  • Chandigarh, Feb 13 – Haryana Chief Minister Mr. Manohar Lal said that alongwith the Kundli-Manesar-Palwal Expressway, Detailed Project Report (DPR) is being prepared for rail connectivity from Palwal to Sonipat. This is going to be a kind of economic corridor.
  • The Chief Minister was in the outreach event organised for discussion with stakeholders on 'Haryana Orbital Rail Corridor Project from Palwal to Sonipat' by the Haryana Rail Infrastructure Development Corporation Limited (HRIDC), at Gurugram today.
  • He said that all the states of the country had to establish Joint Venture Company alongwith Union Railways Ministry to develop Rail Infrastructure through cooperative federalism. In this, Haryana has taken lead in the country and constituted HRIDC, which is a Joint Venture Company of the Union Ministry of Railways and the Haryana Government. He said that in the last four years, the present State Government has taken note of infrastructure in the state.
  • The Chief Minister said HRIDC has created Haryana Orbital Rail Corridor Project to lay new railway line from Palwal to Sonipat for which DPR is being prepared. A sum of about Rs 4,100 crore will be spent on the project which is about 130 km long and this project will be completed in three years.
  • He said that all the stakeholders will have to mobilize the cost of this corridor together. Apart from the Haryana Government, the Stakeholders included Indian Railways, Maruti Suzuki, Dedicated Freight Corridor, HSIIDC, Model Economic Township Limited (formerly Reliance Haryana SEZ Limited), All Cargo and other industries and financial institutions. He said that the setting up of the Orbital Rail Corridor, the Shatabadi train will pass through cities of Gurgaum and Faridabad and reach Chandigarh and it will not have to enter Delhi. He said that presently people from Gurugram or Faridabad have to board Shatabadi train to Chandigarh from Delhi.
  • Manohar Lal said that the Haryana Orbital Rail Corridor Project would provide direct rail connectivity to main cities of Haryana such as Gurugram, Faridabad, Ballabhgarh, Palwal, Manesar and it will accelerate industrial development in Sohna, Manesar, Gurugram, Rohtak, Bahadurgarh and Kundli.. These industrial cities will be interconnected which will benefit huge population.
  • He said that through HRIDC, feasibility study is being conducted for laying the new railway from Yamunanagar to Chandigarh via Naraingarh-Sadhora, Sohna-Nuh-Alwar, Farukhnagar-Jhajjar-Charkhi Dadri, Karnal-Yamunanagar, Jind-Hisar and Bhiwani-Loharu.

  • Chandigarh, Feb 13 – The list of all government institutions of Haryana Skill Development and Industrial Training Department and other useful information including every trade and vacancies available in it, dashboards, attendance, scholarship, and other useful information will now be available online.
  • The Skill Development and Industrial Training Minister, Mr. Vipul Goel has launched the mobile-app called 'ITI Haryana' of the Department, here today. After launching mobile-app, Mr. Goel said that this IT platform of the department has been started successfully, this will bring transparency in the work.
  • He said that while fulfilling the vision of Digital India of Prime Minister, Mr. Narendra Modi, the Haryana Government is moving towards Digital Haryana. He said that the process of nine different modules in this IT platform have been made online. He said that the entire process of departmental portal right from entrance to certification and employment/apprenticeship has been made online. Through this IT platform, there will be transparency in scholarship payment, hall ticket generation, certificate generation and other works of institution.
  • The Minister said that this mobile-app is available not only in Android mobile but also in IOS based mobile play-store. This mobile-app can be downloaded by searching 'ITI Haryana'.

  • Chandigarh, Feb 13: Haryana Sports and Youth Affairs Minister, Mr. Anil Vij said that Haryana State Youth Policy-2019 has been formulated for the first time in the State for the all-round development of the youth between the age group of 15 to 29 years.
  • The Policy was approved by the Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal, here today.
