  • Chandigarh, Feb 4 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has approved amendment in the Haryana Public Works Department, Building and Roads Branch, Junior Engineers (Group C) Service Rules, 1998.
  • The new rules will be called as the Haryana Public Works Department, (Building and Roads) Branch, Junior Engineers (Group C) Amendment Rules, 2019.
  • As per the amendment, higher qualification such as Bachelor of Technology, Bachelor of Engineering and Associate Member of Institution of Engineers (AMIE) have been added as candidates are available in the State of such higher technical qualifications. The minimum age of entry has been increased from 17 years to 18 years and maximum from 35 years to 42 years. Besides, making Matric with Hindi/Sanskrit mandatory instead of Matric with Hindi.
  • Junior Engineers of Departments Public Works (Buildings and Roads), Public Health Engineering, Development and Panchayats, Haryana State Industrial and Infrastructure Development Corporation, Housing Board, Urban Local Bodies, Haryana State Agricultural Marketing Board, Haryana Shahari Vikas Pradhikaran, Police Housing Corporation are also covered in these rules.
  • Chandigarh, Feb 4: On  World Cancer Day,  the  Additional Chief Secretary, Health and Family Welfare Department, Haryana,  Mr Rajiv Arora  said that treatment of cancer is possible these days. Thus everyone needs to be more aware so that it could be detected in early stages. To prevent cancer, one should adopt good lifestyle with nutritious diet and should get their regular checkups done.
  • Mr Arora said that Haryana is the first state where list of cancer victims has been prepared so as to provide medical treatment to all these patients.  Government is providing all kind of help to these patients.
  • Mission Director, National Health Mission, Mrs Amneet P. Kumar said that cancer is increasing in today's time. Thus people need to be more aware. She said that efforts are being made by the Government to make general public aware through advertisements and through Jan Chetna Rallies. People are being made aware so that they should adopt good lifestyle, including ‘Yoga’ and exercises, take nutritious food along with regular checkups. She said that there are arrangements for special check up of women. Last year, Haryana stood first at national level in population based screening of non-communicable diseases, she added.
  • Chandigarh, Feb 4- Haryana Government has posted Mamta Sharma, City Magistrate, Panchkula as Secretary, Haryana Housing Board, Panchkula. She will also look after the charge of Secretary, Haryana State Commission for Protection of Child Rights during the leave period of Hema Sharma, with immediate effect.
  • Chandigarh February 4: Haryana Government has decided to engage additional 4,500 Special Police Officers (SPOs) out of ex-servicemen of the army and Central Armed Police Force (CAPF) besides enhancing the honorarium of already working 5500 SPOs from Rs 14,000 per month to Rs 18,000 per month.
  • A decision to this effect was taken in the meeting of State Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today.
  • Presently, 5500 SPOs are already working  in the State Police on monthly remuneration of Rs 14,000  the decision to enhance their honorarium will entail an extra annual financial implication of Rs 21.60 crore on state exchequer.
  • The cabinet also approved the proposal for changing status of 1000 SPOs engaged for performing night duty in Police Commissionerate, Gurugram to general duty for bringing uniformity amongst all SPOs.
  • Chandigarh February 4: The Budget Session of Haryana Vidhan Sabha will commence on February 20, 2019.

  • Chandigarh, Feb 4- Haryana government has decided to amend the Haryana Development and Panchayats Department (Group B) Service Rules, 2016 in the interest of the work of the department. The new rules will be called the Haryana Development and Panchayats Department (Group B) Service (Amendment) Rules, 2018.
  • A decision to this effect was taken in a meeting of State Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today.
  • As per the amendment, in case eligible Social Education and Panchayat Officers (SEPO) are not available for promotion as Block Development and Panchayat Officers (BDPO), a maximum of 50 per cent of promotional quota posts will be filled up by direct recruitment subject to the condition that the future vacancies of direct quota will be filled up by promotion till the prescribed quota of promotion is achieved. It has also been decided to reduce the experience criteria for promotion from ten years to seven years.
  • Chandigarh, Feb 4- Haryana Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today approved to amend the Haryana Ayurvedic Education (Group A and B) Service Rules, 1999 for the inclusion of newly created posts of Professor Shalakya Tantra and Professor Agad Tantra in Shri Krishna Government Ayurvedic College and Hospital, Kurukshetra in the Service Rules. The new rules will be called the Haryana Ayurvedic Education (Group A and B) Service (Amendment) Rules, 2018.
