Chandigarh October 1: While fulfilling the announcement made by Haryana Chief Minister, Mr Manohar Lal during the first meeting of Inter District Council held at Panchkula on August 30, 2018 that the same officer would be entrusted with the charges of both Chief Executive Officer (CEO), District Rural Development Agency (DRDA) and CEO, Zila Parishad in every district , the Haryana Government today reallocated there charges in respect of 21 districts to the IAS and HCS officers with immediate effect.

  • Chandigarh, October 1 ; Haryana Government has enhanced the social security pension for the people of the State by Rs. 200 per month.
  • While giving this information, Haryana Finance Minister, Capt. Abhimanyu said as per the instructions of the Chief Minister, Mr Manohar Lal, all the social security pensions have been enhanced by Rs. 200 per month. This enhancement would be effective from November, 2018. With this increase, the beneficiaries under all the social security pensions schemes will get the benefit of Rs. 207 crore annually.
  • The Finance Minister said that the present Government is moving forward in a fast pace towards fulfilling all its promises in the interest of the people of the state. In this series, by enhancing pension under various other categories including the elderly pension to Rs. 2000 per month, the present Government has fulfilled a big promise of the election manifesto today. So far these categories were getting monthly pension of Rs 1800. He said that from November 1, Widow and Destitute Women Pension, Disability pension, Ladli Social Security allowance, dwarf allowance and eunuchs allowance has also been increased from Rs. 1800 to Rs. 2000. He said that from now, the destitute children will get Rs. 1100 instead of Rs. 900 and children with disability who are not able to attend the school would get Rs. 1400 instead of Rs. 1200 earlier.
  • Capt. Abhimanyu said that at present, there are total 15,13,602 beneficiaries of old age pension, 6,73,629 beneficiaries of Widow and Destitute Women Pension and 1,53,789 beneficiaries of Disability pension scheme in Haryana. Similarly, beneficiaries under Ladli Social Security allowance are 33,907 and under destitute children allowance are 2,11,403 and 9800 beneficiaries under other categories, he added.
  • Chandigarh, Oct 1 ; Haryana Director General of Police, Mr B.S. Sandhu on Monday has directed all the police units to give full respect and honour to the serving soldiers, ex-servicemen and their family members coming to their offices or police stations/police posts and attend to their grievances promptly.
  • Directing all the police units including Range ADGPs/IGs, Commissioners of Police, Deputy Commissioners of Police and district Superintendent of Police, Mr Sandhu instructed them to give full respect and honour to them whenever they visit to their offices and police stations or police posts for any kind of grievances. Besides, efforts should be made to resolve their concerns by listening carefully to their grievances to further maintain trust and confidence of people’s in police.
  • Giving further details, Additional Director General of Police, Law and Order, Mohd. Akil said that all the Police units in the State have been directed to ensure that serving soldiers, ex-servicemen and their family members should be treated politely and respectfully whenever they make a visit to their offices or any police station/police post. Their grievances should be listened carefully and prompt action should be taken to redress them.
  • Mr Akil said that it had also been instructed to maintain a separate register about grievances of serving soldiers, ex-servicemen and their family members and regularly review the progress of the same and also try to resolve them. The subordinate officers and officials in all police units should also be informed to strictly adhered to these instructions, he added.
  • Chandigarh, Oct 1 ; Haryana has become the first state to provide more than 400 services and schemes on a single platform and across all citizen touchpoints including district HQ, subdivision and tehsil level centers. Impressed with this achievement of the state, there has been increasing interest in Antyodaya Saral model in multiple states across the country.
  • This was informed in the meeting of Chief Minister’s Good Governance Associates held under the chairmanship of Chief Minister, Mr. Manohar Lal, here late evening yesterday. Finance Minister, Capt. Abhimanyu and Additional Principal Secretary to Chief Minister, Dr. Rakesh Gupta were also present in the meeting.
  • The Chief Minister said that these are online facility centres which have been established to reduce departmental walk-ins. The aim is to deliver all services and schemes to people under one roof so that they may not have to visit different departments for different works. Everything will be online so that people can also check the status of their applications.