  • Mr Vij said that through this policy, the youth of the state would be encouraged to move forward in all kinds of situations. He himself was making efforts, since long time to formulate this policy, so that the energy of youth could be channelized towards positive direction. The policy would empower the youth of the state to achieve their full potential and contribute for all round development of the society, he added.
  • He said that through this Policy, the youth would be encouraged to participate through various opportunities and enable them to achieve their aspirations. The policy would also ensure their participation towards the society and nation building. With this policy, all the youth from deprived and marginalized segments would get opportunities to move forward and efforts would be made to bring the misguided youth on the right track with the help of the government. Besides this, guidance would be given to the youth for education, employment, health, healthy lifestyle, social service, sports, political participation and their intellectual development.
  • Mr Vij said that for the implementation of Youth Policy and further guidance, a High Powered Committee has been set up under the chairmanship of the Chief Minister. Besides this, a Task Force will be constituted under the chairmanship of the Chief Secretary, which will pave the way for the progress of youth at the state, district and block level. Department of Sports and Youth Affairs has been made the Nodal Department.
  • The Minister said that the State Government may constitute a State Youth Commission for overseeing the implementation of programmes for the purpose of educating and empowering  the youth which will be headed by a  chairman and such number of members as deemed fit. He said that the policy will be evaluated once in every three years through the neutral and reliable agencies and the programs would be redesigned on the basis of these results and as per evolving needs of the young people of the state.
  • Chandigarh, Feb 13 – Haryana Sports and Youth Affairs Minister, Mr. Anil Vij said that first of its kind ‘Haryana Sports University’ would be established at Rai, Sonipat to promote sports education in the areas of sports sciences, sports technology, sports management and sports coaching besides functioning as the training centre for select sports disciplines by adopting best international practices. A proposal to this effect has been approved in the cabinet meeting held under the chairmanship of Chief Minister, Mr. Manohar Lal, here today.
  • Mr. Vij said that the University will be designed to undertake research in different aspects of sports and prepare students for the job market around sports. The University will also prepare students for the emerging job market around sports such as sports science, physiotherapy and sports medicine where jobs for graduates is also available in the job market. The training institute will form a part of the Sports University as a separate entity but under the structure of the University, he added.
  • The Minister said that different departments such as Sports Medicine, Sports Infrastructure Engineering, Sports Science, Kinesiology and Clinical Biomechanics, Sports Psychology, Sports Nutrition, Rehabilitation and Physiotherapy, Sports Journalism, Sports Marketing and Sports Coaching and Physical Education.
  • He said that Governor of the state will be the Patron/Visitor of the university and a prominent sportsperson of international repute will be the Chancellor. The Search-cum-Selection Committee will include at least two prominent sports personalities and headed by an academic of repute, he added.

  • Chandigarh, Feb 13 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has approved Haryana State Commission for Scheduled Castes Act, 2018 draft Rules-2019. The Rules will be called the Haryana State Commission for Scheduled Castes Rules, 2019
  • The State Government has made the rules under the Haryana State Commission for Scheduled Castes Act, 2018 for the purpose of implementation of the Act, as well as appointment of the Chairperson, Vice-Chairperson and Members of the said Commission.
  • Chandigarh, Feb 13 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given permission to take out one post of Junior Engineer, Six posts of Clerks and one post of Peon from the purview of Haryana Staff Selection Commission and providing jobs under the Rehabilitation and Resettlement of Land Owners Policy (R & R Policy) of the State on account of acquisition of land.
  • Chandigarh, Feb 13 – Haryana government has decided to grant reservation to the extent of ten per cent each to Economically Weaker Sections in case of direct recruitment to Group A, B, C and D post in all Departments, Boards, Corporations and Local Bodies of the state government and in admissions to all educational institutions in government or government aided educational institutions.
  • A decision to this effect was taken in the meeting of State Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today.
