 27 &ndash Haryana Urdu Akademi has organized Ru-Ba-Ru programme at Chandigarh today to pay tributes to former Prime Minister, Late Mr Atal Bihari Vajpayee. The renowned litterateurs of Urdu participated in the programme.
  • Speaking on the occasion, Principal Secretary to Chief Minister and Additional Chief Secretary, Information, Public Relations and Languages Department, Mr Rajesh Khullar shared experiences of poems and poetry read by him which, he said, has a lasting effect on life.
  • Director General, Information, Public Relations and Languages Department, Mr Sameer Pal Srow presided over the programme.
  • Vice-Chairman of the Akademi, Dr. Chander Trikha also spoke about the awards being conferred by Haryana Government to honour litterateurs.

  • Chandigarh, Dec 27 – Haryana MLA from Tohana and State BJP President, Mr. Subhash Barala said that the committee constituted for finalizing the pension scheme for farmers would soon submit its report to the Chief Minister, Mr. Manohar Lal. The State Government has constituted this committee and sought its suggestions for formulating this Pension Scheme to make adequate arrangements for income of farmers.
  • Mr. Barala gave this information while presiding over meeting of the Committee constituted by the State Government for this purpose, here today. The other Members of the Committee who were present in the included MLAs namely Mr. Abhay Singh Yadav, Mr. Mahipal Dhanda, Mr. Ghanshyam Das Arora, Mr. Pawan Saini and Director General, Agriculture and Farmers’ Welfare Department, Mr. Ajit Balaji Joshi.
  • Mr. Barala said that deliberations were being held for many days for formulating such scheme so as to change the plight of the farmers. The way Haryana Government is giving the highest social security pension in the country, the members of Kisan Pension Yojana Samiti have suggested formulating such similar scheme to ensure financial security of farmers.
  • He said that after implementation of Kisan Pension Yojana, farmers would be in a profitable condition and their financial condition would be strong.
  • Chandigarh, Dec 27 &ndash Giving New Year Gift to the farmers of the state, the Haryana Chief Minister, Mr. Manohar Lal announced to issue demand notices for about 44,000 pending tube-well connections since January 1, 2014 by March 31, 2019 and the tube-well connections would be issued by next six months.
  • The Chief Minister was addressing a press conference organised to give the details of the reforms and achievements of the Power Department during last four years, here today.
  • He said that a target has been set to issue 50,000 new solar energy connections of which tenders have been floated for 15,000 connections. The use of solar energy in tube wells reduces power consumption by 30 per cent, he added.
  • Replying to a question, the Chief Minister said that the 468 agricultural tube wells falling under Vayama Feeder of Karnal block and Saspur Feeder of Yamunanagar block would be changed into solar energy at an estimated cost of about Rs 25 crore. He said that farmers would be given solar energy unit and they would utilize the energy generated during day time and incentive amounting to Re one per unit would be given to farmer for maintenance purpose. The additional power would be sold to power grid. Farmers are being encouraged to adopt Micro Irrigation, he added.
  • He said that the present State Government has improved the losses being caused by monthly payment of Rs 30 crore to Power Grid for Inter-State Transmission and saved about Rs 300 crore by National Thermal Power Project at Jhajjar and pending cases of inter-state transmission payment amounting to about Rs 1120 crore has so far been sent to the power grid.

  • Chandigarh, Dec 27 – Haryana Chief Minister, Mr. Manohar Lal said that the State Government is all set for by-elections to Jind Assembly Constituency and for this, the Election Commission of India has to announce the election schedule. The State Government has informed the Election Commission of India regarding the demise of MLA, Jind, Lt. Dr. Hari Chand Midha who left for heavenly abode on August 26, 2018. Now, it depends on the Commission when it decides to hold the election.

