  • Prashant Panwar, Additional Deputy Commissioner, Yamunanagar and Secretary, RTA, Yamunanagar has been posted Chief Executive Officer, Zila Parishad, Yamunanagar vice Kamlesh Kumar Bhadoo (HCS). He will also look after the charge of CEO, DRDA, Yamunanagar.

  • Chandigarh, March 5: Haryana Chief Minister, Mr. Manohar Lal said that during the last four years, the State Government has worked for the prosperity of the people belonging to all sections of the society including poor and labourers by ensuring them the benefit of various schemes and programmes online.
  • The Chief Minister said this while addressing the workers of unorganized sector, at the state level function of Pradhan Mantri Shram Yogi Maan-dhan Yojna (PM-SYM) (launched nationwide by the Prime Minister, Mr Narendra Modi from Vastral, Gujarat) in Panchkula today.
  • On this occasion, the Chief Minister also awarded Registration Letter and incentive money of Rs 5100 each to the first ten workers registered under the PM-SYM scheme. He also awarded certificate of appreciation to the Village Level Entrepreneurs (VLEs) of Common Service Centre (CSC) Raipur Rani and CSC Buriya, Yamuna Nagar for their outstanding work in the registration process under PM-SYM scheme.
  • He said that over 300 Central and State Government schemes are being run for the welfare for the poor. The State Government has established Antyodaya Saral Kendras and Atal Seva Kendras at the village level so as to make available schemes of various departments under one roof.
  • The Chief Minister also announced that the premium amount of Rs 55 to Rs 200 per month under the PM-SYM scheme would be  borne by the State Government from June 2019. Besides, he also announced that amount of premium under Pradhan Mantri Jeevan Jyoti Bima Yojana, Pradhan Mantri Suraksha Bima Yojana would to be borne by the State Government in future.
  • The Chief Minister said that unique identity card of each family is being prepared in the State to ensure that the eligible families get the benefit of various schemes in a transparent manner. He said to avail the benefit under the Mukhya Mantri Parivar Samridhi Yojana; the family has to nominate one of the family members. He said that it is matter of pride that Haryana is at number one position in the country in implementing Central Government schemes and also  a leading state in registrations under PM-SYM scheme which was launched by the Prime Minister today.
  • He said that besides workers, schemes have also been started for the farmers, under which small and marginal farmers with land holding of up to 5 acres would be given financial assistance of Rs. 500 per month or Rs. 6,000  per annum in three installments of Rs. 2000 each by the Central Government. On the same lines, the state government has also decided to provide annual financial assistance of Rs 6000 to the small and marginal farmers of the State. For this, the State Government has made a provision of Rs.1500 crore in the budget, he added.
  • He said that today the Prime Minister Mr Narendra Modi  has launched PM-SYM scheme nationwide under which workers of unorganized sector including home based workers, street vendors, mid-day meal workers, head loaders, brick kiln workers, cobblers, rag pickers, domestic workers, washer men, rickshaw pullers, landless labourers, own account workers, agricultural workers, construction workers, beedi workers, handloom workers, leather workers, audio-visual workers and similar other occupations, between the age group of 18 and 40 years would be benefited with minimum pension of Rs 3,000 per month after attaining the age of 60 years.  He said that under Ayushman Bharat Yojana around 15.50 lakh people have been registered in Haryana, under which medical treatment up to Rs. 5 lakh is provided in the empanelled Government or private hospitals.
  • While describing today as a historical day, the Chief Minister said that Prime Minister Mr Narendra Modi has taken several initiatives to make the workers more prosperous..
  • Speaking on this occasion, Minister of State for Labour and Employment, Mr Nayab Singh Saini said that it is a matter of pride that the Prime Minister Mr Narendra Modi today dedicated the PM-SYM scheme to the workers of the country. The Chief Minister is working with the mantra of Antyodaya to ensure that the benefit of various government schemes and programme reach to the last person standing in the queue.
  • Among those present on this occasion include Finance Minister, Capt Abhimanyu, Transport Minister, Mr Krishan Lal Panwar,  Minister of State for Social Justice and Empowerment, Mr Krishan Kumar Bedi, MLA Panchkula, Mr Gian Chand Gupta and MLA Kalka, Mrs Latika Sharma and other senior officers of the labour department and district administration, Panchkula.
  • Chandigarh, March 5- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved Haryana Food and Drugs Administration Department, Headquarter (Group A) Service Rules, 2018 to regulate the recruitment and conditions of services of persons appointed to the Headquarter (Group A) in the Haryana Food and Drugs Administration Department.
