  • Chandigarh March 3: Haryana Government has issued transfer and posting orders of nine IAS officers and one HCS officer with immediate effect.
  • Mr Amit Jha, Additional Chief Secretary Medical Education and Research, Advisor Haryana Saraswati Heritage Board and Additional Chief Secretary Science and Technology Department has been posted as Additional Chief Secretary Sports and Youth Affairs Department and Advisor Haryana Saraswati Heritage Board.
  • Mr Siddhi Nath Roy, Additional Chief Secretary Forests and Wild Life Department has been given additional charge of Additional Chief Secretary Food, Civil Supplies and Consumer Affairs Department.
  • Mr Rajeev Arora, Chief Resident Commissioner, Haryana Bhawan, New Delhi and Additional Chief Secretary Health and Family Welfare Department has been given additional charge of Medical Education and Research Department.

  • Chandigarh March 3: Haryana Government has appointed Mr Yadvinder Singh Sandhu, resident of Sardar Kulbir Singh Marg, NIT, Faridabad as Chairman, Haryana Yuva Aayog with immediate effect.
  • It is worth mentioning that State Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here recently, approved the Haryana State Youth Policy with an aim to empower the youth of the state to achieve their full potential to facilitate all round development of the society. The policy aims at addressing the age-bracket of 15 to 29 years with a view to have more focused approach which is in line with the definition of youth provided in the National Youth Policy.
  • The objectives of the policy are to create productive work force that can make a sustainable contribution to the state’s and India’s economic development. It also aims to develop a strong and healthy generation equipped to take on future challenges. The policy will instil social values and promote community service to build national ownership. It will facilitate participation and civic engagement at all levels of governance. It will also support youth at risk and create equitable opportunity for all disadvantaged and marginalised youth.
  • Chandigarh March 3: While adding a yet another chapter in the history of development of State, Haryana Chief Minister, Mr  Manohar  Lal inaugurated and laid the foundation stone of 211 development projects of different departments costing Rs 4106 crore simultaneously in all districts of the  State through video conferencing here today. These included inauguration of 63 projects at a cost of Rs 408 crore and foundation stone of 148 projects at a cost of Rs 3,698 crore.
  • On the occasion of World Wildlife Day today, the Chief Minister urged the people to take resolve for the conservation and protection of wildlife resources. He also greeted the people of the State on the auspicious occasion of Mahashivratri on March 4. 
  • Congratulating the Ministers, MLAs, Officers and people present in their respective districts on this occasion, Mr Manohar Lal said that inauguration and laying foundation stone of development projects in such a large number and that too in a single day would usher a new era of development in the State. He said that earlier also, he had laid foundation stone of 22 government college’s simultaneously in different districts of the State through video conferencing which was a huge step. Now, taking a step further, today he dedicated several development projects to the people which would prove to be a milestone in ensuring uniform development of the State, he added.
  • The Chief Minister said that the present State Government has also set a new record in terms of Chief Minister (CM) announcements. Quoting figures in support of his claim, he said that during the tenure of four-and-a-half year of present government so far, he has made 7,916 announcements pertaining to various development works according to the area requirement. Contrary to this, only 6500 CM announcements were made during ten years tenure of previous Congress government in the State.  He urged the Secretaries to complete the ongoing work of CM announcements of their departments at the earliest so that the pace of development in the State could be further accelerated. He assured that there is no dearth of fund with the State Government for the development works.
  • Mr Manohar Lal said that lot of development has taken place so far in the State and this pace would continue in future also. The State Government has taken steps to further strengthen the Panchayati Raj Instiitutions (PRIs) in the State and decided to get  small works done through gram panchayats, panchayat samitis and zila parishads so as to empower them and to ensure that the government  could concentrate more on big development projects. The setting up of  Inter District Council  for decentralization of powers at local level is also a another big step in this direction, he said adding that the government also plans to introduce an audit system at the local level to ensure more transparency in the implantation of various development projects of the government.
  • He said that apart from the development, the State Government has made several schemes for the progress and prosperity of farmers, poor and labourers. To ensure that the people get the benefit of various schemes of State and Centre Government under one roof, Saral Kendras and Antyodaya Kendras have been established at Sub Division and Block level and at district headquarters. Apart from this, these services could also be availed at village level through Common Service Centres, said the Chief Minister. 
  • Haryana Chief Minister, Mr Manohar Lal  said that the Prime Minister, Mr Narendra Modi will launch a new scheme namely Pradhan Mantri Shramyogi Maandhan Yojana on March 5, 2019.
  • He said that all eligible beneficiaries under the scheme could get their registration done in the Common Service Centres.   He said that under this scheme, the beneficiary would have to contribute monthly premium of only Rs 55 or Rs 200 and they would be entitled for monthly pension of Rs 3000 after the age of 60 years. He said that this premium would be deposited in the month of June 2019 from the pension of Rs 500 to be given under the Mukhyamnatri Parivar Samridhi Yojana started by the State Government recently under this scheme. For this, the work to prepare Parivar Pehchan Patra (Family IDs) in the state is in progress.
  • The Chief Minister said that the State Government has prepared a new scheme for the small and marginal farmers of the State on the lines of the Pradhan Mantri Kisan Samman Nidhi Yojana of the centre government. Under this scheme, annual financial assistance of Rs 6000 would be provided to the small and marginal farmers of the State, he added.