  • Family for this purpose will include the person who seeks benefit of reservation, his/her parents, spouse and children and siblings below the age of 18 years. The income will include income from all sources that is salary, agriculture, business and profession and it will be income for the financial year prior to the year of application. Also, persons whose family owns or possesses any of the following assets will be excluded from being identified as Economically Weaker Sections irrespective of the family income:- five acres of agricultural land and above, residential flat of 1000 square feet and above, residential plot of 100 square yards and above in notified municipalities, residential plot of 200 square yards and above in areas other than the notified municipalities and any immovable property worth more than Rs one crore.
  • The income and assets of the families would be required to be certified by an officer of the rank of Tehsildar and the officer will do the same after carefully verifying all relevant documents as prescribed in the instructions issued by the Chief Secretary and Revenue Department.
  • Chandigarh, Feb 13 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, approved the establishment of State Sports University, Haryana to promote sports education in the areas of sports sciences, sports technology, sports management, sports coaching besides functioning as the training centre for select sports disciplines by adopting best international practices.
  • Haryana Governor will be the Chancellor of the University. The Vice Chancellor will be the Principal Executive and Academic Officer of the University and will exercise general supervision and control over the affairs of the University.
  • Chandigarh, Feb 13 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, approved the amendment in the Haryana Development and Regulation of Urban Areas Rules, 1976. 
  • As per the amendment, the rate of extension fee per acre for allowing further time period for construction of community sites will be Rs 10 lakh in the hyper area forming part of the development plan of Gurugram-Manesar Urban Complex, Rs nine lakh in high-I areas forming part of development plan of Faridabad-Ballabhgarh Urban Complex, part of Sohna Development Plan falling in Gurugram district, areas forming part of development plan of Gwal Pahari and Rs seven lakh in the high-II Periphery Controlled Areas of Panchkula, Sonipat-Kundli Urban Area Complex and Panipat.
  • For medium areas, the rate of extension fee per acre for construction of community sites will be Rs six lakh, for low-I areas Rs five lakh and for low-II areas Rs four lakh.
  • The time period for renewal of licence has been extended from existing two years to five years. Therefore, the licence renewal fee has been increased from existing ten per cent to 20 per cent of licence fee for licences wherein part completion certificate is yet to be granted and from 2.5 per cent to five per cent of licence fee for licence wherein part completion stands granted.
  • Chandigarh, Feb 13 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, approved the Haryana Rights of Persons with Disabilities Rules, 2019 under the Rights of Persons with Disabilities Act, 2016.
  • The Rules lay down enabling provisions for the protection of persons with disabilities like the establishment of a state fund, appointment of a state advisory committee, a committee for research on disability. Significantly these rules also laid down the procedures for limited guardianship which aims at ensuring the protection of legal rights and interests of persons with disability.
  • Chandigarh February 13: Haryana Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today approved the proposal regarding implementation of Delhi-Gurugram-SNB Corridor of Regional Rapid Transit System (RRTS). 
  • Besides approving the implementation of Sarai-Kale-Khan Gurugram-SNB Corridor of RRTS, the Cabinet also approved allowing additional purchasable FAR of upto 1.25 within the project influence zone of 1.5 km radius around the RRTS stations and gross contribution of Rs 6436 crore as state government’s share towards the project cost. The Cabinet also decided to nominate Administrative Secretary, Town and Country Planning Department as nodal officer for signing of agreements and other related documents with National Capital Region Transport Corporation (NCRTC) for the implementation of the project. It also authorised the Chief Minister to approve any changes or modifications, if arises during consultation with NCRTC/Government of India or for removing difficulties or bottlenecks in implementation of RRTS project.
  • The RRTS projects are being implemented by the NCRTC, a joint venture of Government of India and participating state governments of Delhi, Rajasthan, Uttar Pradesh and Haryana. Accordingly, contribution of concerned participating state governments has been determined. The contribution of National Capital Territory of Delhi, Haryana government and Government of Rajasthan has been done based on the quantum of investment in the respective states.
