  • Chandigarh, Feb 5 – Joint Secretary, Union Agriculture and Farmers’ Welfare Ministry, Dr. Abhilaksh Likhi, here today, held a review meeting with the officers of Haryana, Punjab, Himachal Pradesh and UT Chandigarh in connection with the Pradhan Mantri Kisan Samman Nidhi Yojana in which discussion was held to implement this scheme at the earliest so that the benefits of this scheme could be made available to small and marginal farmers.
  • Officers of three main departments of these states namely Revenue Department, Agriculture and Farmers’ Welfare Department and NIC were present in the meeting as these departments would play an important role in implementing the scheme.
  • During the meeting, Dr. Likhi said that the record of the land of the farmers of small and marginal sections having up to two hectares of land will be prepared on the basis of February 1, 2019. He said that after this date, if any change in land records is made, then the farmer will not get the benefit of this scheme for the next five years. He said that the benefits of this scheme will be given only to those farmers who are cultivating crop on their land.
  • He said that the farmers whose name will be found in the record of land till February 1, 2019, will be covered in this scheme. He said that if any farmer's land is found in different villages or revenue records, then it would be considered to extend the benefit of the scheme by doing pooling. He said that under this scheme, eligible farmers will be given a benefit of Rs. 6,000 in a year which will be payable in three installments of Rs. 2,000 each. Similarly, he said that according to the plan, the first installment will be payable by considering December 1, 2018 as base.
  • In the meeting, Dr. Likhi directed the officers of four states that the Government of India has created a PM Kisan Portal for this scheme in which the district wise data of the eligible farmers would be uploaded as per guidelines and in a time bound manner. He said that they should also do publicity if this scheme in the rural and remote areas of the state so that maximum eligible farmers could be covered in this scheme. He said that this scheme is completely planned by the Government of India. He said that after receiving the application of eligible farmers on the portal, the amount will be directly transferred to the bank accounts of beneficiaries after verification.
  • Dr. Likhi said that monitoring and supervision of this scheme will be monitored at the level of the Chief Secretary in the State whereas at district level, it will be done by the Deputy Commissioner concerned. He said that the Government of India would also set up Project Monitoring Authority at its own level to ensure proper monitoring of the scheme.
  • He said that the Government of India has made a provision of Rs. 75,000 crore for this scheme, under which about 12 crore farmers of the country will be covered. He said that in connection with the implementation of this scheme, the Secretary level officers of the Center have also organized video conferencing with the Chief Secretaries of the States.
  • Chandigarh, Feb 5: With a view to promote art and culture in the State, four Multi Art Cultural Centres will be set up at Block level in Haryana. An approval to this effect has been given during the meeting of governing body of  Haryana Kala Parishad here today.
  • The meeting was presided over by Haryana Art and Cultural Affairs Minister, Mr. Ram Bilas Sharma.
  • The rules and regulations of service of Regional Directors of Multi Art Cultural Centres were discussed during the meeting. It was informed in the meeting that after the formation of the new Executive Council of Haryana Kala Parishad, in the last three years, more than 3350 cultural programs were organized in different districts across the State,  which had given opportunities to a number of artists to show their talent and art.
  • The Governing Body also approved the proposal to extend the tenure of Mr. Sudesh Sharma, Vice President of Haryana Arts Council for additional one year.
  • While presiding over the meeting, Mr Ram Bilas Sharma said that through Haryana Kala Parishad, the State Government is promoting and protecting the rich art and culture of the state. The various art and cultural activities performed by the artists  He said that in the last three years, the state has got new identity through the various activities organized by the Haryana Kala Parishad related to art, drama and folk culture.  
  • Among those present in the meeting include Chief Secretary, Mr D.S. Dhesi, Additional Chief Secretary, Art and Cultural Affairs Department, Mrs Dheera Khandelwal, Additional Chief Secretary, School Education Department, Mr. P.K. Das Additional Chief Secretary, Higher Education Department, Mr Anil Kumar, Special Secretary Finance, Mrs Pankaj Chaudhry,  Director, Haryana Kala Parishad, Mr Maheshwar Sharma  besides others senior officers.
  • Chandigarh February 5: Haryana Chief Minister, Mr Manohar Lal has expressed grave concern over the release of highly polluted water into river Yamuna and Gurugram Canal and urged his Delhi counterpart Mr Arvind Kejriwal to look into the issue personally and to direct all concerned departments of his Government to ensure that no untreated or partially treated effluent is released into the river Yamuna and Gurugram canal. 
  • In a letter addressed to Delhi Chief Minister Mr Arvind Kejriwal, Mr Manohar Lal has drawn his attention to the problem of sever pollution of water of river Yamuna being  caused during its course in Delhi. 
  • He said that Yamuna enters Delhi at Palla in Sonepat district and then again near Okhla Head in village Basantpur in Faridabad district. It travels a stretch of around 52 kms in the NCT of Delhi. During this course, more than 60 drains having partially treated or untreated effluents of industrial or domestic sources, outfall into it. This causes severe pollution of the river before its re-entry into Haryana, he added. 
  • Mr Manohar Lal highlighted that Bio-chemical Oxygen Demand (BOD) in the river at village Basantpur during July-December, 2018 has ranged from 45-46 milligram per litre against the permissible limit of 3.0 milligram per liter. The BOD in Gurugram Canal, the only major source of irrigation water for the Mewat area, ranged from 32-45 milligram per liter during the same period. This, he said is a matter of grave concern as  the release of highly polluted water into river Yamuna and Gurugram canal severely affects the health of a large number of families of Gurugram, Faridabad, Palwal and Nuh districts. Besides, it also badly impacts agricultural productivity of the farmers of these districts. 
