  • Chandigarh, October 6- Haryana Minister of State for Labour and Employment, Mr Nayab Singh Saini that soon Shramik Mitras would be appointed at Block level throughout the State  to  assist laborers and workers to get the benefits of the various welfare  schemes of the State Government.  
  • Mr Saini disclosed this while speaking as Chief guest at Antyodaya Mela, Shramik Jaagrukta evam Samman Samaroh held in Narayangarh, today. Benefits of worth about Rs 1.70 crore  and 577 sewing machines were distributed to the beneficiaries on this occasion.
  • He said that the State Government is making all efforts to uplift the workers. He said that today's event is organised to make workers aware about their welfare schemes. He said that these fairs are being organized in other areas  of the State byHaryana Bhavan Evam Anya Sannirman Karmakar Kalyan Board (Building and Other Construction Workers Welfare Board),  Labor Department, Haryana and this is third such programme in the Narayangarh assembly constituency. 
  • As many as 577 Sewing machines were distributed to   registered women workers. The Minister said that sewing machines would be provided to 60 thousand registered workers of the State, out of which 32 thousand sewing machines have already been distributed so far.  These machines are given to such workers who have been registered regularly for a minimum period of one year. Besides this, 1169 beneficiaries were given benefits worth Rs. 1.70 crore under State Government schemes including  Government's Maternity Benefit Scheme, Paternity benefits, scholarship scheme, Kanyadan Yojna, tools and cycle purchase scheme and Chief Minister Mahila Nirmaan Shramik Samman Yojna, marriage assistance for children etc.
  • He said that Prime Minister, Mr Narendra Modi strives to bring the poor and the weaker sections to the mainstream. While working in this direction, under the leadership of Chief Minister, Mr  Manohar Lal, the State Government is implementing  a number of schemes for the upliftment  and benefit of workers.
  • Chandigarh, October 6- Haryana is progressing towards new achievements everyday and in this direction on the occasion of  Father of the Nation, Mahatma Gandhi's birth anniversary on October 2, Haryana bagged the Number 1 State Award under ‘Swachh Survekshan Grameen - 2018’ on the basis of  swachhta survey conducted in the rural areas country wide in August 2018.  For this achievement, an award was conferred by Prime Minister, Mr Narendra Modi to Chief Minister, Mr Manohar Lal, who received it on behalf of state, on October 2, in a program organized at New Delhi.
  • While giving information in this regard, a spokesman said that on this occasion, along with the Chief Minister Haryana, Development and Panchayat Minister, Mr O.P. Dhankar was also present. This award was given in the presence of United Nations, Secretary-General Mr  António Guterres, representatives of about 50 countries, Union Minister for Drinking Water and Sanitation, Ms. Uma Bharti and External Affairs Minister, Mrs Sushma Swaraj.
  • He said that under Swachh Survekshan Grameen, 2018 district Rewari of Haryana attained second position,  in category of clean districts across India. On this achievement,  on October 2 in New Delhi, Union Minister for Drinking Water and Sanitation, Ms. Uma Bharti honored the Deputy Commissioner and additional Deputy Commissioner of Rewari district with a citation and a memento.  In this survey, in the first 100 clean districts of the country, 18 districts are from Haryana alone, for which all the villagers deserve congratulations.
  • The spokesman further said that for making Swachh Bharat Mission Rural as a  mass movement, ‘Swachhta Hi Sewa’ campaign was started by the Ministry of Drinking Water and Sanitation from September 15 to October 2, 2018. This campaign was launched in Haryana State by Development and Panchayat Minister, Mr O.P. Dhankar from village Hadbon, district Ambala. Under this campaign, cleaning activities were carried out in schools, health centers, anganwadi centers and public places through Shramdaan. Under same campaign, on October 2,  2018, on the occasion of Swachhta Diwas, cleaning activities were carried out in all the Mahagrams of every village with the cooperation of Panchayati Raj institutions, volunteers of GRAVIT Yojna, Aanganwadi workers, Asha workers (Accredited Social Health Activists), youth and general public of the State. As many as 3.50 lakh people participated in  Shramdaan activities on October 2, 2018 in all the districts and cleaned public places, schools, health centers, Anganwadi centers, Bus stops, chaupals, streets and drains. Apart from this, for spreading awareness among people towards cleanliness various other activities were also organized including  Rallies, Slogans, Banners, Prabhat Pheris, Nukkad Nataks and through Gram Sabhas etc.
  • Chandigarh, October 6- With a view to strengthen Comprehensive Primary Health Care (CPHC) services through Health and Wellness Centers (HWCs) in Haryana, a tripartite Memorandum of Understanding(MoU) has been signed  among Central Government,  Haryana Government and AIIMS to set-up an Innovation and Learning Centre (ILC) at AIIMS New Delhi. ILC is a new initiative of the Union Government to provide technical support to the state for scaling-up of CPHC and to ensure quality services through the HWCs.
