  • Chandigarh January 23: Haryana Chief Minister, Mr Manohar Lal today directed the departments to ensure hundred per cent compliance on Business Reform Action Point (BRAP) - 2018 by January 31, 2019 so as to further improve the Ease of Doing Business (EODB) ranking in the Country, which is expected to be  out by March 2019. 
  • Mr Manohar Lal was presiding over the meeting to review the progress regarding implementation of Business Reform Action Plan-2018 here today.
  • As a result of industrial reforms, Haryana has made a considerable progress in terms of EODB ranking by climbing up from 14th spot to third position in the country in 2018, said the Chief Minister directing  the departments to gear up to achieve top slot in EODB ranking this year. He said that the departments who have not still achieved the hundred per cent compliance on Business Reform Action Point (BRAP) – 2018 should ensure the same by January 31. “I will again review the progress of departments in this regard on February 6 and by then the pending reform points should be covered by the Departments”, he added. This year there would  be 80 reform questions with weightage of 143 points.
  • He said that as this year, besides the compliance of reform questions, hundred per cent feedback of consumer getting various services of departments   would also form the base of ranking; the administrative secretaries should personally review the feedback and send the scrutinize list by end of January. 
  • It was informed that at the time of giving service through the portal of Haryana Enterprises Promotion Centre (HEPC), the consumers are asked to give feedback whether they are satisfied with the service delivery or not. All the Administrative Secretaries have been given user Ids and password through which they could personally review the feedback at their own level. In case, any consumer is found dissatisfied, the officers should reach him with improvement in the delivery system so as to further enhance the goodwill of the government at the ground level. 
  • Among those present in the meeting included Principal Secretary to Chief Minister Mr Rajesh Khullar, Additional Principal Secretary Mr V.Umashankar, Deputy Principal Secretary Mrs Ashima Brar, Additional Chief Secretary Revenue Mrs Keshni Anand Arora, Additional Chief Secretary Food, Civil Supplies and Consumer Affairs Mr Ram Niwas,  Additional Chief Secretary Excise and Taxation Mr Sanjeev Kaushal, Additional Chief Secretary Environment and  Climate Change Mrs Dheera Khandelwal, Additional Chief Secretary  Home Mr S.S Parsad, Additional Chief Secretary Industries Mr Devender Singh, Principal Secretary Labour and Employment Dr Mahavir Singh, Principal Secretary Urban Local Bodies Mr Anand Mohan Sharan and other senior officers of the State Government.
  • Chandigarh, Jan 23 – Haryana Chief Minister, Mr. Manohar Lal today visited Gurugram on a surprise inspection of various development works including Dwarka Expressway in Gurugram.
  • The Chief Minister along with administrative officers inspected the construction work of Dwarka Expressway, another alternative for connectivity between Delhi and Gurugram. He also reviewed the progress various development works in Gurugram today.
  • During the inspection, the Chief Minister was informed and shown the complete design of Dwarka Expressway project by the Project in-charge of L & T Infrastructure Engineering Limited, Mr Sarfaraz. He was informed that the expressway would be elevated and Clover Leaf would be made on National Highway-48, with which it get connected to the road going towards Sohna near Kherki Daula toll plaza. It would reduce the traffic pressure on NH-48.
  • The total length of the Expressway is 26 Km, out of which 17 Km falls in Gurugram district. The part of expressway falling in the district would be signal free and elevated. The present six-lane road of the expressway would be made 10 lane on ground level, by adding two service roads on both the sides. On this, 8-lane elevated highway would be constructed. The expressway would also be connected with Indira Gandhi International Airport. 
  • The construction work of this expressway has been initiated one month before by L & T Infrastructure Engineering Limited and the project would be completed in about two years. The Chief Minister congratulated the officers  for starting work of this expressway and said that its construction would provide relief to commuters from the traffic jam on NH-48 in Gurugram.
  • The Chief Minister said that the wall blocking the way connecting Dwarka expressway and NH-48, would be removed. He said that Kherki Daula Toll Plaza would also be shifted soon to a place identified for this.