  • Replying to a question regarding short duration of winter session of Haryana Vidhan Sabha, the Chief Minister said that the present State Government has, during last four years, started to summon the winter session of Vidhan Sabha. During last 10 to 12 years, only three sessions of Vidhan Sabha were summoned of which two were summoned by the BJP Government.
  • He said that as per constitutional tradition, it is mandatory to summon session of Vidhan Sabha after every six months. Though it could have been summoned alongwith budget session in February, but it was necessary to get passed important bills. Apart from this, the revised budget estimates of some departments would also have to be passed. He said that opposition can say anything. He said that from 2005 to 2009, total 12 sessions of Haryana Vidhan Sabha were summoned in which 70 meetings were held. Similarly, 11 sessions were summoned from 2009 to 2014 in which 56 meetings were held whereas from 2015 onwards, 12 sessions were summoned in which 71 meetings were held and still almost one year is remaining.

  • Chandigarh, Dec 27 – Haryana Development and Panchayats Department has developed a web portal with web address http://112.196.37.108/exsarpanchregistration for online registration of all the ex-sarpanches in the state.
  • While stating this here today, a spokesman of the Department said that the ex-sarpanches have been asked to come register themselves on the portal by filling some basic details like their name, father’s name, name of gram panchayat and duration of their tenure and with their photograph.
  • Chandigarh, Dec 27 – In view of the continuous reforms being made in the power discoms, the Haryana Chief Minister, Mr Manohar Lal has announced to install 10 lakh smart meters in the state by Power Discoms. Under the first phase, such meters would be started in Karnal and Gurugram whereas the work of installing 10,000 such meters has already started in Panipat.

  • He said that under the Integrated Power Development Scheme of Government of India, a sum of Rs.390.59 crore has been sanctioned for improving power system of 47 towns of the state. Under the scheme, new 33 KV sub stations, 11 KV feeders, distribution transformers and capacity of existing transformers would be augmented.

  • Chandigarh, Dec 27 – Haryana Agriculture and Farmers’ Welfare Minister, Mr. O.P. Dhankar said that Haryana is doing better than other states in the field of agriculture and in this direction, it has been decided to increase the rate of sugarcane by Rs 10 per quintal for the ensuing sugarcane crushing seasons.
  • Mr. Dhankar, who was addressing a press conference, here today, said that Haryana has been providing maximum price of sugarcane in the country. Now the price of early variety of sugarcane has been increased from Rs 330 to Rs 340 per quintal and that of mid variety from Rs 325 to Rs 335 per quintal. Similarly, the price of lateral variety of sugarcane has been increased from Rs 320 to Rs 330 per quintal.
  • The Minister said that the farmers in Haryana would be provided crop loans at zero per cent interest rate from cooperative banks. He said that Mr. Rahul Gandhi has been misleading the people on the name of loan waiver of farmers whereas in reality only announcement has been made in some Congress ruled states of waiving farm loan only in emergency situations.
  • He said that the production of sugarcane is increasing in the state and keeping this in view, a committee has been constituted for setting up unit for making jaggery and sugar. The committee would submit its report within 15 days. Earlier, these units were at small level in the form of small industries. Now, such units would be set up where all work would be done through machines.
  • Mr. Dhankar said that for implementing Kisan Pension Scheme, it was being considered to expand the Atal Pension Yojana. He said that directions have been issued to make payments to farmers within one week for sugar mills of Naraingarh and Bhadso. Amount of about Rs 11.18 crore was pending towards Bhadso Sugar Mill and about Rs 24 crore towards Naraingarh Sugar Mill. He said that the State Government provides financial assistance to only those sugar mills which fulfill prescribed conditions. The Saraswati Sugar Mill of Yamunanagar has availed the benefit of this financial assistance, he added.
  • The Minister said that some villages of Rohtak had raised demand of associating with Rohtak Sugar Mill, which has been fulfilled.
  • Chandigarh, Dec 27 : With the consistent efforts of the Haryana Government in the last four years to bring reforms in the power sector along with transparency in the system, all the four power companies of the State have not only emerged from the losses but have also earned profit for the first time since the inception of the State.
  • Besides this, Annual Integrated Rankings of DISCOMs (issued by Ministry of Power, Govt. of India) has also recorded remarkable improvement. The ratings of UHBVN which was 22nd during Financial Year 2015-16 has come to 10th during Financial Year 2016-17. Similarly, the rating of DHBVN which was 24th during Financial Year 2015-16 has come to 13thduring Financial Year 2016-17. Efforts would be made to bring these to first three positions in the rating for the year 2018-19.