  • Food and Drugs Administration Department, Haryana was carved out as an independent department from the Health Department on January 4,2011. Food and Drugs Administration Department is an enforcement department and for smooth controlling of Food and Drugs Administration Department, the Cabinet today approved the Headquarter (Group A) Service Rules.
  • Chandigarh, March 5– Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval for the exchange of shamilat land measuring 30 kanal 19.5 marla of Gram Panchayat Kukdola, block Badli, district Jhajjar with the land measuring 30 kanal 19.5 marla of the Model Economic Township Limited.
  • The Cabinet also gave approval for the exchange of shamilat land measuring 21 kanal 14.5 marla of Gram Panchayat Munimpur, block Badli, district Jhajjar with the land measuring 21 kanal 14.5 marla of the Model Economic Township Limited.
  • The Cabinet also gave approval for the exchange of shamilat land measuring 49 kanal 19 marla of Gram Panchayat Dadri Toe, block and district Jhajjar with the land measuring 49 kanal 19 marla of the Model Economic Township Limited.
  • The Cabinet also gave approval for the exchange of shamilat land measuring 13 kanal 8 marla of Gram Panchayat Soundhi, block Badli, district Jhajjar with the land measuring 13 kanal 8 marla of the Model Economic Township Limited.

  • Chandigarh, March 5- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved leasing out 600 square yards land of Municipal Committee, Mahendragarh to Dhanak Samaj Uthan Sangthan, Mahendragarh for construction of Dharamshala.
  • The land will be leased out for a period of 99 years.
  • Chandigarh, March 5- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved amendment in Haryana Good Conduct Prisoners (Temporary Release) Act, 1988 for making special provisions for prisoners other than hardcore prisoners.
  • Under the Amendment, a convict other than a hardcore prisoner will be released on temporary basis or on furlough to attend marriage of his grand child or sibling, or death of his grandparent, parent, grandparent-in-law, sibling, spouse, child or grandchild under an Armed Police Escort for a period of 48 hours to be decided by the concerned Superintendent of Jail.
  • Further, a convict other than a hardcore prisoner may be released on temporary basis to attend the marriage of his daughter for 96 hours and for the marriage of his son for 72 hours under an Armed Police Escort, to be decided by the concerned Superintendent of Jail. He will intimate with 24 hours the concerned District Magistrate and Superintendent of Police in this regard with full particulars of the hardcore prisoners being so released.
  • Earlier, such a provision was not available to the convicted prisoners other than the hardcore prisoners in sub section 5A in the Act. However, now the Act has been amended to insert sub section 5B so as to remove this anomaly.
  • Chandigarh, March 5- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the installation of new Toll Plaza on Punhana to Lakarpur, Sri Singalheri, Thenkri, Jamalgarh, Ranota-Manota to Dondal Road upto Rajasthan Border in Nuh district.
  • Since the time period for all ongoing Toll Points was extended from its earlier expiry period of March 31,2017 to March 31,2022, the time period for this new Toll Plaza was also approved upto March 31,2022.
  • Chandigarh, March 5- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the de-notification of Toll Plaza-12 (Yamunanagar-Radaur-Ladwa-Thanesar Road) as per the announcement of the Chief Minister, Mr Manohar Lal, during his visit to village Damla, district Yamunanagar on October 28,2018.
  • The Toll Plaza since then have been closed with effect from November 1,2018. The Cabinet today gave ex-post-facto approval for the closure of this Toll Plaza.
  • Chandigarh, March 5– Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval for ‘Policy on Purchase of Land Voluntarily offered to Government for Developmental Projects’ (Second Amendment), 2019.
  • Under the Policy, the quorum of the ‘Committee of Secretaries’ and ‘High Powered Land Purchase Committee’ will be at least 50 per cent of the members including Chairperson.
  • The Committee of Secretaries headed by Chief Secretary can take decision in purchasing land upto 20 per cent over and above the fair value (collector) rates and such cases need not go to High Powered Land Purchase Committee.
  • The Minister-in-charge of the concerned department will also be a member of the High Powered Land Purchase Committee.
  • Chandigarh, March 5- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the amendment in Punjab Jail Service (Class II) Rules, 1963.
  • Under the Amendment, 25 per cent of the post of Deputy Superintendent Jail will be filled by direct recruitment and 75 per cent by promotion from amongst Assistant Superintendent Jail having at least seven years experience as such or by transfer or deputation of an officer already in the service of any State Government or the Government of India.
