  • Chandigarh, Feb 28–More than 80 per cent of Haryana is now Saksham or grade-level competent. After seven rounds of Saksham Ghoshna assessment, 68 more blocks have been announced Saksham in Hindi and Math, raising the total Saksham blocks to 94. As many as nine districts have become fully Saksham. 
  • Commending the effort, the Chief Minister, Mr. Manohar Lal, said that excellent work was being done under Saksham Haryana Project. The Saksham Blocks will be put to test again next year to ensure that they maintain their learning levels. These blocks will be honoured next week at functions to be organised in the districts, he added.
  • The Education Minister, Mr. Ram Bilas Sharma, congratulated the teachers and officers associated with Saksham Haryana Project to make the blocks Saksham and expressed the hope that they would continue to take significant steps for quality improvement of school education. It is a matter of pride for Haryana that NITI Aayog is also recognising our  learning levels so that other states can also improve theirs, he said.
  • Stating this here today, a spokesman of the School Education Department said that results of the Mega Round of Saksham Ghoshna, conducted on February 12, were announced yesterday. The state now aims to make the remaining 25 non-Saksham blocks Saksham besides sustaining the Saksham status of all the 94 blocks and improving the quality of education in secondary classes.
  • Giving details of the Mega Round, he said that more than 200 district and block education officers conducted rigorous meetings and more than 450 mentors were engaged in the exercise. About 28,000 school visits were conducted by mentors and monitors. On February 12, 1.9 lakh students from 4,700 schools gave the test which was smoothly conducted by about 6,000 invigilators. On the day of test, over 2,600 monitoring visits were conducted in more than 1,800 schools.
  • Until December, 2018, six rounds of Saksham Ghoshna had been conducted and 26 blocks were announced Saksham. It was announced in December that a mega round of Ghoshna will be conducted on February 12 for the remaining 94 blocks that have not been able to achieve Saksham status.
  • Throughout December, January and part of February, all non-Saksham blocks implemented block transformation plans containing academic and leadership interventions.
  • In order to make the blocks Saksham, the block, in co-ordination with the district, implemented several reforms. In this series, regular mentoring and monitoring visits were made to ensure Learning Enhancement Program compliance and regular pre-assessments.
  • Rigorous data analysis of practice assessments was conducted to ensure that all steps are targeted towards weak students, competencies and schools. Special visits were made during the Student Assessment Test (SAT) to ensure that no cheating took place. Deputy commissioner and sub-divisional magistrate-level review meetings were held to drive action on the field. Detailed micro-level planning was done for teaching students and regular reviews were done at the cluster level. Active participation of various branches of the Education Department such as DIET and DEO was also ensured, he added.
  • Saksham Haryana is a state-wide education transformation program going on for the last five years. It is being run from Saksham Haryana Cell set up in CM Office and School Education Department to improve the quality of education in schools.
  • The state aims to become Saksham once it has achieved grade level competencies for 80 per cent students in the state. For Haryana to become Saksham, all its districts needs to become Saksham and for a district to become Saksham, all its blocks need to become Saksham.
  • The spokesperson said that students of grade 3, 5 and 7 were assessed in language (Hindi) and Mathematics on a sample basis. A scientific sampling method is used to choose schools, which offer best representation of the rural, urban, boys, girls, primary and secondary schools. Based on the results of third party assessment, it is decided whether the block has actually become ‘Saksham’ or not, he added.
  • Chandigarh, Feb 28 – The Public hearing of the Annual Revenue Requirement (ARR) of Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN) in Haryana Electricity Regulatory Commission (HERC) has been completed in the office of HERC at Panchkula on February 22, 2019. HERC has expressed satisfaction over the work of both the power utilities.
  • Chairman-cum-Managing Director, UHBVN and DHBVN, Mr. Shatrujeet Kapur placed the full account of the power discoms in front of HERC. Under ‘Mhara Gaon, Jagmag Gaon’ scheme, 3,205 villages under 675 feeders are being supplied 24 hours power. All villages of districts Panchkula, Ambala, Gururgram, Faridabad, Sirsa and Fatehabad are being provided 24-hour power. ‘Mhara Gaon, Jagmag Gaon scheme’ has yielded encouraging results in Haryana. Apart from this, according to an agreement between the State Government and the Ministry of Power, under Uday (Ujwal DISCOM Assurance Yojana) scheme, concerted efforts have been made to reduce the overall technical and commercial deficit by the power discoms. The gross technical and commercial deficit was 30.02 percent in the year 2016-17, which was reduced to 20.29 percent in 2017-2018. During the year 2017-18, the power utilities achieved the financial changes two years before the target year and earned net profit of Rs 412.34 crore.