  • Hence, there is a dire need for Delhi Government to treat the effluents and to ensure that only fully treated sewage is released into the river Yamuna, he asserted.
  • Chandigarh, Feb 5 – Projects amounting to about Rs 27.12 crore have been approved for Kaithal, Fatehabad and Yamunanagar in the meeting of State Level Committee for the Prime Minister's New 15-Point Program and Multipurpose Development Program held under the chairmanship of Haryana Chief Secretary, Mr. DS Dhesi, here today.
  • During the meeting, Mr. Dhesi directed the Deputy Commissioners to create new projects for their districts under Multipurpose Development Program and send them to the Department by February 10, 2019.
  • The projects which were approved in the meeting included ‘Sadbhav Mandal’ in Guhla of district Kaithal, construction of toilets for boys and girls in 40 Government Schools and 16 Government High Schools in Ratia block of district Fatehabad, Mid-day Meal Sheds and Multi-Activity Play Station in 10 Government Primary Schools, Assembly-cum-Mid Day Meal Shed with capacity of up to 300 students in 10 Government Schools, battery backup solar power plants in 16 Government Senior Secondary Schools and construction of classrooms in 86 Government Senior Secondary Schools. Apart from this, the proposals for the construction of 16 Anganwadi centers in Jakhal block of Fatehabad have been approved besides construction of classroom in 39 Government Senior Secondary Schools and construction of Assembly-cum-Mid Day Meal Shed with capacity of 300 students in 10 government schools.
  • In the meeting, the Government Industrial Training Institute in Chhachhrauli block of Yamunanagar, construction of Community Health Centre, construction of toilets in 29 Government Secondary Schools and construction of ‘Sadbhav Mandal’ were also approved. It was informed in the meeting that these projects would soon be sent to the Central Government for approval.
  • Those present in the meeting included Additional Chief Secretary, Animal Husbandry and Dairying Department, Mr. Sunil Kumar Gulati, Additional Chief Secretary, Social Justice and Empowerment Department, Mr. Dhanpat Singh, Additional Chief Secretary, School Education Department, Mr. P.K. Das, Additional Chief Secretary, Public Works (Building and Roads) Department, Mr. Alok Nigam, Additional Chief Secretary, Power Department, Mr. T.C. Gupta, Additional Chief Secretary, Finance Department, Mr. T.V.S.N. Prasad and Additional Chief Secretary, Higher Education Department, Mr Anil Kumar and other senior officers.
  • Chandigarh, Feb 5 :  The cooperative sugar mills in Haryana have so far produced over 15.68 lakh quintals of sugar by crushing 169.32 lakh quintals of sugarcane during the current crushing season. 
  • While stating this here today, a spokesman of Haryana State Federation of Cooperative Sugar Mills said that the Cooperative Sugar Mill, Shahabad has produced a maximum of over 3.01 lakh quintals of sugar by crushing 31.32 lakh quintals of sugarcane. Cooperative Sugar Mill, Rohtak has produced over 2.30 lakh quintals of sugar by crushing 26.02 lakh quintals of sugarcane, followed by Cooperative Sugar Mill, Kaithal which has produced over 1.81 lakh quintals of sugar by crushing 19.18 lakh quintals of sugarcane and Cooperative Sugar Mill, Karnal, has produced over 1.58 quintals of sugar by crushing 16.75 lakh quintals of sugarcane.
  • Similarly, the Cooperative Sugar Mill, Meham has produced 1.47 lakh quintals of sugar by crushing 17.30 lakh quintals of sugarcane, Cooperative Sugar Mill, Gohana has produced  1.32 lakh quintals of sugar by crushing 14.77 lakh quintals of sugarcane, Cooperative Sugar Mill, Jind has produced  1.29 lakh quintals of sugar by crushing 13.61 lakh quintals of sugarcane, Cooperative Sugar Mill, Palwal has produced over 1.13 lakh quintals of sugar by crushing 11.86 lakh quintals of sugarcane, Cooperative Sugar Mill,  Panipat has produced over 1.07 lakh quintals of sugar by crushing 11.26 lakh quintals of sugarcane, and Cooperative Sugar Mill Sonipat has produced 65,250 quintals of sugar by crushing 7.25 lakh quintals of sugarcane.
  • Apart from this, HAFED Sugar Mill, Assandh has produced over 1.73 lakh quintals of sugar by crushing 19.31 lakh quintals of sugarcane.
  • He said that so far, the average rate of sugar recovery by the cooperative sugar mills has been registered as 9.58 per cent.
  • Chandigarh February 5: Haryana Government has decided to revise the pension of teaching and non-teaching employees of privately managed government aided schools as per the 7th Central Pay Commission (CPC).
  • While stating this today, Finance Minister Capt. Abhimanyu said that Chief Minister, Mr Manohar Lal has approved a proposal in this regard.
  • Capt. Abhimanyu said that the Finance Department has already given its nod for revision of pay scale as per the 7th CPC of the teaching and non-teaching employees of aided schools. Now, the pension of these employees would also be revised as per the 7th CPC on the basis of revision of State Government for its employees.
  • He said that this decision would create financial liability of about Rs 47.12 crore on account of arrear from January 1, 2016 to November 30, 2018.