  • It was informed that these schemes and services are on one online platform with five features including online application, online status tracking, proactive status SMSs, Review Dashboard and Notifications to officials. As many as 79 Kendras out of total 115 are already operational and the remaining would also be ready by the year end. These are state of the art centers with best in class infrastructure and technology used for citizen comfort and experience.
  • Some innovative measures have been adopted to further streamline service delivery experience of citizens. In this direction, soft skills training were imparted to operators to improve citizen operator interaction and awareness camps were organized with sarpanches to increase awareness about Antyodaya Bhawan.
  • It was informed that Digital Haryana workshops were organized in all districts of the state to ensure effective implementation of Antyodaya Saral and Harpath schemes. During workshops, more than 30 kendras were visited and interacted with more than 1,500 officials.
  • About three lakh citizens have applied through this new system. The average monthly footfall in Saral Kendra at headquarters level is 3,975 whereas it is 1,422 in Antyodaya Saral Kendra at Sub Division Level. Similarly, the average monthly footfall in Antyodaya Saral Kendra at Tehsil Level is 560 and 720 in Antyodaya Bhawan at headquarters level.
  • It was informed that government officials can see their performance on the simple Antyodaya Saral dashboard. On this, the Chief Minister directed to give access of this dashboard to all officials in CM office, Ministers, Administrative Secretaries and Heads of Departments so that whatever action is being taken would be visible to everyone.
  • Giving details about Harpath, it was informed that a three phase roadmap has been laid out for achieving the status of ‘Pothole free’ Haryana. Under phase-I, target has been set that all districts and departments would attain a four-star rating by October 31. Under Phase-II, all four-star rated districts would deploy ‘Saksham Yuvas’ and department personnel to conduct a road scan and file complaints on Harpath by December 25. Similarly under Phase-III, all districts would conduct an IEC campaign with the mission to declare Haryana Pothole Free by January 2019. More than 23,000 complaints were received on Harpath of which 70 per cent have been redressed. These included 11,654 complaints pertaining to ULB Department, 7313 complaints of PWD department, 4,333 of Haryana State Agricultural Marketing Board and 538 of Haryana Shehri Vikas Pradhikaran.
  • The Chief Minister directed to bring the complaints on map so that people would be able to know where maximum number of complaints is coming from. Colour coding could be used to signify the pending complaints and resolved complaints so that people will know that how many complaints have been resolved within time.
  • Saksham Haryana was also discussed in the meeting and it was informed that 18 blocks have been declared Saksham after four rounds and 16 are near Saksham. A target has been set to bring 80 per cent children to grade level competency in Hindi and Maths by 2019.
  • The Chief Minister directed that the government schools with less number of students should be shifted to the nearby private schools. This would reduce the resistance level. For this purpose, a category level should be decided so that expenditure of poor students would be borne by the State Government.
  • Under the Rural Works Monitoring System, it was informed that e-Governance Puraskars would be given to three Gram Panchayats each at district level and state level. These awards would be given on Good Governance Day on December 25, 2018.
  • It was also informed that the building and hardware fabrication of Haryana 100 would be got completed by January 2019. Thereafter, the programme would be launched in April 2019.
  • Under Jagriti Yojana, ‘Safe Gaadi Programme’ was launched for sensitization training of bus drivers and conductors in the state. Haryana has become the first state to conduct extensive gender based programme for promoting safer public transport. A target has been set to train 11,000 roadways drivers and conductors from November, 2018 to June 2019.
  • Under the Aspirational District Nuh programme, ‘Balika Shiksha Vahini’ have been launched in Nuh to ensure safe transportation for girls.
  • Under the ‘Shivdham Navinikaran Yojana’, the Chief Minister directed to speed up the work of construction of boundary walls and pavement of path up to all cremation grounds and graveyards. He directed the officers to take assistance of NGO’s and social organizations in getting this work completed at the earliest. He also suggested ensuring people’s participation and CSR initiatives in this work.