  • During inspection, the Chief Minister also visited IFFCO Chowk and directed the concerned officers to remove the High Tension and Low Tension wires of electricity. The Deputy Commissioner, Mr Vinay Pratap Singh informed the Chief Minister that the work of shifting underground all kinds electricity wires, is in progress. For this, tunnel has been constructed and wires are being laid. After the activation of underground lines, the over head lines would be removed within one and a half month.
  • Chandigarh, Jan 23 – Haryana Development and Panchayats Minister, Mr. O.P. Dhankar said that from January 26, 2019 onwards, the village panchayats (excluding district Jind) would be able to carry out development works at their own level. The panchayats have been authorised to carry out any one important development work as per the need of the village concerned. With this, Haryana would be the first state where such power has been delegated to Gram Sabhas.
  • While addressing a press conference here today, Mr. Dhankar said that this is a historic decision. The Gram Sabhas would organise special meeting on January 26, on Republic Day and approve a work which would be in  true spirit of democracy to further  strengthen it. 
  • He said that except district Jind, where Model Code of Conduct is in force in view of bye-elections to the Jind Assembly Constituency, the Gram Sabhas of remaining districts would pass such proposals and the concerned District Development and Panchayat Officer would ensure forwarding them to the headquarters. He said that the Gram Sabha of a village with population up to three thousand would be able to approve project amounting up to Rs 15 lakh whereas gram sabha of village with population more than  three thousand  would be able to approve project amounting up to Rs 20 lakh. Since inception of Haryana, it is for the first time that Gram Sabhas have been authorized to carry out  such work. He said that there are 6,204 panchayats and this provision of budget for Gram Sabhas has been made for the first time.
  • Mr. Dhankar said that under the Tarun (Garvit) Programme, more than 10,000 youth have been acting as a link between gram panchayats and the government. He said that they would be honoured on February 14, 2019 at International Fruits and Vegetables Mandi, Ganaur. 
  • Replying to a question regarding pension to farmers, he said that the matter is under consideration with the government. He said that during last four years, the present State Government has taken the initiative of making farming risk-free and distributed compensation amounting to about Rs 3,640 crore. 
  • Those present on the occasion included Principal Secretary, Development and Panchayats Department, Mr. Sudhir Rajpal and other senior officers of the Department.
  • Chandigarh, Jan 23 – Haryana Special Task Force (STF) has arrested a dreaded sharpshooter and most wanted criminal, carrying a reward of Rs 75,000  from Agra in Uttar Pradesh.
  • Giving this information here today, a spokesman of Police Department said that arrested criminal was identified as Amit alias Chottu alias Sultan, a resident of village Soup in Baghpat, Uttar Pradesh. He was nabbed by a nine-member STF team led by Inspector Satish Deswal. Amit was involved in a number of criminal activities and was absconding for last nine years. 
  • He said that under the guidance of DIG STF, Mr Satheesh Balan, a special team led by Inspector Satish Deswal was formed to nab him. Acting on a tip-off, police team arrested the sharp shooter and most wanted criminal from Agra on January 22, 2018.
  • Further investigation is under process so that involvement in other cases could be unearthed.
  • The Director General of Police (DGP), Mr B. S. Sandhu appreciated DIG STF, Satheesh Balan and his entire team for intensifying efforts to nab most wanted criminals.
  • Chandigarh, Jan 23 – Haryana Health Minister, Mr Anil Vij said that so far, 3.75 lakh Golden Records have been generated under Ayushman Bharat Scheme in the State, out of which 94 per cent are Adhaar linked.
  • Mr Vij said that the State Government would engage the Common Service Centers (CSCs) to increase the number of Golden Records and would issue a colored and laminated copy of Golden Record. The agency would also hold awareness camps across the State.
  • He said that so far, about 4,900 patients have been registered under the scheme for treatment and the claims for about 3,900 patients have been generated by various hospitals. More than Rs. 4 crore has been released to the empanelled hospitals on account of claim payment.