  • The Chief Minister while giving details said that the present State Government is the first such Government since inception of Haryana which has reduced power tariff and FSA. He said that the power tariff has been reduced to almost half due to which there has been considerable reduction in electricity bills of domestic consumers.
  • Now the domestic consumers with consumption up to 200 units would get power at the rate of Rs. 2.50 per unit. Earlier it was Rs. 4.50 per unit up to 150 units and Rs. 5.25 per unit for next 50 units. Now the consumer would have to pay only Rs. 2 per unit for monthly consumption of 50 units.

  • The Chief Minister said that as a result of the concrete steps taken towards power reforms in last four years, tariff for Non Domestic consumers has been reduced by 6.80 per cent and tariff for LT and HT Industrial consumers has been reduced by 5 per cent from 2014. Subsidy of Rs 2 per unit has been given to Industries up to 20kW located in C and D Blocks from November 1, 2018.
  • He said that the State Government has launched a scheme for settlement of arrears of electricity bills of defaulting domestic consumers (having Whole Current Meters) and non-domestic consumers (with sanctioned load of 5 kW or less), connected as well as disconnected, both in rural and urban Areas. Under the scheme the arrears of bills before 2005 have been completely waived off. The principal amount of all such consumers who opt for the scheme, shall be recalculated from the date of default till 30th June, 2018 as per the Supply code i.e. for domestic consumers at the rate of 40 units per KW per month in rural areas and 50 units per KW per month in urban areas, for non-domestic consumers at the rate of 75 units per KW per month in rural areas and at the rate of 150 units per KW per month in urban areas, without FSA, at the current applicable tariff (without subsidy). So far 8,12,157 consumers have opted for the scheme including 3,80,917 consumers under UHBVN and 4,31,240 consumers under DHBVN. He said that bill amounting to Rs 1952.70 Crore have been settled, thus consumers had been benefitted by Rs 1699.96 Crore. He said that about 30,000 to 35,000 consumers are opting for the scheme every day. The scheme is applicable up to December 31, 2018, he added.
  • The Chief Minister said that the Aggregate Technical and Commercial (AT&C) losses were reduced to 20.20 per cent in 2017-18 which were 30.02 per cent in 2015-16. A target has been set to further reduce it to 15 per cent by next year. As a result of this Power Discoms have earned profit for the first time. In the year 2017-18, the UHBVN has earned profit of Rs.278 Crore, DHBVN has earned profit of Rs.134 Crore thus total of Rs. 412 Crore have been earned by both.
  • Mr Manohar Lal said that the rate of Fuel Surcharge Adjustment (FSA) during the tenure of Congress regime was Rs. 1.72 per unit which has been reduced to only 37 paisa. The rates of electricity bills have been reduced remarkably from 20 to 47 per cent.
  • He said that under Mhara Gaon Jagmag Gaon scheme, 610 feeders covering 2870 villages are getting 24 hours power supply. He said that the connected load of industrial consumers was 6253 MW in 2014 which has increased to 7623 MW in October 2018. Emphasis has been laid on strengthening the infrastructure. Since inception of Haryana and up to 2014, the number of 33 KV sub stations was 538 whereas 140 new 33 KV sub stations were added and the capacity of existing 382 sub stations have been increased by 3940 MVA during the last four years.Similarly, there were total 4,70,413 distribution transformers and 2,38,163 Kilometer transmission lines in 2014 and during last four years 86,485 new distribution transformers were installed and 23,615 Kilometer transmission lines were laid.
  • The Chief Minister said that there were total 54,08,722 electricity connections in the State up to 2014 whereas the present State Government has issued 10,87,835 new connections during last four years of which 4,48,588 connections are given to un-electrified house hold in the rural area.
