  • Chandigarh, Jan 15 – Continuing the sex ratio of 2017 under the National Programme of Beti Bachao, Beti Padhao, Haryana has maintained the same figure in 2018 according to which the sex ratio is 914 girls per 1,000 boys.
  • While giving this information today, Nodal Officer, Beti Bachao, Beti Padhao (BBBP), Dr. Rakesh Gupta said that the Prime Minister, Mr. Narendra Modi had launched the BBBP from Panipat on January 22, 2015, which has started yielding positive results. He said that under this Programme, there has been significant improvement in sex ratio in Haryana.
  • He said that after launch of the Programme, a Special Secretariat was established following the orders of the Chief Minister, Mr. Manohar Lal and concrete steps were taken for the success of the Programme. Under these steps, the PC-PNDT Act and MTP Act were implemented strictly and about 650 FIRs were got registered against those found guilty.
  • Dr. Gupta said that keeping in view the improvement in sex ratio, joint raids were conducted in neighbouring states under PC-PNDT Act and MTP Act and violators were arrested. He said that these raids were conducted in Uttar Pradesh, Rajasthan, Delhi, Punjab and Uttarakhand. He said that these raids have led to awareness among people.
  • He said that for the success of this Programme, he himself monitored the programme and issued necessary directions to Deputy Commissioners, who are also Nodal Officers of the Programme, through video conferencing. He said that in 2012 the sex ratio of Haryana was 832 whereas in 2018, it has reached to 914. At present, the sex ratio of 17 districts of the state is more than 900 whereas it is between 875 and 900 in four districts, he added
  • Chandigarh January 15: The 50th meeting of Haryana State Drought Relief and Flood Control Board which met under the Chairmanship of Chief Minister Mr Manohar Lal here today approved as many as 155 new schemes costing Rs 154 crore (except in district Jind). These schemes included 96 short term schemes which are targeted to be completed by June 30, 2019.
  • Revenue and Disaster Management Minister, Capt. Abhimanyu was also present in the meeting.
  • Most of the schemes which were approved are of river training works, strengthening and remodeling of drains, replacement of bridges on drains, procurement of flood machinery and pumps.  
  • While addressing the Deputy Commissioners through video conferencing and other senior officers of various concerned departments present in the meeting, the Chief Minister said that the present State Government has started a tradition of holding meetings of State Drought Relief and Flood Control Board long before the onset of monsoon season as earlier such meetings were held in the months of April or May which was merely a formality.
  • He said that as floods could result in huge loss to life and property, prior arrangements should be made to avert any untoward situation. He directed the officers’ concerned to monitor the progress of all flood related works and projects and ensure that these complete well before time. He also directed them to identify overflowing ponds in the State and make necessary arrangements of drainage of excess water through pumps. He also issued directions for the cleanliness and desilting of drains in the State.
  • He directed the Deputy Commissioners to ensure that no flood related project is dropped due to non-availability of land. Asking them to make adequate arrangement of land, he said that all the DCs should ensure that the collector rates in their districts are revised keeping in view the market rates so that land owners might not feel hesitant in offering their lands for the government projects.  
  • While stating that ‘hope for the best but prepare for the worst, the Chief Minister directed that a list of pumps available with the departments of irrigation and water resources  and public health engineering department and Municipal Corporations be compiled at the earliest so that the same could be utilized in case of flooding or disaster. He was informed that irrigation and water resource Department has an inventory of 1951 pumps. The department has added 245 additional pumps in its inventory this year.
  • He also directed the Department of Agriculture and Farmers' Welfare to prepare a comprehensive plan to deal with the problem of water logging.
  • Revenue and Disaster Management Minister, Capt. Abhimanyu directed that officers should ensure that work on the projects start immediately after getting approval. At the time approval of projects, the time of completion of works should also be mentioned so that the same could be completed on time.
  • Additional Chief Secretary, Revenue and Disaster Management Department Mrs Keshni Anand Arora suggested that work pertaining to flood abatement be considered for deliberation in the Haryana State Drought Relief and Flood Control Board and the structures works which may otherwise be important should be taken up by PWD (B&R) and other departments.
