Chandigarh January 26: On the occasion of 71st Republic Day today, Haryana Chief Minister, Mr. Manohar Lal created history when he distributed the title deed of properties to the villagers of Sirsi village in district Karnal after declaring the village free from Lal Dora. Village Sirsi in district Karnal is the first village of the Country which has been declared free from Lal Dora. He also announced to give grant of more than Rs 1 crore for the development of the village.
While addressing the gathering, the Chief Minister said that under this scheme, initially five villages of every district of the State would be surveyed and would be declared free from Lal Dora. Apart from this, drone mapping of urban areas of Karnal, Jind and Sonipat would also be conducted.
On this occasion, the Chief Minister launched “Mukhya Mantri Parivar Samridhi Yojna” and also distributed Parivar Pehchan Patra to the villagers. Deputy Chief Minister, Mr Dushyan Chautala was also present on this occasion.
He said that the State Government is working on a number of schemes for the villagers with an objective of resolving various land related issues. He said that in the next 5 years, all the three and four Karam roads leading to the fields would be made Pucca. In the same series, 20 per cent of the roads would be paved every year. Similarly, the Government has prepared a blueprint for putting an end to the quarrels of taksim in the Sanjhi Khevat. By making it mandatory, about 40,000 pending cases of khevat would be dealt with in the next six months. He said that in the coming time all the records of the land would be digitized in web-HALRIS of the Revene Department. The power of remand in Revenue which was continued for the last 30-40 years has also been eliminated, he added. He said that for bringing an end to corruption a system of e-panchayat would be implemented and its audit would also be conducted.
The Chief Minister said that under the “Mukhya Mantri Parivar Samridhi Yojna”, a target has been set to benefit 20 lakh families by March 31. This scheme would make the person, family; state and country prosper. He said that through this scheme, the people would get the benefit of all the schemes being run by the government for the villagers. Similarly, person whose Family Identity Cards are not prepared, they could get the same prepared at their respective Common Service Centre (CSC) or Atal Seva Kendra.
While giving details of all the schemes to the villagers, he said that the name of the newborn as well as the married woman could be added to the family identity card and the name of a family member could also be removed after the death. The family whose annual income is less than Rs 1 .80 lakh would get the benefit of all government schemes like BPL. A person who has completed 60 years of age would become a beneficiary for the social security pension and the future of the family would be secured. The state government has also set up a separate Citizen Resources Information Department for the implementation of this scheme, he added.
On this occasion, Mr Manohar Lal approved development works worth about Rs 1 .28 crore on the demand of the village sarpanch Aasna. He also distributed 'Family Identity Card' cards to 20 persons of Sirsi village. He also appreciated the officials of Revenue Department and Panchayat Department for completing such historic work of the country in just two months. He honoured the entire team of officials by cash award of Rs one lakh and appreciating letter.
Greeting the villagers on the occasion of 71st Republic Day, Deputy Chief Minister, Mr Dushyant Chautala said that Sirsi is the first village not only in the State but in the country in which the title deed has been given to the villagers by abolishing the age old practice of the British era. This facility has become a model of rural area, he added.
He said that like Sirsi village, digitization of 110 gram panchayats of the state would be done in the next 2-3 months. He said that on Republic Day today, a decision has been taken that on the first Tuesday of the month, officers and employees from SDM to Kanungo-Patwari of Revenue Department would solve the problems related to the land of the people of the village.
Principal Secretary Development and Panchayats Mr Sudhir Rajpal and Additional Principal Secretary to Chief Minister Mr V. Umashankar also spoke on this occasion.