  • The quota of 12.5 per cent to the Ministerial cadre has been dropped in view of the fact that the Superintendents are enjoying higher grade pay than Deputy Superintendents and as such were not willing for the promotion under reference resulting into permanent vacancies under this quota.
  • Chandigarh, March 5– Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval to amendment in policy pertaining to surrender of licence.
  • As per the amendment, no third party rights should have been created in the colony. However, in case the same have been created then surrender of licence, partly or wholly, will be allowed with the consent of the allottees of the colony, which will be deemed as extinguishing of third party right to the extent of said part of the colony. The area over which such third party right stand created, should be in a compact block as defined in the Haryana Development and Regulation of Urban Areas Rules, 1976. Further, if the third party right created area is scattered over the licenced area then, the coloniser has to submit consent of each individual allottees for making it in a compact block along with detailed scheme of the relocation within licenced area.
  • The licences of the project which are considered under this policy for ‘surrender of licence’ will require payment of outstanding renewal fee with interest up to date. All government dues including scrutiny fee, licence fee, conversion charges, IDC, qua the part of licenced area being surrendered, will be forfeited.
  • The Cabinet further approved that the licencee will have three options qua EDC when he or she applies for surrender of licence. The licencee can get adjusted the amount of the EDC paid or due in his other licences. The licencee can get the amount of EDC refunded after deduction of 15 per cent of the total amount of EDC of the surrendered area of the licence or colony. If the licencee does not opt for any of the above two options, the amount will be refunded only upon a new licence being granted in that particular sector wherein the EDC to be demanded in the new licence is more than or equal to the EDC to be refunded in the surrendered area of the licence.
  • All such surrender of licence applications need to be accompanied with declaration pertaining to third party rights and such corresponding area and declaration pertaining to whether internal development works are undertaken at site and where undertaken whether site restored to its original state that is before grant of licence.
  • In case of revision of layout plan on account of only part of licenced area being surrendered, all necessary formalities pertaining to change of layout plan, fee inviting of objections and suggestions as per the prevailing policy instructions for revision of layout or building plans, as amended from time to time, will be followed.
  • If the coloniser decides to surrender part of the licenced area, the area norms of the part of colony retained under the existing licence should fulfil the applicable area norms for grant of such licence. To further clarify the issue, the part of colony that is retained should be independently eligible for grant of licence under the prevailing policy parameters for such category of licence applicable as on date.
  • This policy will be implemented with prospective effect. Any additional recoveries, if made earlier, before this policy comes into effect will not be refundable.
  • Chandigarh, March 5- Riding the crest of a 23 per cent increase in Excise in the last year, Haryana's Cabinet today approved the Excise Policy for 2019-20 with a projection of an all time high target of Rs.7,500 Crore indicating a year­-on-year growth of 19 per cent from this year's Rs.6,300 Crore. The Excise Policy emphasises the launch of Ease of Doing Business (EODB) initiatives involving Application and Grant of Licenses online through the Department's Portal www.haryanatax.gov.in. Time limits have been framed for each activity under the EODB. The renewal of Labels and Permissions for exports will be automated. Disposal of expired or confiscated beer will also be carried out under an environment friendly manner through the Effluent Treatment Plants (ETPs) of the breweries.
  • Emphasizing its commitment to environment protection, at least 20 per cent of the liquor will be sold in glass bottles. The Policy also enables liquor manufacturers to market IMFL in Tetra Packs (biodegradable) of 180 ML, technically called Nips. To provide quality country liquor to the consumers at lower rates, the Policy allows the launch of superior 65 degree proof country liquor called Metro Liquor to be distilled and marketed by the State based distilleries.
  • The Policy fulfills the expectations of the armed forces by lowering Excise Duty on Rum sold through CSD Canteens in the State by Rs. 61 per proof litre.
  • With a view to moulding the consumption from strong to mild liquor, the State has allowed micro breweries to opt for a license without seeking a mandatory license for hard liquor. The Policy also permits the establishment of state of the art, `Avant-garde' outlets in Malls and licensed shopping areas in Gurugram, Faridabad and Panchkula to enhance the marketing experience of all the consumers. The Policy also rationalizes Excise Duty on IMFL, Country Liquor and Beer to maximise revenue and to simultaneously promote the industry as a whole. To cater to the growing demand, the annual mandatory lifting quota for Country Liquor and IMFL has been marginally raised from 10 to 10.5 Crore Proof Litre and from 6 to 6.5 Crore Proof Litre respectively.