  • As per Central Council of Indian Medicine, 14 departments are required for an Ayurvedic College. Hence, the state government has sanctioned the posts of Professor Shalakya Tantra and Professor Agad Tantra in Shri Krishna Government Ayurvedic College and Hospital, Kurukshetra for the purpose of teaching, training and research. Moreover, the state government is also emphasizing to raise the standard of Shri Krishna Government Ayurvedic College and Hospital, Kurukshetra by introducing the Post Graduate courses in it.
  • The selection for the post of Professor of Shalakya Tantra will be made by direct recruitment or by promotion from amongst the readers of Shalakya Tantra or by transfer or deputation of an officer already in the service of any state government or the Government of India. Similarly, the selection for the post of Professor of Agad Tantra will be made by direct recruitment or by promotion from amongst the readers of Agad Tantra or by transfer or deputation of an officer already in the service of any state government or the Government of India.
  • Chandigarh, Feb 4- Haryana Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today approved the amendment in the Haryana Revenue (Group A) Service Rules, 1997 for the inclusion of one post of Deputy Secretary (Project in charge) (Asset Management Cell). The new rules will be called the Haryana Revenue (Group A) Service (Amendment) Rules, 2018.
  • Chandigarh, Feb 4- Haryana Government today decided to relax its policy to give compassionate employment to dependents of martyr Constable Satish Kumar of CRPF who had sacrificed his life for safeguarding the integrity of the country.
  • A decision to this effect was taken in a meeting of State Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today.
  • Constable Satish Kumar, CRPF, of village Chhatar, district Jind had sacrificed his life in Operation Rakshak (Jammu and Kashmir) on March 20,2015. Mrs Kamla Devi, wife of martyr Satish Kumar had made a request of job for herself on compassionate grounds. As she is illiterate and not eligible for Group C and D post, the government decided to give relaxation in qualification to give her employment of a Group D post that is Peon.
  • As many as 275 jobs have so far been given to the dependents of the martyrs during the tenure of the present government.
  • Chandigarh, Feb 4- Haryana Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today approved the proposal of Animal Husbandry and Dairying Department regarding transfer of land measuring 0.50 acre of Government Livestock Farm, Hisar to Executive Engineer, Haryana Shehri Vikas Pradhikaran (HSVP), Hisar for construction of storm water disposal works to sector 1,4,5,24 and MGA, Hisar at collector rate.
  • Chandigarh, Feb 4- Haryana Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today approved the amendments in the Haryana Civil Services (Revised Pay) Rules, 2008 to remove the anomalies induced due to determining the structure of entry level pay in the revised pay structure for direct recruits appointed on or after January 1,2006.
  • Chandigarh Feb 4- Aiming to attract investment in the pharmaceutical sector to the tune of Rs 2000 crore and to generate 25,000 new jobs, the Haryana Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today approved the Haryana Pharmaceutical Policy 2019.
  • The policy envisages to establish a state-of-the-art Pharma Park at Karnal and to develop Haryana into a hub for pharmaceutical manufacturing by facilitating and creating a holistic industry, academia and R and D ecosystem.
  • The objective of the policy is to implement an enabling regulatory environment for Pharmaceutical sector, with investor friendly and time-bound clearance delivery system, focus on holistic Pharmaceutical cluster development, provide fiscal and non-fiscal benefits to units setting up in the Pharma Park, in a dedicated and streamlined manner, develop quality industrial infrastructure to support entrepreneurs in the State, provide land at subsidized rates to entrepreneurs for establishing Pharma units and effectively utilize the Single Window clearance mechanism, providing clearances in a time-bound manner.
  • Fiscal incentives for new units will be applicable as per investment category, as mentioned in the Haryana Enterprises Promotion Policy 2015. In addition to incentives offered under the Haryana Enterprises Promotion Policy 2015, all new units setting up in the Pharma Parks in the State will be eligible for a special package of incentives. These included reimbursement of 25 per cent of cost of plant and machinery subject to a maximum of Rs 50 lakh and interest subsidy to the extent of 5 per cent per annum for 5 years in the form of reimbursement of interest paid on loan taken to meet the working capital requirements, subject to annual ceiling of INR 25 lakh per annum per unit.