  • For the first time, the rate of electricity has been reduced by providing subsidy for domestic consumers, which has directly benefitted 41.5 lakh electricity consumers of the state, which is more than 90 percent of the total household consumers. With the introduction of various online payment methods, the number of digital transactions increased from 43.30 lakh in April, 2018 to 57.80 lakh in December, 2018. The implementation of another Smart Grid project in Gurugram is underway. This will benefit about 2.5 lakh consumers. Apart from this, Haryana Discoms have signed MoU with Energy Efficiency Service Limited in July, 2018 to install 10 lakh smart meters in the next three years.
  • The number of electricity consumers in the state has increased to over 64.80 lakh. More than 13 lakh new connections have so far been issued in the tenure of the present State Government. Besides, the electricity bill settlement scheme, which was being implemented for the last three months, defaulting amount of Rs 4,246 crore have been settled under the scheme.
  • The Finance Minister Capt Abhimanyu has also appreciated the functioning of the power discoms.
  • Chandigarh, Feb 28- Haryana Chief Minister, Mr Manohar Lal today dedicated eight development projects to the tune of over Rs 102.93 crore to the people of district Rewari.
  • The Chief Minister inaugurated five ambitious development projects to the tune of over Rs 95.10 crore and laid the foundation stone of three projects to the tune of over Rs7.82 crore. On the occasion, the Chief Minister inaugurated augmentation of Water Supply Scheme at the cost of Rs 6,785.81 lakh. With this project, better water supply would be provided to the people of 31 villages and three dhanis of Bawal assembly constituency. The Chief Minister also inaugurated 12.5 km long HDPE pipeline sewerage treatment plant from Bawal to Sahbi River at the cost of Rs 9.94 crore. He also inaugurated Primary Health Centre Constructed at the cost of over Rs 3.59 crore in village Bharawas and said that the State Government is working in the direction to provide better healthcare services to the general public. He also dedicated the Administrative Block constructed at the cost of Rs2.71 crore in Rao Birender Singh StateInstitute of Engineering and Technology, village Zainabad in Kosli assembly constituency and new college building at the cost of Rs 11crore in village Kanwali.
  • The Chief Minister, Mr Manohar Lal said that the State Government is committed to provide quality education to the students. Along with education, vocational courses should also be encouraged among students so as make them capable of employment after completing their education. Colleges are being established within the radius of 20 kms for higher education of girls.
  • He also laid the foundation stone of three big projects of Kosl assembly constituency. The projects included construction of V. R. Bridge 34.047 of JLN Canal and Nikhri Distributry, at the cost of Rs 94 lakh, sports stadium to be constructed at the cost of over Rs 2.38 crore in village Surheli and construction of building of Bhagat Phool Singh Regional Centre at the cost of Rs 4.50 crore, in Village Lula Ahir.

  • Chandigarh, Feb 28- Haryana Chief Electoral Officer, Mr Rajiv Ranjan said that media also plays a vital role in conducting elections in a free, fair and peaceful manner. Therefore, during the Model Code of Conduct, it is mandatory for the Print media and Electronic Media to abide by the rules and guidelines fixed by the Press Council of India and News Broadcasting Standards Authority (NBSA), respectively for advertising and broadcasting any news.
  • This was informed by Mr Ranjan during a workshop organised for media persons in connection with upcoming Lok Sabha Elections 2019, here today. Joint Chief Electoral Officer and Chairman of Media Certification and Monitoring Committee (MCMC) Dr. Inderjeet were also present in the workshop.
  • Mr Ranjan said that after the Model Code of Conduct would come into force, if any content is received from any candidate or political parties for printing and broadcasting then it would be mandatory for the print or electronic media institution to check whether the candidate or the political party has certification from Media Certification and Monitoring Committee.  He said that this MCMC has been set up at centre, state and district level and it is not mandatory for any candidate or political party to get the certification only of MCMC, Haryana. The candidates or political parties can also get the certificate of MCMC, Delhi which would also be valid in Haryana.