  • The Policy also allows more suppliers in the Imported Foreign Liquor to break the shackles of the monopolies while ensuring that revenue increase of the previous two years is further enhanced.
  • To ensure that there is no manufacture and supply of illicit/smuggled liquor, 350 police personnel would be deputed in the Department exclusively for this purpose. The Excise Policy provides for stringent norms of sale for bars and restaurants, particularly in towns like Bhiwani, Kaithal, Hisar, Jind and Fatehabad to ensure that licenses are not mis-utilised for sale of bottled liquor in competition of legitimate L-2 and  L-13 licensees. For quicker clearances and decision making in the department, district level officcrs have been delegated the authority of Collector Excise to a large extent. The Retail Zones have largely been retained of the same size with six vends located in each geographical position.
  • To facilitate individuals to keep. enhanced stock of liquor through his life time for self consumption at home, the licence for this purpose (L­50) has been made more affordable and it would now be possible to obtain this license online through the department's portal. In urban areas, besides the earlier two sub vends, two additional sub vends can be provided in every zone to ensure that no bootlegging takes place within the zone. In rural areas, villages with population exceeding 5000 will be allowed an additional sub vend as well. To facilitate potential licenses who want to bid higher than 25 per cent above reserve price of a zone, the Earnest Money Deposit (EMD) has been rationalised to 15 per cent instead of 21 per cent.
  • Liquor will not be sold in 57 Panchayats which passed a resolution to that effect in the prescribed time. Liquor will also not be sold in the holy cities of Thanesar MC limit and Pehowa. Liquor will also not be allowed to be sold in villages where Kanya Gurukul is functioning.
  • Chandigarh, March 5– Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval to a proposal of Transport Department for rationalisation of rates of motor vehicle tax.
  • Similarly, for goods vehicle, the Motor Vehicle Tax slabs have been further rationalised as per Gross Vehicle Weight (GVW) (in tonnes). The motor vehicle tax for vehicles having GVW not exceeding 1.2 tonnes will be Rs 300, having GVW exceeding 1.2 tonnes but not exceeding six tonnes will be Rs 7,200, having GVW exceeding six tonnes but not exceeding 16.2 tonnes will be Rs 9,600, having GVW exceeding 16.2 tonnes but not exceeding 18.5 tonnes will be Rs 11,200, having GVW exceeding 18.5 tonnes but not exceeding 28 tonnes will be Rs 17,300 and having GVW exceeding 28 tonnes, the motor vehicle tax will be Rs 25,300. These tax are per annum.
  • Chandigarh, March 5– Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval to a proposal of the Transport Department for rationalisation of rates of tax on the stage carriages operated by any State Transport Undertaking of Haryana as City Bus Service and for Educational Institutions.
  • The proposal will benefit in specifying the rates of taxes for the stage carriages operated by any State Transport Undertaking of Haryana as City Bus Service thereby enabling them to pay the tax as specified. The motor vehicle taxes levied on the buses owned by the educational institutions will be rationalised. The buses of educational institutions registered outside the State will be required to pay 20 per cent more tax than the tax paid by the buses registered within the State.
  • Under the approved proposal, the rate of tax for stage carriage operated by any State Transport Undertaking of Haryana as City Bus Services will be Rs 1,000 per month. Similarly, the rate of tax for contract carriage used by educational institutions (ordinary) registered in the State, having six to 12 seats excluding driver will be Rs 5,000 per year, having 13 to 32 seats excluding driver Rs 8,000 per year and having 33 and above seats excluding driver Rs 10,000 per year.
  • The rate of tax for contract carriages used by educational institutions (air-conditioned) registered in Haryana having six to 12 seats excluding driver will be Rs 12,000 per year, having 13 to 32 seats excluding driver will be Rs 20,000 per year and having 33 and above seats excluding driver will be Rs 30,000 per year.
  • The rate of tax for contract carriages used by educational institutions (ordinary) registered outside Haryana having six to 12 seats excluding driver will be Rs 6,000 per year, having 13 to 32 seats excluding driver will be Rs 10,000 per year and having 33 and above seats excluding driver will be Rs 12,000 per year.
  • The rate of tax for contract carriages used by educational institutions (deluxe AC) registered outside Haryana having six to 12 seats excluding driver will be Rs 14,400 per year, having 13 to 32 seats excluding driver will be Rs 24,000 per year and having 33 and above seats excluding driver will be Rs 36,000 per year.