  • In this regard, a meeting was also held under the Chairmanship of Additional Chief Secretary, Health Department, Mr. Rajiv Arora. Mr Arora informed during the meeting that under the scheme, 304 hospitals have been empanelled in the state, which included 215 private and 89 government hospitals. About 15.50 lakh families of the state are being provided medical benefits of up to Rs five lakh per year, under the scheme.
  • The meeting was attended by Deputy Chief Executive Officer (CEO), National Health Agency, Dr. Dinesh Arora, Mission Director, National Health Mission, Dr. Amneet P Kumar and CEO, Ayushman Bharat Haryana (AB-HHPA), Dr. Saket Kumar.
  • Chandigarh, Jan 23 – The 9th State Level Program will be organized on National Voters Day on January 25 in Ambala City, where Haryana Chief Secretary, Mr D.S. Dhesi will be the Chief Guest. On the occasion, Toll-Free number 1950 will be launched and vans for the demonstration and awareness of Electronic Voting Machines and Voter Verifiable Paper Audit Trail (VVPAT) will be flagged off.
  • While giving this information today, Chief Election Officer, Haryana, Mr Rajiv Ranjan said that the State-Level programme would be held in Ambala while in rest all districts the district level programme would be held on the occasion of National Voters Day.
  • He said that EVM or VVPAT Demonstration and Awareness Van, being sent to all the districts, would provide information about the working of these machines in every city, every village and every neighbourhood.
  • On January 25, National Voters Day would be celebrated at all the booths along with district headquarters by organizing programmes. On the occasion, those who would show good performance in quiz contest organised at state and district level would be honoured. On the day, the staff working in all departments would be administered  voters' oath, he added.
  • He said that the main aim of celebrating National Voters Day is to generate awareness among the youth who attained the age of 18 years, about the importance of the vote, so that they apply to make their voters' card to cast their vote. In a democratic set up, even a single vote matters a lot, so one must make their voters card to cast their vote.
  • Chandigarh, Jan 23: Haryana Academy of History and Culture, Kurukshetra  has decided to organise its 3rd Annual Conference and  also an exhibition “The Military Heritage of Haryana” on February 1 and February 2, 2019 at the campus of Kurukshetra University, Kurukshetra.
  • While giving details, Director, Haryana Academy of History and Culture, Prof.  Raghuvendra Tanwar  said that the conference would be presided over by Prof. K.C. Sharma, Vice Chancellor, Kurukshetra University, Kurukshetra. Prof.  Kapil Kapoor, Chairman, Indian Institute of Advanced Study, Shimla would be the chief guest and Mrs. Dheera Khandelwal, Additional Chief Secretary, Art and Cultural Affairs Department Haryana would be the guest of Honour. On this occasion Prof. Arvind P. Jamkhedkar, Chairman, Indian Council of Historical Research would deliver keynote address on “the Aryan Problem and Recent Evidences from Harappan Sites in Haryana and Punjab” and special lecture by Mr R.S. Verma, Former Chief Secretary, Haryana on “Emergence of the State of Haryana and its Development”  on  February 1.
  • Similarly, the exhibition “The Military Heritage of Haryana” would be inaugurated by Param Vir Chakra Awardees Sub.  Maj. Yogender Yadav, PVC and Sub. Sanjay Kumar,  PVC at Bhagwad Gita Sadan followed by an interactive session with these awardees. An exhibition “the Significance of Rakhigarhi” would also be organised on this occasion. The exhibition would be on display from 10:30 am on February 1 to 5 pm on February 2.
  • He said that on February 2, a Valedictory function would be organised with Prof. Vijay K. Kayat, Vice Chancellor, Chaudhary Devi Lal University, Sirsa as the Chief Guest followed by  Valedictory address on ‘Hindi Literature and its Contribution to Haryana’ by Prof. Lal Chand Gupt ‘Mangal’ of Department of Hindi, Kurukshetra University, Kurukshetra.