  • While giving information about the rules and regulations set by Press Council of India and NBSA, he said that during the Model Code of Conduct, the media should avoid broadcasting of communal, illegal, caste-related and anti-national news. For campaigning purpose, various types of publicity materials are printed by candidates and political parties. Thus, it is necessary to send the details of publicity material printed by Publisher and Printer to the concerned District Magistrate or Chief Electoral Officer.
  • He said that if any person publishes or propagates material in favour of a candidate or a political party, then, in that case, the media institution would have to check whether the person has taken consent of the candidate or the political party or not. If the publicity material is being printed and broadcasted with the consent of the candidate or the political party, then all the related expenses would be registered in the name of that candidate or political party. If such publicity is being done without the consent of a candidate or political party then strict action would be taken against that person.
  • He said that media should do fair and balanced reporting to provide true news to the citizens so that they don’t come under any kind of false influence. For the convenience of media persons during elections, he said that the Presiding Officers have been instructed that except for polling room, the media persons who have the card from Election Commission of India, are allowed for coverage of polling station.    
  • He said that this time, VVPAT machines are being used for voters. In this, after casting a vote, the voter can see his vote on VVPATs’ screen for seven seconds.

  • Chandigarh, Feb 28- Haryana Governor, Mr Satyadeo Narain Arya said that there is immense possibilities of new inventions and research in the field of agriculture sector in Haryana, thus the scientists are required to lay more focus on this area.
  • The Governor was addressing the gathering after conferring Haryana Vigyan Ratna Award and Haryana Yuva Vigyan Ratna Award on scientists during a function organised on the occasion of National Science Day by Department of Science and Technology here today.
  • In this function, the scientists were honoured for doing notable work in the field of Science and Technology. During the function, Dr Rajender Singh Verma was conferred with Haryana Vigyan Ratna Award and Dr Sanjeev Kumar and Dr Poonam Arora were conferred with Haryana Yuva Vigyan Ratna Award for the year 2017. Similarly, Dr Bakshi Ram was conferred with Haryana Vigyan Ratna Award and Dr Surender Singh and Dr Rajender Singh were conferred with Haryana Yuva Vigyan Ratna Award for the year 2018.
  • Mr Arya said that in order to promote science in Haryana, the State Government has initiated many schemes and awards. Students participating in various national and international competitions are honoured and students, who win medal at International Science Olympiad, are being given cash prize of Lakhs of Rupees. Apart from this, incentive money of up to Rs 6,000 per month is being given to encourage meritorious students of science education. Similarly, the students engaged in research works in different universities are also being given Rs 21,000 as fellowship.
  • Mr Arya said that the Former Prime Minister, late Mr Atal Bihari Vajpayee ji gave the slogan Jai Jawan, Jai Kisan, Jai Vigyan. He said that Haryana’s daughter, Kalpana Chawla reached the space and made the state and the country proud in the world. He said that nobel laureates, C V Raman, Dr Hargobind Khurana, Subrahmanyan Chandrasekhar and Venkatraman Ramakrishna made the country proud in the field of Science. National Science Day is celebrated in India every year on February 28, to mark the discovery of the Raman effect by Indian physicist Sir C V Raman.
  • The Governor congratulated all the scientists who received the award and said that besides new research and innovations in the field of Science, the younger generation should also be inspired and encourage towards Science.
  • Haryana Chief Secretary, Mr D.S.Dhesi said that Haryana has created a special identity for itself in the field of Science. Although new researches have been carried out in various areas, due to encouragement from the state government but the problem of pollution still remains a challenge. To overcome this challenge, the scientist would have to work more in this area and for this, the state government is completely with them.

  • Chandigarh, Feb 28 – In yet another crackdown on drug peddlers, Haryana Police have seized 70,200 banned medicines worth Rs 8 lakh approximately in the international market and 160 gram opium in district Sirsa. Police has also arrested two persons who were in possession of the prohibited drugs in the district.
  • While stating this here today, a spokesman of Police Department said that on getting specific information about smuggling of banned medicine, a team of Crime Investigation Agency had put barricades near Ding mor, Sirsa and signaled a car coming from Fatehabad side to stop. When searched, 351 boxes having a total of 70,200 tablets of Tramadol, a prohibited pharma drug, were recovered from the vehicle.