  • A detailed roadmap to turnaround Haryana Roadways was also presented. Roadways incurred a loss of about 680 crores last year and vision of Haryana Chief Minister, Mr Manohar Lal and Finance Minister, Capt Abhimanyu is to turn this around quickly. A strategy was discussed in detail and work on this will start soon.
  • During the 4-hour long meeting, the CMGGAs also talked about their experiences in the district and how they are working towards the mission of good governance in Haryana.
  • Chandigarh, October 1; With a view to increase the food grains production in Haryana for the year 2018-19 under National Food Security Mission, the State would also lay emphasis on increasing the productivity of coarse cereals Bajra and Jawar, commercial crops such as sugarcane and cotton, pulses, oilseeds along with Wheat.
  • This was informed in the Executive Committee meeting of State Food Security Mission held here today under the chairmanship of Chief Secretary, Mr D.S. Dhesi. An action plan amounting to Rs. 40 crore has also been approved in this meeting for the year 2018-19.
  • Mr Dhesi directed the officers to organize special campaigns for promoting the better agricultural practices and technologies in the fields so that the farmers get motivated by the best varieties of the seeds and can contribute in achieving the objectives of State and National Food Security Mission.
  • He also said that the Irrigation department and the Agriculture and Farmers Welfare department should work with better coordination towards spreading the awareness about the schemes being implemented under the mission, so as to benefit the farmers collectively.
  • It was apprised during the meeting that under the State Food Security Mission in Haryana, the total productivity of wheat has increased by 7.76 quintals per hectare and production has increased by 3.82 lakh tonnes during the last ten years.
  • Chandigarh, October 1; Haryana Government has decided to constitute 40 mandi level Grievances Redressal Committees for procurement of Bajra under Bhawantar Bharpayee Scheme during Kharif Marketing season 2018-19 under the chairmanship of IAS or HCS officers concerned.
  • While stating this here today, an official spokesman said that the Committee would redress the grievances of the farmers in case of any dispute regarding specifications, payments and any other procurement related issues and would ensure smooth procurement of Bajra as per the policy guidelines issued by the Food, Civil Supplies and Consumer Affairs Department.
  • He said that the officers would remain deputed for the period from October 1, 2018 to November 15, 2018. He said that the other members of the Committee would be Senior Officer of Agriculture Department, Secretary or Assistant Secretary of the Market Committee of the mandi and one representative from the procurement agencies, Food Department not below the rank of Manager orAssistant Food Supplies Officer.

  • Chandigarh October 1: Haryana Government has decided to organize the State Level function of Wildlife Week Celebration, 2018 at Masani Barrage in district Rewari on October 5, 2018. The Wildlife Week is celebrated in the first week of October every year to sensitize the society about importance for existence of wildlife.
  • While stating this here today, a spokesman of Forests and Wildlife Department said that Rao Narbir Singh, Forests and Wildlife Minister would be the Chief Guest on this occasion. While Minister of State for Forests and Wildlife Mr Karan Dev Kamboj would preside over the function, Minister of State for Public Health Engineering Dr Banwari Lal would be the special guest.
  • The spokesman said that the State Government is contemplating to develop the site of Masani Barrage as Golden Jubilee Nature and Zoological Park. He said that about two lakh domestic and international tourists visit the Delhi National Capital Region (NCR) and it is expected that upon the development of Masani Barrage as Nature and Zoological Park about 20 lakh tourists would visit Masani Barrage Park annually. Besides the development of Golden Jubilee Nature and Zoological Park, various facilities have been planned for this purpose which included demonstration ofagroforestrymodels for arid and semi-arid regions, development of farm tourism facilities and development of lake and water body for birds.
  • He said that the Masani Barrage is located about 60 kilometers from Dhaula Kuan in Delhi and 40 kilometers from Gurugram on the Gurugram-Jaipur National Highway. Masani Barrage was constructed by Haryana Irrigation Department on Sabi river during late 1970s near Dharuhera in district Rewari at National Highway No. 8. It is located on the Golden Triangle map of India connecting Delhi-Agra-Jaipur-Masani-Delhi.