  • Among those present in the meeting included Chief Secretary Mr D.S Dhesi, Additional Principal Secretary to Chief Minister Mr V.   • Chandigarh, Jan 15: In the bye-elections to Jind Assembly Constituency, after completion of process of withdrawing nomination papers, now 21 candidates will be contesting the elections out of a total of 34 who filled their papers earlier. Voting for the by-election will take place on January 28 from 7 a.m. to 5 p.m. and the results will be declared after completing the counting of votes on January 31.
  • While giving information, an official spokesman said that candidates from many political parties and independent candidates  had submitted nomination papers for Jind by-elections. The total number of candidates was 34 and the number of nomination papers were 42. After the process of withdrawing nomination papers and candidature, the number of candidates has now remained 21.
  • He said that candidates include Krishan Middha from Bhartiya Janata Party, Mr Randeep Surjewala from Congress, Mr Umed Singh Redhu from Indian National Lok Dal and Mr Digvijay Singh Chautala, Independent. Besides these, Ms Sheetal Devi  from Rashtriya Mazdoor Ekta Party, Ms Sunita Rani from  People's Party of India, Mr Vinod Ashri from Loktantra Suraksha Party, Mr Rajpal from Ambedkar Samaj Party, Independent candidate Mange Ram, Independent candidate Om Prakash, Radhey Shyam from Samajik Nayaya Party, Independent Candidate Mr Ravinder Kumar, Independent candidate Mr Bijender, Independent Candidate Mr Ravinder Kumar,  Mr Sunil Kumar from Republican Party of India,  Independent Candidate Mr Sandeep  Kumar, Mr Kamal Kumar from Bhartiya Samajik Nyaya Party, Independent Candidate Mr Parbhati Ram, Independent Candidate Master Ramesh Khatri, Independent Candidate Mr Satpal, Independent Candidate Mr. Surender Bibipur and Independent Candidate Sant Dharambir Chotivala would be contesting the elections.
  • Chandigarh, Jan 15 – Additional Chief Secretary, Haryana School Education Department, Mr. P.K. Das said that the evaluation of school examinations would be done on CBSE pattern so that examinee would get marks for as much as correct answer of a question attempted.
  • Mr. Das, who was interacting with mediapersons, here today, urged teachers, parents and enlightened people of the society to extend support in curbing use of unfair means in school examinations besides encouraging students not to engage in use of unfair means. He said that the Department would launch a campaign against use of unfair means with the assistance of people.
  • Urging the students to prepare for their exams without any tension, he said that studying day and night does not matter, but studying according to physical and mental capability by concentrating helps.
  • Mr. Das said that the Department has directed the teachers to help the weak students in their studies in a planned manner. He said that teachers should not discourage students because sometimes this leads to discouragement among them and they engage in use of unfair means.
  • He said that question answers of previous three examinations have been uploaded on the website of Haryana Board of School Education so that students could solve them to know the pattern of exam. He said that the schools which have result ranging from 0 to 10 in Board Examinations, directions have been issued to hold meetings with such schools to get better results in ensuing examinations.
  • Chandigarh, Jan 15 – Project Director, Chief Minister’s Good Governance Associates Programme, Dr. Rakesh Gupta has directed the departments to improve their functioning on Antyodaya Saral Portal. He said that the strict action would be taken against underperforming departments.
  • Dr. Gupta was presiding over review meeting with Nodal Officers of Antyodaya Saral Project, here today.
  • In the meeting, Dr. Gupta appreciated the Revenue Department for improvement in its rank. It was informed that the maximum applications in the state are received in Revenue Department. Despite of this, the Revenue Department has shown better performance in just one month.
  • He directed the Food, Civil Supplies and Consumer Affairs Department, Forests Department, Dakshin Haryana Bijli Vitran Nigam, Transport Department and Haryana Shehri Vikas Pradhikaran to make improvement in their functioning on the pattern on of Revenue Department. He also directed the departments to take action on tickets received on Ticketing System of Antyodaya Portal. He directing the Dakshin Haryana Bijli Vitran Nigam to bring improvement in the ticketing system by next meeting else strict action would be taken.