  • In order to simplify the regulatory processes for new investors in the Pharma industry in Haryana, the state government will integrate all Pharma sector related clearances with the Single Window portal of the State that is HEPC (Invest Haryana- www.investharyana.in), to provide clearances in a time-bound, completely online, and streamlined manner. The state government will grant approval to all rational drugs which have been approved by neighbouring State licensing authorities and declared rational by the expert committees constituted by Government of India and which are not banned or prohibited by Government of India under Section 26-A of Drugs Act.
  • Chandigarh Feb 4- Haryana Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today approved the Haryana Micro Small and Medium Enterprises (MSMEs) Policy 2019 with an aim to create globally competitive MSMEs in Haryana.
  • The objectives of the policy are to promote balanced regional development through geographical dispersal of industry, increase the competitiveness of the MSMEs through cluster development and adoption of quality manufacturing practices, facilitate MSMEs in accessing domestic and export markets, provide a conducive eco-system for promotion and growth of MSMEs in the thrust sectors of Haryana, enable access to finance to MSMEs, promote entrepreneurship through start up and incubation support, support for revival of sick enterprises and enhance competitiveness through ease of doing business.
  • The policy also aligns itself with major national initiatives like Make In India, Skill India, Digital India and Start-up India and also takes cognizance of ease of doing business initiatives and reform measures taken by the Central and state governments.
  • Under the policy, the State has been divided into 4 categories of development blocks viz. A, B, C and D with a varying degree of industrial development. In category D, there are no large and medium enterprises but being offered the best incentives to hasten the process of industrial development for improving the regional economy.
  • Chandigarh, Feb 4 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has approved amendment in the Haryana Act No. 9 of 2009, the Haryana Service of Engineers, Group-A Public Health Engineering Department Act, 2009.
  • This Act would be called Haryana Act No. 9 of 2009, the Haryana Service of Engineers, Group-A, Public Health Engineering Department, Act, 2009 (Amended). It would be deemed to have come into force from March 20, 2009, that date of notification of this Act and it would apply to the persons who are members of the service and have been appointed on or after March 20, 2009.
  • In the case of persons who were members of the Service as on March 20, 2009, it would be assumed that the number recruited by promotion from Group B service is in accordance with the provisions of sub-section (2) and future recruitment would based upon the assumption ‘that a member of the Service in Group B who does not possess one of the degrees of a university or other qualifications as specified in Section 6, would not be eligible for promotion to the post of Executive Engineer till he has acquired the requisite qualifications’ would be deleted. All the contents of the clause 9(1) except this amendment will remain the same.
  • Chandigarh, Feb 4 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval for de-notification of Toll Point-50 on Palwal-Jewar-Aligarh road, K.m. 0.000 to 15.660, in district Palwal on account of being declared as National Highway.
  • Chandigarh, Feb 4 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval to reduce the stamp duty in case of transfer of land of charitable, religious, companies or socio cultural educational institutes to another charitable society, trust or companies so as to avoid closing down the educational institutions due to financial crisis. This would encourage these organisations to register their documents rather than resorting to other means of transfer to save stamp duty. Apart from this, exemption has also been granted in whole stamp duty on gift deeds in favour of gaushalas run by registered Trusts, societies and not for profit companies. 
  • Chandigarh, Feb 4 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, approved ‘Policy for Allotment of Government/Land for Social/Religious/Charitable/Community Purposes to the Trusts/Private Institutions’. The policy has been framed to provide land of any government department for social, religious, charitable trusts or institutions for the construction of worship places, Dharamshalas, Janjghars, Baratghar and community centres.
  • Under the policy, the applicant agency should be a registered legal entity such as a Society registered under the Haryana Registration and Regulation of Societies Act, 2012 or a Trust registered under the Indian Trust Act or a not-for-profit company registered as such under the Indian Companies Act, 2013.     
  • The concerned government department will consider allotment of land only at places where the land is available and can be spared for the purpose after meeting the requirements of the government in the first instance. This policy does not entitle anybody to demand allotment of land for the said purposes as the matter of right in any manner. The land of government department upto a maximum size of 3000 square metres would be allotted for a place of worship, Dharamshalas, Janjghars, Baratghar and community centres. No deviation will be allowed.
