  • Chandigarh, Jan 3 – The Election Commission of India has issued the schedule for bye-elections to fill casual vacancies in Jind Assembly Constituency of Haryana. The poll will be held on January 28, 2019.
  • As per the schedule, the last date of nominations is January 10, scrutiny of nominations will be held on January 11, January 14 will be the last date for withdrawal of candidatures and counting of votes will be held on January 31. The election process would be completed before February 2, 2019.
  • The Commission has decided to use EVMs and VVPATs in the bye-election in all the polling stations. Adequate numbers of EVMs and VVPATs have been made available and all steps have been taken to ensure that the polls are conducted smoothly with the help of these machines.
  • In consonance with the past practice, the Commission has decided that the voter’s identification would be mandatory in the bye-election at the time of poll. Electoral Photo Identity Cards (EPIC) would be the main document of identification of a voter. However, in order to ensure that no voter is deprived of his or her franchise, if his or her name figures in the Electoral Rolls, separate instructions will be issued to allow additional documents for identification of voters at the time of poll in the bye-election.
  • The Model Code of Conduct would come into force with immediate effect in the districts in which the whole or any part of the Assembly Constituency going for bye-election is included. The Model Code of Conduct would be applicable to all candidates, political parties and the State Government concerned. The Model Code of Conduct would also be applicable to the Union Government for the district of the State concerned.
  • Chandigarh, Jan 3- The cooperative sugar mills in Haryana have so far produced over 8.20 lakh quintals of sugar by crushing 94 lakh quintals of sugarcane during the current crushing season.
  • While stating this here today, a spokesman of Haryana State Federation of Cooperative Sugar Mills said that the Cooperative Sugar Mill, Shahabad has produced a maximum of 1.60 lakh quintals of sugar by crushing 17.43 lakh quintals of sugarcane. Cooperative Sugar Mill, Rohtak has produced over 1.33 lakh quintals of sugar by crushing 15.80 lakh quintals of sugarcane, followed by Cooperative Sugar Mill, Karnal, which has produced 91,610 quintals of sugar by crushing 10.13 lakh quintals of sugarcane.
  • He said that Cooperative Sugar Mill, Kaithal has produced 96,115 quintals of sugar by crushing 10.60 lakh quintals of sugarcane. Similarly, the Cooperative Sugar Mill, Meham has produced 80,100 quintals of sugar by crushing 10.20 lakh quintals of sugarcane, Cooperative Sugar Mill, Palwal has produced 61,950 quintals of sugar by crushing 6.72 lakh quintals of sugarcane, Cooperative Sugar Mill, Panipat has produced 57,625 quintals of sugar by crushing 6.30 lakh quintals of sugarcane, Cooperative Sugar Mill, Gohana has produced  53,770 quintals of sugar by crushing 6.69 lakh quintals of sugarcane and Cooperative Sugar Mill, Sonipat has produced 12,450 quintals of sugar by crushing 1.97 lakh quintals of sugarcane.
  • Apart from this, HAFED Sugar Mill, Assandh has produced 94,500 quintals of sugar by crushing 11.42 lakh quintals of sugarcane.
  • He said that so far, the average rate of sugar recovery by the cooperative sugar mills has been registered as 9.25 per cent.
  • Chandigarh, Jan 3 – Haryana State Election Commission has notified the name of Mr. Satish Bhatia as vice-chairman, Panchayat Samiti Karnal to serve the remaining term of his predecessor.
  • While stating this here today, a spokesman of the Commission said that Mr. Bhatia has been elected in the election held on November 29, 2018. A notification has been issued by the Commission, he added.
  • Chandigarh, Jan 3 – Haryana Government has nominated Mr. Rajesh Gupta and Mr. Yogesh Bugra, residents of Karnal as non-official members of the District Grievances Redressal Committee, Karnal, with immediate effect.
  • While stating this here today, an official spokesman said that a notification in this regard has been issued by the Grievances Department.
  • Chandigarh, Jan 3: Haryana Government has posted Pradhuman Singh (HCS), General Manager, Haryana Roadways, Karnal as Managing Director Co-operative Sugar Mills, Sonepat relieving Surender Singh-II (HCS) of the said charge, with immediate effect.
  • Chandigarh, Jan 3: Haryana Government has issued transfer and posting orders of two IAS officers and two HCS Officers with immediate effect.
  • Navraj Sandhu IAS, Additional Chief Secretary, Agriculture and Farmers’ Welfare Department and Additional Chief Secretary, Vigilance Department has been given the additional charge of Additional Chief Secretary, Fisheries Department.
  • Trilok Chand Gupta (IAS), Additional Chief Secretary Power and Employment Departments, Works related to implementation of C.M. announcements, Additional Chief Secretary, Administrative Reforms Department and Member Secretary, Haryana Governance Reforms Authority has been given the additional charge of Additional Chief Secretary, New and Renewable Energy Department.