  • Dr. Gupta directed all the departments to work rapidly on services being provided by them on Antyodaya Saral Portal. Apart from this, he also directed the Haryana Shehri Vikas Pradhikaran and Police Department to migrate completely on Antyodaya Saral Portal at earliest.
  • It was informed in the meeting that the functioning is being hampered at district level due to lack of technical information. On this, he directed all departments to organise training for employees at district level. Apart from this, a workshop would also be organised on January 18 in which detailed information regarding ticketing and reporting would be given.
  • He directed the Nodal Officers that if any application or complaint is dismissed by the Department then clear reason should be mentioned. Apart from this, the Nodal Officers should also review the applications related to their department concerned received on Dashboard App mobile application.
  • Chandigarh, Jan 15 – In order to ensure transparent and peaceful completion of bye-elections to Jind Assembly Constituency, Micro Observer would be appointed at each polling centre. These Micro Observers would be officers of Central Government rather than Haryana Government.
  • General Observer appointed for bye-elections to Jind Assembly Constituency, Mr. Saurabh Bhagat gave this information while presiding over meeting with officers and representatives of different political parties and candidates at Mini Secretariat, Jind today.
  • He said that all preparations related to bye-elections are being completed rapidly. He directed the representatives of different political parties and candidates to ensure compliance of Model Code of Conduct. He said that for the first time, VVPAT machines are being used at all polling centres to ensure fair and transparent completion of bye-elections. It will enable the voter to know that the vote cast by him or her through EVM has gone to the account of his desired candidate or not.
  • Election Expenditure Observer, Mr. S.K.H. Meshram said that candidates can spend up to Rs 28 lakh on election works. He directed the representatives of different political parties and candidates to get checked the expenditure to be made on January 16th, 20th, 24th and 27th. Each candidate should have at least one bank account through which the candidate can spend money for election expenditure. He made it clear that candidates would have to take permission for vehicles to be used in elections. He said that the Election Commission would depute photographers at sensitive and highly sensitive polling centres. There would be ban on bringing mobile phone in the polling centres, he added.
  • Returning Officer, Jind Assembly Constituency, Mr. Virender Singh Sehrawat said that additional security arrangements have been made at sensitive and highly sensitive polling centres. Officers of Haryana Police and personnel of different forces would be deputed at these polling centres. The candidates would have to take permission for use of loudspeakers during election campaign. The loudspeakers could be used only between 6 a.m. to 10 p.m.
  • Chandigarh, January 15- Haryana becomes the first state to launch Cyber Security portal and toll free number for cyber security and cyber alerts, which were launched by Haryana Finance Minister Captain Abhimanyu after inaugurating the ‘National Summit on Digital Innovation and Cyber Security’ organised in Hartron Campus at Gurugram today.
  • Now anybody in the state of Haryana can log on ‘haryanaismo.gov.in (Cyber Security Portal)’ and know the ways for securing oneself against cyber threats. The Portal has information about how to keep children safe online. In the Summit, the Principle Secretary to Government of Haryana for Electronics& Information Technology Department Mr Ankur Gupta said that as the children use mobile phones and internet, they need to be educated about how to keep themselves safe from cyber threats, so in the portal, there is a set of questions for students of different classes, which they need to answer. This will be introduced in Haryana schools, he said and added that it is first time in the country that any state has launched such a portal.
  • The Finance Minister Capt Abhimanyu also launched a Toll Free number 1800-180-1234 for reporting cyber security issues and cyber alerts. Haryana is the first state to start such a facility in the country. The minister also inaugurated an exhibition put up by various Start-Ups and IT Companies at the Summit site and saw the exhibits. He appreciated the efforts of the participants and showed keen interest in knowing about the IT solutions and desired to spend one half day in Gurugram to learn the new technological interventions for protection from cyber threats. Delegates from various states, who did commendable job in the field of cyber security, were also honoured in the Summit. The Digital Investigation Training and Analysis Centre (DITAC) team of Haryana police was awarded for Smart Policing initiatives and the award was received by IGP Security Saurabh Singh. The other members of the team were Jitender Gahlawat DSP DITAC and Sub Inspector Gunpal Singh, Incharge DITAC. A special edition of ‘e gov’ was also released by the Finance Minister.