  • Seed capital of Rs 500 crores from state exchequer has been approved in financial year 2019-20. For the balance Rs. 5,936 crores, as per current estimates, the state government will give state guarantee, as a backstop, for Haryana Mass Rapid Transport Corporation Limited (HMRTC) to raise loans.
  • Chandigarh Feb 13- Haryana government has decided that selection and recommendation of the names of candidates belonging to Group B viz teacher, educational supervisor, teacher educator in School Education Department and Group C posts in all departments will be done on the basis of written exam, socio economic criteria and experience.
  • A decision to this effect was taken in the meeting of State Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today.
  • The selection to the post will comprise total 100 marks including 90 marks for written exam and ten marks for socio economic criteria and experience. Provided that the Haryana Staff Selection Commission will be at liberty to vary the number of questions, marks per question and duration of written examination.
  • The written exam will be divided into two portions comprising weightage of 75 per cent for general awareness, reasoning, maths, science, computer, English, Hindi and concerned or relevant subject as applicable and 25 per cent weightage for history, current affairs, literature, geography, civics, environment and culture of Haryana.
  • Five per cent marks will be given if the applicant or no person from among the applicant’s father, mother, spouse, brothers and sons is, was or has been regular employee in any department, board, corporation, company, statutory body, commission, authority of Haryana government or any other state government or Government of India. Five per cent marks will be given if the applicant is widow or if the applicant is the first or second child and his father had died before attaining the age of 42 years or if the applicant is the first or second child and his father had died before the applicant had attained the age of 15 years.
  • If the applicant belongs to such a denotified tribe (Vimukt Jatis and Tapriwas Jatis) or nomadic tribe of Haryana which is neither a Scheduled Castes nor a Backward Class, he will be given five marks. A maximum of eight marks will be given for experience: one half (0.5) mark for each year or part thereof exceeding six months of experience, out of a maximum of 16 years, on the same or higher post in any department, board, corporation, company, statutory body, commission, authority of Haryana government. No marks will be awarded for any period less than six months. No applicant will be given more than ten marks for the above clauses under any circumstances.
  • Chandigarh Feb 13- Haryana Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today approved the draft of the Haryana Laws (Special Provisions) Bill, 2019 to make special provisions for all districts of Haryana falling under National Capital Region (NCR) for a period of one year.
  • This Act will be called the Haryana Laws (Special Provisions) Act, 2019. It will help to phase out the specified agricultural and allied activities propelled vehicles that is tractors and combine harvestors using diesel as fuel from districts of Haryana falling in NCR gradually in compliance with the directions of Supreme Court without causing hardship to farmers and allied in the districts falling in NCR.
  • The state government shall, within a period of one year from the coming into force of this Act, take all measures to prepare norms and strategies for phasing out the specified agricultural and allied activities propelled vehicles that is tractors and combine harvestors. Subject to the provisions contained in sub section (1) and notwithstanding any judgement, or order of any court or tribunal, registration and plying of specified diesel tractors will be permitted to operate till such time as they are phased out.
  • All notices issued by the government or any authority for any coercive action against such vehicles only for the reason that such vehicles have been registered for a period of ten years or more, will be suspended and no coercive action will be taken during the period of one year from the date of coming into force of this Act. The state government may, at any time before the expiry of one year from the date of coming into force of this Act, and by notification in the official gazette, declare that the provisions of sub section (2) or sub section (3) or both, will cease to have effect. The state government may from time to time for the purposes of proper implementation of the provisions of this Act, issue such directions, as it may deem fit, to any authority and it will be the duty of that authority to comply with such directions.
  • Chandigarh Feb 13- Haryana Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today decided that the delegation of powers to the Chief Minister will be continued for a further period of six months for all matters pertaining to the implementation of GST in the state including framing of new rules and rate of tax, amendments thereto and issue of notification under the Haryana Goods and Services Tax Act, 2017.
  • Chandigarh Feb 13- Haryana Government has decided to amend the eligibility criteria of scheme, namely, Financial Assistance to Women and Girl Acid Attack Victims to ensure fairness in implementation of the scheme in public interest.