  • Ram Sarup Verma (HCS), Commissioner Municipal Corporation, Rohtak and Managing Director, Haryana State Federation of Co-operative Sugar Mills has been posted as Managing Director, Haryana State Federation of Co-operative Sugar Mills with additional charge of Commissioner Municipal Corporation, Rohtak.
  • Varsha Khangwal (HCS), awaiting posting orders, has been posted as Secretary, Haryana Agro Industries Corporation Ltd. relieving Manita Malik (HCS) of the said charge.
  • Chandigarh, Jan 3 –  In a novel move to secure and maintain public respect, Haryana Police has decided to launch a month long 'Operation Shriman' to ensure treating the public with courtesy and respect across the state. Under this, police personnel will observe due courtesy during their all-out dealings with citizens. 
  • These instructions were given by Haryana Director General of Police (DGP), Mr B.S. Sandhu while addressing Range ADGPs/ IGs, CPs and district SPs through a video conference held at Police Headquarters late last evening.
  • It may be recalled that Chief Minister Mr Manohar Lal recently in a function had exhorted the police officers to further improve their behavior while dealing with public particularly the poor.
  • Describing police as the most visible face of any government, the DGP said that police personnel would be required to perform their duties in a diligent and respectful manner. Although, the majority of police personnel are decent and polite to the public, yet they would have to remain polite and respectful and avoid behaving in a rude manner with public while being at naka duty, patrolling duty, checking duty, PCR duty, in police stations, police posts and other units. The ‘Operation Shriman’ will continue till January 31, 2018.
  • Mr Sandhu also instructed the officers to impart training for the same to policemen at Police training institutions as well as range and district levels. Besides this, services of soft skill experts and other specialists will be hired for this purpose. Soft skill training on behaviour with public will also be a part of ongoing training programs of police, he added.
  • Those policemen who adjudged best will also be rewarded at State, Range and district level. Besides, efforts should be made to resolve people’s concerns by listening to them carefully to further enhance trust and confidence of people in police.
  • The DGP also instructed the officers to maintain close coordination with civil authorities like NHAI, PWD etc. to bring down road accidents during current foggy conditions. Traffic incharges should ensure that travelers must follow traffic and road safety laws in their respective areas to save the valuable lives. Apart from this, the officers were instructed to ensure lane driving on KGP and KMP expressways.
  • Reviewing the law and order situation, Mr Sandhu said that general parliamentary elections are round the corner. Prior to this, Jind bye election has already been announced. Thus police should gear up and make necessary possible arrangements to ensure free, fair and transparent elections in the state.
  • Among others present in the video-conference included DGP headquarters Mr KK Mishra, DGP Crime Mr P K Agrawal, ADGP Law and Order Mohammed Akil, ADGP Operations and IT, Mr A S Chawla, ADGP CID Mr Anil Kumar Rao, IGP Modernization, Mr Hardeep Singh Doon and other Senior Police officers.
  • Chandigarh, Jan 3 – Haryana Police has issued over 28.09 lakh challans against people violating traffic rules last year between January 1 and November 30, 2018 and recovered a penalty of more than Rs 62.17 crore from such violators.
  • While stating this here today, Director  General of Police (DGP) Mr B.S. Sandhu said that during this period highest number of 12,54,116 challans were issued to offenders in district Gurugram followed by 2,51,232 challans in Faridabad where police recovered fine of over Rs 22.07 crore and Rs 5.66 crore respectively. The lowest numbers of 14,337 challans have been recorded in Charkhi-Dadri, a new district.
  • Mr Sandhu said that Police is contemplating to bring down road fatalities at minimum level as most of the accidents used to take place due to traffic violations. Apart from awareness drives, road safety awareness campaigns were also being carried out to educate the masses about road and traffic safety. “We can impose more penalties on traffic violators, but revenue collection through fines is not the purpose. Rather our prime objective is that people must follow traffic rules and save their precious lives as well of others”, added DGP.
  • On an average, around 8,411 people are being booked every day for traffic violations in the state including wrong side driving, parking on wrong side, riding without helmet and seat belt, over speeding, drunken driving, among others. Apart from bringing down traffic violations, police is also sensitizing and making people aware about road safety with an aim to ensure declining of road accidents.
  • As many as 78,108 challans of traffic law violation were issued in Ambala while 97,900 challans were issued in Panchkula. Similarly, 46,995 challans issued in Yamunanagar, 90,709 challans in Kurukshetra, 42,574 in Kaihtal, 83,658 in Karnal, 1,08,590 in Panipat, 80,543 in Sonipat, 1,24,408 in Rohtak, 54,594 in Jhajjar, 93,896 in Hisar, 30,159 in Hansi, 47,411 in Fatehabad, 42,377 in Sirsa, 58,060 in Bhiwani, 14,337 in Charkhi Dadri, 31,802 in Jind, 50,885 in Palwal, 61,181 in Rewari, 23,481 in Narnaul and 42,261 in Mewat.