  • The arrested accused was identified as Amandeep, a resident of Ding mandi. Initial inquiry revealed that these intoxicant tablets were to be supplied in Ding, Sirsa and Badagudha areas. The accused would be taken on remand by producing in the court so that involvement of others could be unearthed.
  • In another incident, a team of Crime Investigation Agency had also arrested a person carrying 160 gram opium from Sirsa bus stand area. The arrested accused was identified as Sujeet Kumar, a resident of Gaya in Bihar.
  • He said that Police also enquiring about the name of suppliers from the accused and efforts were being made to nab them. Cases under NDPS Act have been registered against them and further investigation was on, he added.
  • Chandigarh, Feb 28- Haryana Government has nominated Mr Ashok Bhandari, Mr Gurpreet Bhindar, Mr Sachin Saini, Ms Soniya Pandit, Mr Sudhir Yadav, Mr Jitender Sharma, Mr Vijay Singla and Mr Gaje Singh Saini as non-official members of the District Grievances Redressal Committee (DGRC), Karnal, with immediate effect.

  • Chandigarh, Feb 28 – Haryana Agriculture and Farmers’ Welfare Minister, Mr. O.P. Dhankar has appealed to the farmers to apply for availing subsidy on agriculture equipment for crop stubble management under Sub-Mission on Agriculture Mechanisation (SMAM) for the year 2018-19, from March 1 to 7, 2019.
  • The Agriculture Minister said that this year, the farmers of Haryana have worked well as compared to other states for crop stubble management. Now, instead of burning crop stubble in their farms, the farmers have making utilizing it for generating other forms of energy and using it in fields as manure. This work was appreciated by the President of India, Mr. Ram Nath Kovind during Agri Leadership Summit organised recently at Ganaur. For this, the farmers of Haryana deserve high appreciation, he added.
  • He said that the Department has been providing up to 80 per cent subsidy on agriculture equipment such as DSR multi crop planter, reaper binder, paddy transplanter, straw baler, hay rake and tractor.

  • Chandigarh, Feb 28: The cooperative sugar mills in Haryana have so far produced over 21.51 lakh quintals of sugar by crushing 226.23 lakh quintals of sugarcane during the current crushing season.
  • While stating this here today, a spokesman of Haryana State Federation of Cooperative Sugar Mills said that the Cooperative Sugar Mill, Shahabad has produced a maximum of over 4.15 lakh quintals of sugar by crushing 42.04 lakh quintals of sugarcane. Cooperative Sugar Mill, Rohtak has produced over 3.09 lakh quintals of sugar by crushing 33.95 lakh quintals of sugarcane, followed by Cooperative Sugar Mill, Kaithal which has produced over 2.43 lakh quintals of sugar by crushing 25.18 lakh quintals of sugarcane and Cooperative Sugar Mill, Karnal, has produced over 2.03 lakh quintals of sugar by crushing 21.30 lakh quintals of sugarcane.
  • Similarly, the Cooperative Sugar Mill, Meham has produced over 2.01 lakh quintals of sugar by crushing 22.76 lakh quintals of sugarcane, Cooperative Sugar Mill, Gohana has produced over 1.95 lakh quintals of sugar by crushing 20.83 lakh quintals of sugarcane, Cooperative Sugar Mill, Jind has produced over 1.72 lakh quintals of sugar by crushing 17.63 lakh quintals of sugarcane, Cooperative Sugar Mill, Palwal has produced over 1.53 lakh quintals of sugar by crushing 15.79 lakh quintals of sugarcane, Cooperative Sugar Mill, Panipat has produced 1.48 lakh quintals of sugar by crushing 15.12 lakh quintals of sugarcane, and Cooperative Sugar Mill Sonipat has produced 1.08 lakh quintals of sugar by crushing 11.63 lakh quintals of sugarcane.
  • Apart from this, HAFED Sugar Mill, Assandh has produced over 2.33 lakh quintals of sugar by crushing 25.18 lakh quintals of sugarcane.
  • He said that so far, the average rate of sugar recovery by the cooperative sugar mills has been registered as 9.75 per cent.