  • A decision to this effect was taken in the meeting of Council of Ministers which met under the Chairmanship of Chief Minister Mr Manohar Lal here today.
  • Victims who have permanent disability certification will be eligible for monthly pension. An individual will be eligible to claim only one pension that is if her case is approved for acid attack victim assistance then she will not be eligible for any other kind of social security pension. As per the amendment, the government employees will not be eligible for financial assistance under the scheme.
  • In order to ensure that the acid attack victims continue to meet the eligibility criteria over the pendency of benefit that accrues to her she will be required to submit an annual undertaking to the effect that she meets all the eligibility criteria as delineated in the scheme. The undertaking will be submitted to the District Social Welfare Officer on April 1, every year. The NIC will ensure that the payment of benefit is linked to submission of such an undertaking which should be uploaded on the portal. In case, at any time the undertaking provided is found to be incorrect, the benefit under the scheme will stand withdrawn from the date on which the incorrect submission by the victim is made.
  • In the interest of keeping the identity of the victim confidential, the NIC will ensure that like other documents connected to the acid attack victim, the affidavit also remains visible only to the District Social Welfare Officer.
  • Chandigarh February 13: Haryana Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today approved the amendment in the Business of the Haryana Government (Allocation) Rules, 1974 in respect of the Excise and Taxation Department.
  • Chandigarh, Feb 13– Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval to provide government job to the dependents of martyr Ramesh Singh, Havildar, Army and Samer Singh, Sepoy, Army.
  • Havildar Ramesh Singh, a resident of village and post office Haluwas, Tehsil and district Bhiwani was killed in Operation Rakshak in Jammu and Kashmir on December 7,2003. It has been decided to give compassionate employment to Kanwar Singh, son of Ramesh Singh, for Group D post.
  • Chandigarh, Feb 13– Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval to shift village Ukhalchana (Kot) from Tehsil Badli to Tehsil Jhajjar in district Jhajjar.
  • Chandigarh, Feb 13– Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval to amendment in the Haryana Police Service Rules, 2002, regarding re-designate the post of Deputy Superintendent of Police as Additional Superintendent of Police.
  • The department has 19 posts of Additional Superintendent of Police which are being filled up by Deputy Superintendent of Police having 10 years of regular service in their own pay scale subject to availability of vacant post. In order to give a legal framework for this practice, the Haryana Police Service Rules, 2002 are being amended.
  • As per the amendment, a candidate having ten years regular service as Deputy Superintendent of Police will be re-designated as Additional Superintendent of Police, in his own pay scale subject to availability of vacant post in their own pay scale.
  • Chandigarh, Feb 13– Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval for making the rules regulating the recruitment and conditions of service of persons to be appointed in the Haryana Transport Department (Group D)/Transport Commissioner’s Office.
  • These Rules will be called the Haryana Transport Department Transport Commissioner’s Office (Group D) Service Rules, 2018.
  • As per the Rules, all appointments to the posts in the service will be made by the Transport Commissioner.
  • Recruitment to the service will be made, in case of Peon, Chowkidar and Sweeper/Mali/Sweeper-cum-Mali, by direct recruitment or by transfer or deputation of an official already in the service of Government of Haryana or any other state government or Government of India. Person appointed to any post in the service will remain on probation, for a period of two years, if appointed by direct recruitment and one year, if appointed otherwise.
  • A member of the service will be liable to serve at any place whether within or outside the state, on being ordered so to do by the Appointing Authority. A member of service may also be deputed to serve under a company, an association or a body of individuals whether incorporated or not, which is wholly or substantially owned or controlled by the state government, Municipal Corporation or a local authority or university within the state. The member may also be deputed to serve under the Central Government or a company, an association or a body of individuals whether incorporated or not, which is wholly or substantially owned or controlled by the Central Government or another state government, an international organisation, an autonomous body not controlled by the government or a private body.