  • While giving details, Secretary Health and Mission Director National Health Mission, Mrs Amneet P. Kumar said that Principal Administrative Officer,  National Health Systems Resource Centre (NHSRC), Dr. Uddipan Datta on behalf of Government of India, and Dean Research AIIMS,  Dr. Chitra Sarkar have signed the memorandum in this regard. On behalf of State, Mrs Amneet signed the memorandum.
  •  She said that the HWCs are conceptualized as a transformed Sub Centers and Primary Health Centers (PHCs). The linked services will have a significant emphasis on health promotion and prevention, population enumeration and registration, creation of family health folder and follow-up of high risk cases, provision of point of care and diagnostic services, and dispending drugs for acute and chronic conditions. Moreover, these aspects would reduce the out of pocket expenditure of poor patients, all together.
  • She said that as many as 408 health facilities are planned to be upgraded into HWCs in 2018-19 by the State Government. Out of these 210 are Rural-PHCs, 184 Sub Centers and 14 Urban-PHCs. The HLL Lifecare Ltd (A Central Public Sector Enterprise working under the control of Ministry of Health and Family Welfare, Govt. of India, has been entrusted with the task of up-gradation by the State Health Society (Haryana) and so far 24 HWCs have already been made operational in Haryana and work is on progress at other 35 health facilities of the State.
  • On this occasion, Dr. Uddipan Datta said that the National Health Policy -2017 is focused on the need to provide CPHC in rural and urban areas through HWCs. The Union Government through its budget announcement in February 2017, declared inter alia provision for establishment of 1,50,000 HWCs countrywide. Dr. Datta further said that a package of 12 services for CPHC will be provided through a combination of home visits, outreach and facility based services. Furthermore, different age groups for specific services will be targeted to reduce fragmentation of care. The ILC set-up by the Union Govt. at AIIMS New Delhi will provide necessary technical support to Haryana State.
  • On this occasion, Dr. Chitra Sarkar said ILC is a new initiative of the Union Government to provide technical support to the State of Haryana, scaling-up of CPHC and to ensure quality services through the HWCs. Several factors would determine their functioning and effectiveness. It includes essential changes required in organizing specific services, expansion of technical competencies in team and individual, community based health services, action on social and environmental determinants, continuum of care, referral services, IT based venues for communication and understanding local epidemiological patterns etc. Further, assessing local diseases burden and patterns for co-morbidities will also one of the research areas for the ILC.
  • Chandigarh,  October 6- Haryana Chief Minister, Mr Manohar Lal has directed  for ensuring  hundred per cent  dewatering of the flooded areas of the state in  a time bound manner  so that  the farmers should not face any difficulty in sowing  their ensuing Rabi Crops. 
  • The Chief Minister was reviewing the dewatering arrangements through a video conference with the Divisional Commissioners and Deputy Commissioners of the affected districts namely Rohtak, Jhajjar, Charkhi Dadri, Bhiwani, Jind, Hisar, Kaithal, Karnal, Panipat and Sonepat. The Chief Secretary, Mr D. S. Dhesi was present during the video conference. It may be recalled that the unusually heavy rains in the last week of September had led to flooding of about 2 lakh acres of low lying agricultural fields. It was informed that around 1100 electric and diesel pumps have been deployed in these districts for dewatering. It was also briefed in the meeting that dewatering is complete in nearly 70 thousand acres. The Chief Minister directed the Power department to ensure 24 hours power supply in the areas where dewatering operations are under progress. He directed Irrigation department that if required, more pumps
  • should be hired and the surplus pumps and resources from unaffected districts should be shifted to the affected areas immediately.
  • Mr Manohar Lal also suggested discharging the excess water in the ponds and into Canals, wherever water carrying capacity was available, to take it to areas where there is demand. The Chief Minister directed the officers concerned to visit the field areas to assess the actual situation.   
  • Finance Minister, Capt. Abhimanyu stated that there will be no shortage of funds or budget for accelerating dewatering process. The funds would be released on priority to the affected areas for carrying out dewatering.  The Finance Minister also visited various affected areas to take the stock of actual field situation.
  • The dewatering has been completed in Karnal, Kaithal  and Panipat.  Soon the dewatering will be completed in remaining districts of Sonipat, Jind, Jhajjar, Rohtak,  Bhiwani, Hisar and  Charkhi Dadri before the sowing of Rabi crop.  
  • Additional Chief Secretary, Revenue and Disaster Management, Mrs Keshni Arora, Additional Chief Secretary,  Power Mr P. K. Das, Additional Chief Secretary, Public Health and  Engineering, Mr  Rajeev Arora,  Principal Secretary, Irrigation and Water Resources, Mr Anurag Rastogi  and Principal Secretary, Urban Local Bodies, Mr Anand Mohan Sharan were also present on this occasion.