  • Chandigarh, March 3---Sampla block of Rohtak district has been declared Saksham+ (i.e. more than 80% students in government schools of sampla are grade level competent in English). This is a result of the effort being put in by the department, district administration and district education department in Saksham Haryana initiative. Four more blocks in the districts of Charkhi Dadri, Jhajjar, and Mahendragarh have also been declared Near Saksham+ (i.e. they are close to getting the Saksham+ tag). Saksham+ denotes students’ grade level competence in English language also, in addition to Hindi and Maths.
  • Disclosing this here today, the Chief Minister, Mr Manohar Lal, said that more than 80 per cent of Sampla is now grade level competent in English language. It may be recalled that as many as 94 blocks were declared Saksham last week which means grade level competence of students in Hindi and Maths.
  • First Saksham+ assessment was held in February, 2019. On the basis of nomination and preparedness, five Saksham blocks were assessed in the first Saksham+ Assessment. These are Baund Kalan (District Charkhi Dadri), Beri and Matan Hail (District Jhajjar), Ateli (District Mahendragarh) and Sampla (District Rohtak).
  • Explaining what led to the creation of Saksham+ initiative, the Chief Minister said when two blocks from Jhajjar and Mahendragarh were first declared Saksham, need was felt to lend more to the momentum built in the blocks.  Thus, Saksham+ initiative was launched to build students’ grade level competence in English language.
  • This initiative witnessed unprecedented interest in the largely ignored English language, and a plethora of proactively taken innovative block-level interventions.
  • Mr Manohar Lal said Saksham+ Programme resulted in remarkable camaraderie in the first few ‘Saksham Blocks’ of the state from Charkhi Dadri, Jhajjar, Mahendragarh and Rohtak. The discourse in these blocks centered around purely academic matters such as chapter-wise competencies  and outcomes did not remain inside schools, with respective district administration engaged in driving learning level outcomes of English language with exceptional investment.
  • Saksham+ initiative involves creation of block-level practice papers, which are shared across districts; monthly and weekly action plans along with Saksham+ Master Plan; and mapping of all English language competencies for classes 3, 5, 7.
  • Baseline and midline assessments are held at block level along with practice tests. Mentors are trained and deployed at block level.  Many noteworthy practices emerged from blocks which enabled systematic peer-learning. These are:
  • Charkhi Dadri: Cluster-centric activities with workshops on competency mapping and engaging PGT teachers as ‘cluster leaders’ to hand-hold their respective clusters.
  • Jhajjar: Core block-level interventions were centered around teacher empowerment, ranging from utilising online resources like YouTube and Inguru App to focusing on professional development and career counselling for teachers.
  • Mahendragarh: Focus on driving positive reinforcement activities, with continuous recognition of good work and engaging young B.Ed students as interns to make the teaching-learning methods of English language more interesting.
  • Rohtak: Student-centric activities such as student-wise registers and English newspaper reading in the schools’ morning assemblies were driven diligently throughout the course of preparation.

  • Mr Amit Pawar, DIPRO, Charkhi Dadri  has  been given the charge of DIPRO, Hisar vice Mrs Paru Lata DIPRO, who has proceeded on Child Care Leave (CCL),  and her posting orders will be issued on her joining after availing leave.  
  • Mr Surender Verma, DIPRO Sirsa has been transferred to Chandigarh headquarter against a vacant post. Mr Rakesh Kumar AIPRO, Panchkula has been transferred to Chandigarh headquarter vice Mr Hardeep Singh AIPRO, who will also look after the work of DIPRO, Panchkula, in addition till the posting of regular arrangements.