  • Addressing the participants of the Summit, Capt Abhimanyu said that Haryana has taken so many initiatives which have enabled IT driven governance from physical governance. He said that before becoming part of Haryana government, he could hardly believe that any state government can take so many innovative steps because governments are generally lethargic. He said, “We have plunged into a virtual world of internet, completely unprepared. There is so much less to govern and regulate the cyber world, in which we are now living in. So, there is need to make rules and laws to regulate it.” He said that even if one finds route by using Google Maps, his or her data can be retrieved even without his or her knowledge. Now the internet has entered into our homes. But everybody has a right to protect the data available with him or her. It should not be taken without his consent. This summit will help in dealing such issues and making us more aware about cyber world, the minister opined. He said that the technology should be used for fast delivery of services and to facilitate people but not as threat.
  • Earlier, the Principal Secretary, Electronics and IT Department Haryana Mr Ankur Gupta said that the next war is going to be cyber war and we all are under attack. Thats the reason why this national summit has been organised here to sensitise the masses about the cyber use. Giving data, he said that India is 5th largest country facing data breach attacks. It is better to destroy your mobile or laptop instead of selling it as your data can be retrieved from it, even after five formats. So, we need to be more secure, vigilant, resilient and adopt continuous updation. He said that Haryana launched its Cyber Security Policy in 2017 and now we are implementing it. MD Hartron and Secretary IT Mr Vijayendra Kumar welcomed the participants and told about the importance of cyber security in wake of day-to-day reports of data breach.

  • Chandigarh, Jan 15 – Digital Investigation, Training and Analysis Centre (DITAC) of CID Haryana has bagged Award in the category of ‘Excellence for Smart Policing initiative’.
  • The award was presented by Haryana Finance Minister, Capt. Abhimanyu during a National Summit on Digital Innovation and Cyber Security organised by the Department of Information, Technology, Electronics and Communications, Haryana at HARTRON innovation Campus, Gurugram today.
  • The award was received by IGP Security, Haryana, Mr Saurabh Singh alongwith DSP DITAC, Mr Jitender Gahlawat and Sub Inspector, Gunpal Singh Incharge DITAC on behalf of ADGP/CID, Mr Anil Kumar Rao.
  • Mr Rao also congratulated the team of officers and men posted in DITAC for their excellent performance and receiving this award. He assured that all out efforts are being made to further strengthen the DITAC.
  • The team from CID, while receiving the award, gave details about the DITAC and informed that it was established under the aegis of CID Haryana at Gurugram in collaboration with National Technical Research Organization (NTRO) at Gurugram. The MoU was signed in August 2016. With the personal efforts of CID Chief, Mr Anil Kumar Rao, the DITAC was established in a record time and was inaugurated by the Chief Minister, Haryana, on December 28, 2016.
  • This Centre is equipped with highly sophisticated tools and software. It has three wings namely Social media Monitoring Cell, Cyber Lab and Training Lab.
  • Chandigarh, Jan 15 – Crime Investigation Agency (CIA) of Haryana Police has seized 900 gram doda post from a person in Kalanwali area in district Sirsa.
  • While stating this here today, a spokesman of Police Department said that arrested accused was identified as Gurpreet Singh alias Gopi, a resident of gali number 8, Desu Road, Mandi Kalanwali.
  • Divulging the details, he said a CIA team during patrolling in Mandi Kalanwali area spotted a suspicious person who tried to flee away after seeing the police. The police team immediately nabbed the accused and when searched 900 gram doda post was recovered from his possession.
  • A case under NDPS Act was registered against the accused at Police Station, Kalanwali. He will be taken on remand by producing in the Court.
  • Chandigarh, Jan 15 – In Haryana, only certified, trained and licence holder sewermen would be authorised to enter sewers for cleaning and if any cleaner does not have required training or licence and he enters sewers then action would be initiated against him. 
  • The Haryana Chief Minister, Mr. Manohar Lal gave these directions to officers of Urban Local Bodies Department while presiding over review meeting of CM announcements related to the Department, today.