  • He said that Forests and Wildlife Department in collaboration with Earthwatch, an NGO, has imparted training to the local villagers situated around Bhindawas Wetland on use of water hyacinth in handicrafts. The water hyacinth (Jalkumbhi) has become an obnoxious weed and thus menace in management of Wetlands including Sultanpur National Park and Bhindawas in district Jhajjar.
  • He said on this occasion Rao Narbir Singh would interact with the local village women and peruse the stall of handicrafts items manufactured by village women. He would also release a flier on birds of Bhindawas prepared by Forests and Wildlife Department in collaboration with NGO Earthwatch. Apart from this, quiz and painting competitions with the theme of Wildlife would also be organized to develop the younger generation specially the school children of different age groups as future leaders in the field of wildlife week celebration. The winners of such competition at the district level would also be felicitated by the Minister, he added.
  • Chandigarh, October 1 ; Haryana Government has decided to grant Class II jobsto those dependents or family members of deceased martyrs or battlecasualty in such cases where martyrs or battle casualty was ClassI or Class II officer.
  • While stating this here today, an official spokesman said that earliercompassionate assistance by way of appointment on compassionate groundsin the feeder cadre inClass-III and IV posts to one eligible livingspouse or dependent children of Martyr of Armed Forces Personnel and ParaMilitary Forces Personnel,was granted to the bereaved familyin addition to other financialbenefitswho was domicile of Haryana and killed in actionin border skirmishes, terrorists attacks or riots.
  • He said that earlier the compassionateappointment was made only in respect of feeder cadre in ClassIII and IV posts. Government has now decided that theeligible family members would be considered for directrecruitment in Class II, III or IV posts, as the case may be,keeping in view their educational qualifications, eligibilitycriteria and provisions as laid down in the recruitmentrules for the concerned post. However, the applicant wouldbe eligible for getting a Class II job only in such caseswhere martyr or battle casualty was Class I or Class IIofficer.
  • He said that the other conditions, for grant ofcompassionate assistance by way of appointment on compassionategrounds, in Class II, III and IV posts, includedthat consideration would be made in respect of one eligiblefamily member of bonafide domicile martyr or battle casualtyof Haryana andeligible family member as defined in the policy for grant ofcompassionate assistance by way of appointment on compassionategrounds in Class II, III & IV posts would be dependent son, daughter (married or unmarried) or spouse or brotherof battle casualty or legally adopted son or daughterprovided the adoption was done when deceasedsoldier or battle casualty or martyr was alive.The consideration of eligible dependent or family member ofbattle casualty would be as per preference indicated byimmediate Next of Kin.
  • He said that theconsideration would be admissible even if one or moremembers of the family of martyr/battle casualty is/are inservice.Any relaxation with regard to age (18-42 years withrelaxation of 5 years for SC/BC) and time limit (previous 3years from date of commencement of this policy) would bemade with the prior approval of Council of Ministers.
  • The request for grant of employment would be made by thedependent of martyr or battle casualty soldier to theconcerned Deputy Commissioner within a period of threeyears of death. In case where none of the son or daughter ofthe deceased is major, the time limit in such event will beattainment of 18 years by the eldest son or daughter, as thecase may be.The request received by the Deputy Commissioner would beforwarded to the Sainik and Ardh Sainik Welfare Department for consideration and appropriate action.
  • The District Sainik Welfare Officer would scrutinize thedocuments of the applicant relating to domicile status andmartyr/battle casualty status of deceased (i.e. killed inaction in border skirmishes, terrorist attack, riots etc.),whether deceased has been declared martyr or battlecasualty by respective organization, age and educationalqualification of applicant, NOC of Next of Kin, etc. andsubmit the same to the Deputy Commissioner.
  • With a view to ensure availability of posts and consequentappointment without delay, the concerned DeputyCommissioner would ascertain the vacancy position and co­ordinatewith theappointing authoritybeforerecommending the case.The consideration would be made only against directrecruitment quota post. TheCases of those persons who have been already grantedjobs wouldnot be reopened.