  • In matters relating to discipline, penalties and appeals, members of the service will be governed by the Haryana Civil Services (Punishment and Appeal) Rules, 2016 as amended from time to time.
  • Chandigarh, Feb 13– Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval for transfer of Municipal Corporation, Ambala land measuring about 2.85 acres to Health Department for construction of residential accommodation for medical and paramedical staff of Civil Hospital, Ambala Cantt.
  • It has been decided that Municipal Corporation, Ambala will transfer the land to Health Department by sale at collector rates plus development charges. Out of total flats to be constructed by Health Department on the said land, equal number of flats of equivalent categories will be given free of cost to Municipal Corporation by the Health Department. The ownership as well as possession of these flats will vest with Municipal Corporation, Ambala so that the same can be allotted to Municipal Corporation officers and officials from time to time.
  • Chandigarh, Feb 13– Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval to the Haryana State Youth Policy, which aims to empower the youth of the state to achieve their full potential to facilitate all round development of the society.
  • The policy aims at addressing the age-bracket of 15 to 29 years with a view to have more focused approach which is in line with the definition of youth provided in the National Youth Policy.
  • The objectives of the policy are to create productive work force that can make a sustainable contribution to the state’s and India’s economic development. It also aims to develop a strong and healthy generation equipped to take on future challenges. The policy will instil social values and promote community service to build national ownership. It will facilitate participation and civic engagement at all levels of governance. It will also support youth at risk and create equitable opportunity for all disadvantaged and marginalised youth.
  • The department of Sports and Youth Affairs will function as the nodal department for the implementation of the policy by establishing an appropriate coordination mechanism. The departments of Education, Welfare of Scheduled Castes and Backward Classes, Women and Child Development, Social Justice and Empowerment, Technical Education, Employment and Training, Health and Family Welfare, Panchayati Raj, Rural Development, Science and Technology, Forests and Environment, Culture, Tourism, Information Technology, Agriculture, Revenue and Disaster Management, Home, Labour and Industries have significant components of their policies and programmes that are relevant to young people. Keeping this in view, a High Powered Committee will be set up under the chairmanship of Chief Minister with the Ministers of all concerned departments, Chief Secretary and Principal Secretary, Finance. The Committee will review the implementation of the youth policy and give it further direction whenever required. The Administrative Secretary, Sports and Youth Affairs Department will be the Member-Convener of the High Powered Committee.
  • A Task Force under the chairmanship of Chief Secretary will be formed with Administrative Secretaries of concerned departments. The Director, Sports and Youth Affairs will be Member-Convener of the Task Force. The task force will set out criteria and draw up list of indicators for measuring the progress at state, district and block levels for the implementation of the programmes. At district level, the Deputy Commissioner will be responsible for coordination among different line departments.
  • The state government may also constitute a State Youth Commission for the purpose of overseeing the implementation of the programmes for educating and empowering the youths in the state, headed by a chairman and such number of members as deemed fit.
  • The evaluation of the policy will be carried out through neutral and credible agencies once every three years and the programmes and interventions will be tweaked and re-designed on the basis of these results and as per evolving needs of young people in the state. The policy will be reviewed every five years for appropriate changes warranted by the situation.
  • Chandigarh, Feb 13 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval to amendment in the Textile Policy-2018 (Textile Policy-2019). The policy aims to attract investment to the tune of Rs 5,000 crore and generate 50,000 new jobs.
  • As per the amendment, anchor units have been defined as an enterprise with Fixed Capital Investment of Rs 100 crore or more which provides employment to 1000 people or more, with at least 70 per cent of the total unskilled employment to people of Haryana domicile and at least 30 per cent of overall employment to people of Haryana domicile. In addition, the enterprise will bring minimum two ancillary units will be accorded anchor units status. These ancillary units can be set up anywhere across Haryana. These anchor units will be provided capital subsidy at the rate of 25 per cent upto Rs 50 crore in C and D blocks. Further, all benefits under the policy for textile parks will be available to units which are granted licence by the Town and Country Planning Department after the policy notification. It has also been provided in the amendment that for an industrial licence granted in the agriculture zone, the cost of providing infrastructure by various agencies/departments of the state government sought by the licencee will be charged on actual basis. For industrial licence granted in an urbanisable zone, external development charges will be levied as per the rates determined by the government from time to time.