  • The allottee agency will not transfer the site in favour of any third party in any manner and no permission would be granted for this purpose. This policy would be applicable only in respect of the land in the ownership of the state government or its departments.
  • As per the tentative rate of sale, in case of land area upto 2000 square metres, 50 per cent of the collector rate, proportionate cost of development of the area and other incidental charges thereto. Similarly, for land size between 2000 and 3000 square metres, 100 per cent of the collector rate.
  • Chandigarh, Feb 4 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given ex-post facto approval for de-notification of Toll Point-13 on Shamli-Panipat road near Uttar Pradesh Border on account of being declared as National Highway.
  • Chandigarh, Feb 4 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has approved Inter-District Transfer Policy (Cadre Change Policy) of Patwaris working on regular basis in Revenue and Disaster Management Department.
  • Presently, Revenue Patwaris in the entire state are governed by the Haryana Revenue Patwaris (Group C) Service Rules, 2011 and it is district cadre post. Some of the Patwaris have been facing hardship due to one or other exigencies, as they cannot be transferred out of their original allotted district and continue to remain in the same district for the whole of their service.
  • Major feature of the policy provides for order of preferences, principles governing seniority, grievance redressal mechanism, provision of relaxation of any of the provisions of the policy in case of hardship. The order of preferences in Inter District Transfer will be mutual transfer of Patwaris in same category or cadre. If Patwari is currently suffering from cancer or 90 per cent or more physically challenged or had undergone bypass heart surgery or kidney transplant or currently undergoing dialysis. The certificate of cancer should not be more than six months old.
  • Preference will given to female Patwaris whose husbands are employed in other districts under Revenue Department or district cadre of other departments of Haryana government, female Patwaris who get married after joining this department, to the district, where her husband or in-laws are residing. All female Patwaris who whose husbands are working in other districts in any other departments of Haryana (State Cadre) or Boards, Corporations, Universities of Haryana government or Municipal Corporation, Municipal Council or Municipal Committee of Haryana on regular basis. Similarly, only one opportunity would be granted for inter district transfer in case of any grievance with regard to change of inter district cadre, the employee concerned would have a right to submit his or her grievance on online portal within 15 days of issuance of such order.

  • Chandigarh, February 4- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr. Manohar Lal here today approved exchange of shamilat land measuring 45 Kanal 19 Marla of Gram Panchayat Barsat, Block Gharaunda, District Karnal with the land measuring 39 Kanal 5 Marla of Mukhtiyar Singh son of Kartar Singh for setting up of a Purchase Centre of Haryana State Agricultural Marketing Board in village Barsat. 
  • The Cabinet also approved the proposal of renaming of Regional Referral Veterinary Diagnostic and Extension Center as Haryana Pashu Vigyan Kendras.
  • Similarly, the Cabinet also approved transfer of rehabilitation land of 10 Acre 15 Marla to Public Works Department for the construction of Link Road from village Deewanwala to Johriwala and from Mangniwala, Bajewala, Johriwala up to Pinjore Mallah Road in district Panchkula, at collector rate of Rs 35 lakh per acre.
  • Chandigarh, Feb 4:  Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal today granted the Expost facto approval for providing State Government Guarantee for availing Additional Cash Credit Limit of Rs. 200 crore from Corporation Bank Sector 11, Panchkula.
  • The Power Department made a proposal to improve cash credit liquidity of the Nigam, HVPNL and requested the Corporation Bank to offer rate of Interest and other terms and conditions for providing additional Cash Credit Limit to the tune of Rs. 200 crore to HVPNL, for which the Bank has reduced its rate to 7.90 per cent with monthly reset.
  • Similarly, the cabinet has granted Expost facto approval for providing State Government Guarantee for availing the fresh  WCDL of Rs. 100 crore as sub limit of existing overdraft  limit and renewal of existing overdraft limit of Rs. 100 crore from Dena Bank, Sector 21, Panchkula.
  • Chandigarh, Feb 4:  Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal today approved the proposal of enhancement of honorarium of the Headmen (Lamberdars) from Rs. 1500 to Rs. 3000 per month and providing facility of mobile phone to them.
  • This announcement was made by the Chief Minister during the Lamberdar Sammelan.