  • It was informed in the meeting that CCTV cameras would be installed at each district headquarters in cities with the assistance of Police Department which would be linked with command centre. The process of installation of CCTV cameras was under progress in Gurugram, Faridabad and Karnal, which are being made Smart Cities. A Command Centre is being established in Gurugram which would be connected with all CCTV cameras across the city. On this, the Chief Minister directed the officers to hold a meeting with officers of Police Department and get this work completed at earliest. Apart from this, he also directed the officers to adopt general norms for construction of community centres.
  • Mr. Manohar Lal also directed the officers to explore possibilities of a provision under which the unutilized funds for long time could either be taken back or utilized under different scheme. He directed the officers to accelerate the pace of development works being undertaken by the Department so that people would get facilitated.
  • It was informed in the meeting that 83 CM Announcements related to Urban Local Bodies Department were made from November, 2014 to December, 2017. He also reviewed the development projects being implemented in different cities across the state.

  • Chandigarh, Jan 15: Haryana Chief Minister Mr Manohar Lal said that ‘Meri Fasal Mera Byora’ is a mechanism for obtaining information from farmers to resolve all their problems with respect to their crops. The information would help the state in enhancing agriculture production, price support for crops and simplifying marketing and procurement process.
  • This was stated by the Chief Minister during his meeting with delegation of association of Arthiyas at his residence late evening, yesterday.
  • The Chief Minister assured the Arthiyas that ‘Meri Fasal Mera Byora’ scheme is not intended to adversely affect the trading business of Arthiyas. He also assured that the payments for procurement would be made through Arthiyas except in those cases where farmer himself opts to receive direct payment and Arthiya has no objection to release these payments directly to the farmers. The Chief Minister further assured that procurement of all crops would be made through Arthiyas and commission due for their procurement services would be made as per rules. The Chief Minister said that in case of purchase by Central agencies, the payment of commission due would be taken up with the Central Government for a favorable settlement.
  • The Chief Minister stated that during the upcoming Rabi procurement season, arrangement for mustard procurement would be made in all district headquarter mandis. Besides this, arrangements would be made in all such mandis where farmers would like to bring their mustard crop for sale.
  • The Chief Minister urged the delegation for making ‘Meri Fasal Mera Byora’ scheme successful during the upcoming Rabi procurement season. The Arthiyas association also gave assurance to the Chief Minister that they would stand by the Government and would support farmers during the procurement process of crops.
  • Chandigarh, Jan 15: The cooperative sugar mills in Haryana have so far produced over 10.91 lakh quintals of sugar by crushing 121.56 lakh quintals of sugarcane during the current crushing season.
  • While stating this here today, a spokesman of Haryana State Federation of Cooperative Sugar Mills said that the Cooperative Sugar Mill, Shahabad has produced a maximum of over 2.05 lakh quintals of sugar by crushing 21.96 lakh quintals of sugarcane. Cooperative Sugar Mill, Rohtak has produced over 1.71 lakh quintals of sugar by crushing 19.74 lakh quintals of sugarcane, followed by Cooperative Sugar Mill, Kaithal which has produced over 1.28 lakh quintals of sugar by crushing 13.90 lakh quintals of sugarcane and Cooperative Sugar Mill, Karnal, has produced over 1.16 quintals of sugar by crushing 12.59 lakh quintals of sugarcane.
  • Similarly, the Cooperative Sugar Mill, Meham has produced 1.03 lakh quintals of sugar by crushing 12.80 lakh quintals of sugarcane, Cooperative Sugar Mill, Gohana has produced  83,540 quintals of sugar by crushing 9.81 lakh quintals of sugarcane, Cooperative Sugar Mill, Palwal has produced 82,185 quintals of sugar by crushing 8.70 lakh quintals of sugarcane, Cooperative Sugar Mill, Panipat has produced 75,400 quintals of sugar by crushing 8.02 lakh quintals of sugarcane, and Cooperative Sugar Mill Sonipat has produced 31,750 quintals of sugar by crushing 3.85 lakh quintals of sugarcane.
  • Apart from this, HAFED Sugar Mill, Assandh has produced over 1.23 lakh quintals of sugar by crushing 14.34 lakh quintals of sugarcane.
  • He said that so far, the average rate of sugar recovery by the cooperative sugar mills has been registered as 9.41 per cent.