  • Chandigarh March 5: Haryana Chief Minister, Mr Manohar Lal said that the State Government has taken several steps for bringing about a systematic change in the system to make the life of people more convenient and to ensure that they get the benefit of various schemes and programmes online by sitting at home. Directions have been issued to enforce walk-in-closure in the departments and ensure that only online applications for various people centric services are received  through the saral platform. All departments would be taken up for this purpose, he added.
  • Mr Manohar Lal was presiding over the meeting of Chief Minister’s Good Governance Associate (CMGGA) here. Project Director, Chief Minister's Good Governance Associates Programme and Director General, Secondary Education Dr Rakesh Gupta was also present on this occasion.
  • On this occasion, Chief Minister also released compilation of research paper for the year 2017-18 prepared by Chief Minister’s Good Governance Associates (CMGGAs).
  • While appreciating the CMGGA’s for assisting the State Government in effective implementation of various projects at the grass root level, the Chief Minister said that projects undertaken by them especially Antyodaya SARAL, Saksham Haryana and Transport have yielded positive results. He said that policies implemented by the present State Government have helped keeping a tab on large scale corruption prevailing in the State during earlier regimes. The Government is working with the spirit of Antyodaya to bring poor into the main stream of society and ensure that the deserving people first get the benefit of various schemes and programmes.
  • The Chief Minister said that the State Government is in the process of preparing family ID considering the nuclear family as a unit. Out of about 50 lakh families in the State, data of about 30 lakh families have so far been collected and the remaining data would also be collected within next 15 to 20 days.  He said various schemes of the government would be integrated with this data so that the eligible families get the benefit of various schemes and programmes in a transparent manner. This scheme is likely to be rolled out  from June, 2019, he added.
  • Reiterating his commitment to keep a complete check on the use of plastic in the State, he asked the CMGGAs to find alternative of plastics packing material like Jute bags so that the Haryana could be declared plastic free State. He said that the use of single-use plastic water bottles have already been prohibited in all government offices of the State. While reviewing Harpath App, an online application for receiving complaints pertaining  to the damaged roads in the State, the Chief Minister said that he would soon convene a meeting of Departments to Public Works (Building and Roads), Urban Local Bodies, Haryana State Agricultural Marketing Board (HSAMB), Haryana Shehari Vikas Pradhikaran (HSVP), Haryana State Industrial Infrastructure Development Corporation (HSIIDC) and Gurugram Metropolitan Development Authority (GMDA) to review the status of complaints regarding the damaged roads  in their respective jurisdiction and set timeline for redressing the same. He also directed that all the 22 libraries being constructed in the State be operational by March 31, 2019. 
  • It was informed in the meeting that Chief Minister Mr Manohar Lal has launched more than 485 schemes and services of 37 departments on Saral Portal on the occasion of Good Governance Day on December 25. While for the delivery of schemes, people could apply at the Antyodaya Kendra , for services; they could apply at Saral Kendra established at 22 district headquarters. Apart from this, people could apply for both schemes and services at the Antyodaya Saral Kendra set up at 51 Sub Divisions and 20 Tehsils. More than 14 lakh have so far been received on the Saral Platform since December 2017.
  • It was informed that CMGGAs are working with the Saksham Haryana Cell to improve quality of education in the State. As many as 94 blocks in the State have declared Saksham where more than 80 per cent student achieved grade level competency which is a unprecedented achievement.  It was informed that this year also, the text books would be delivered in schools before the commencement of the academic session. About 50 lakh books are to be delivered in 15,000 schools in the State. The NITI Ayog has also appreciated Haryana for adopting best practices in the field of education.
  • It was also informed that full  results of Swachh Survekshan 2019 are due next month but many Urban Local Bodies in the State have already achieved  ODF+ and ODF++ status
  • Chandigarh, March 5- Haryana Government has for the first time launched an online transfer drive of Assistant District Attorneys pertaining to Prosecution Department, Haryana. The portal for online transfer drive has been developed by Haryana Knowledge Corporation Limited, Panchkula and this transfer drive will bring uniformity and transparency in the transfer system of Assistant District Attorneys.
  • While stating this here today, a spokesman of Prosecution Department said that at present, 405 Assistant District Attorneys are working in the department and in first transfer drive, 158 Assistant District Attorneys have been compulsorily transferred who have completed their five years tenure at one place of posting, who have opted voluntarily after completion of one year of their current place of posting and who were posted in their home districts except the offices who have been exempted by the Chief Secretary. These transfer orders of Assistant District Attorneys will be implemented with effect from April 1,2019.