  • Chandigarh, Feb 13 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval to the amendment in the HVAT Rules, 2003 to restrict the power to remand the appeal cases by the Appellate Authority.
  • As per the amendment, the following part has been substituted in the existing Rule 65 of the HVAT Rules, ‘The Appellate Authority shall not ordinarily remand the case where a question of law is involved but decide the issue itself.’
  • The decision has been taken to expedite the disposal of appeals filed against the orders of assessment authorities under VAT.
  • Chandigarh, Feb 13 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has approved the Haryana State Culture Policy – KALASH (Kala Evam Sanskriti Haryana Neeti).
  • The objectives of the policy are to protect, preserve, conserve and manage rich cultural heritage of the State, both tangible and intangible, and to pass it on to future generation and to promote various activities in the fields of Art and Culture so that various art forms get popularised with the public. For this liberal but regulated policy of providing financial help to individual performers and also to the registered societies/institutions engaged in different performing arts. It will also educate young students of schools, colleges and universities in the manner they not only become aware of the cultural heritage of the State but also get ready to take it forward. The policy also aims at getting contents on Art and Culture included in the academic textbooks at various level of education. It will also promote non formal education of Art and Culture by organizing workshops, camps, seminars and exhibitions.
  • The policy will collect, digitize and preserve the wealth of rare books, manuscripts and archives so as to provide a good resource to the posterity. It will also ensure support from public as well as private sector for the artists and their arts. It will promote peace, harmony and collective goods of the society by inculcating human values through pursuits of Art and Culture. It will improve a quality of human life in the State by refining the sensibilities of human folk through Art and Culture. The policy will also ensure minimal intervention/involvement of the State in defining, documenting, preservation and propagation of the culture.
  • In order to promote different art forms like Indian Classical Music, Classical Dance, Theatre, Visual Art, Folk, Traditional and Indigenous Arts and Haryanvi Folk Song, Dance and Visual Arts like Sanjhi, the State will provide the financial assistance/grant to individual artists and registered organizations. These grants will be governed by separate set of regulation meant for such financial assistance/grants. The State may also consider sponsoring of holding of performances in these areas.
  • The policy aims at starting a social security scheme for artists and others working in the field of culture with a view to ensure that a regular small contribution during the earning life of the artist and others provides for decent necessities during their sunset years of life. A Scheme for dependents of artists would also be launched. Reservation in the Government jobs to artists of a certain level can be thought of.
  • The State will also establish an Apex Level Advisory Council on Culture under the chairmanship of Chief Minister with members as Art and Culture Minister, Chief Secretary, Additional Chief Secretary, Culture and five experts in the field of Culture of Haryana. The Council will aid and advise on State Culture Policy and promotion and popularization of Haryanavi Culture among people including Haryanavi diaspora and tourists.
  • The State will nominate and confer awards on eminent artists in the field of dance, music, theatre, painting, sculpture, Folk Music, Folk Singing and Folk Dance. Haryana Kala Praveen for artists upto the age of 40 years, Haryana Kala Shree for artists between age of 40 to 55 years, Haryana Kala Ratna for artists above age of 55 years. In the coming times the state Government will also decide to confer more awards. The selection for awards will be made through a committee appointed by the government for this purpose.
  • The State Government will establish State Culture Fund to finance activities related to achievement of the objectives of Culture policy. The Haryana State Culture Policy will be a dynamic document and will be reviewed and updated according to the requirements. A formal evaluation of the policy outcomes will be undertaken every five years in a phased manner and the policy will be reviewed and updated as per the prevailing situations at that time.
