- Chandigarh, July 16 –To prevent the practice of proxy attendance by husband or relatives of female councillors in the meetings of municipalities of the state, the Haryana Government has decided to remove the councillors in case they themselves remain absent for more than three consecutive meetings of municipalities and their relatives represent them.
- While stating this here today, the Urban Local Bodies Minister, Mrs Kavita Jain said that the practice of proxy attendance by relatives of female councillors in the meetings of municipalities was of great concern and occurrence of which has been increasing day by day.
- She said that the present government was giving impetus to ensure increased participation of women in politics and in decision making so as to fully empower them. At present, 42 per cent representation in municipalities was that of women. If instead of raising their voices to express their opinion on their own, they allow their relatives to do so; their political abilities would not develop and grow. In such circumstances, the initiative taken by the present government to politically empower them would be completely lost.
- The decision to remove the councillors in case they allow their relatives to represent them and remain themselves absented in three successive meetings of the Municipalities has been taken to ensure that elected women councillors attend the meetings of municipalities.
- The Principal Secretary, Urban Local Bodies had issued directions in this regard to all the Commissioners, Municipal Corporations, Executive Officer, Municipal Councils and Secretary, Municipal Committees. They have also been directed to hold the meetings of the Municipalities once in a month in consonance with section 25 of Haryana Municipal Committees Act 1973 and section 52 of Haryana Municipal Corporation Act 1994 so as to ensure accelerated development of urban areas.
- Besides this, directions have also been given to strictly implement section 14(C) of Haryana Municipal Act 1973 and section 34(D) of Haryana Municipal Corporation Act 1994 under which councillors could be removed for remaining absent in three consecutive meetings of the municipalities.
- Chandigarh, July 16 – Haryana Agriculture and Farmers’ Welfare Minister, Mr. O P Dhankar said that farmers of Haryana will get a benefit of about Rs 6,000 to Rs 18,000 per acre after Central Government approved a steep rise in the minimum support price of crops, giving farmers the promised 50 per cent return on input costs. Apart from this, compensation amounting to Rs 3,257 crore has so far been given to farmers during the tenure of present State Government to make farming a risk-free venture.
- Mr. Dhankar gave this information while addressing a press conference here today.
- He said that increase in Minimum Support Price (MSP) of crops as approved by the Central Government would benefit the paddy farmers of Haryana with Rs 6,000 per acre, cotton farmers with Rs 18,000 per acre and bajra farmers with Rs 7800 per acre. He said due to the increase in MSP, Haryana would get Rs 1500 crore which includes Rs 1200 crore for paddy and Rs 300 crore for other crops.
- The Minister said that the farming in Haryana is the most risk-free farming in the country. Elaborating, he said that the State Government has given compensation of about Rs 491 crore to farmers under Fasal Bima Yojana. Compensation amounting to Rs 6,000 to Rs 12,000 per acre has been given to farmers through Revenue and Disaster Management Department. During 2015, Rs 1092 crore were given for wheat crops and Rs 276 crore for cotton crops. Apart from this, the compensation amounting to Rs 268 crore pending from the tenure of the previous government was also given to farmers by the present State Government.
- He said that the present Central Government has been increasing the MSP of crops from time to time as a result of which the average income of farmers has reached up to Rs 11,000 per acre. The farmers of Haryana have got enhanced income of Rs 7,335 crore, he added.
- He said that the there were some challenges facing the farming sector which has to be turned into opportunities. Water availability was the biggest challenge. Under Atal BhuJal Yojana, Rs 712 crore has been allotted to Haryana for a period of five years for this purpose. As many as 36 blocks of Haryana are highly water exploited and to promote micro irrigation in these areas, the State Government has been giving a grant up to 85 per cent. He said that 1.30 lakh hectare area in the state falls under micro irrigation. Apart from this, pipelines have been laid on one lakh hectare area for irrigation thereby increasing the irrigated area. A sum of Rs 75 crore has been given for such areas, he added.
- Mr. Dhankar said that 54 mandis in the state have been linked with e-NAM. The crops not procured by government are being purchased through e-NAM. Apart from this, new mandis are also being developed. The largest mandi of the country being set up over 600 acres in Gannaur, would be constructed through special purpose vehicle for which approval has been given by the Cabinet. He said that Haryana’s first flower mandi would be set up with the assistance of Netherlands over 8.62 acres in Sector 52, Gurugram.
- He said that apple mandi has been set up at Sector 20, Panchkula and in order to further expand it, there is a provision to set up new and modern apple mandi over 75 acres land of HMT. Special emphasis has been laid on direct marketing for which 40 Kisan Markets have been developed. He said that maximum subsidy of Rs 6600 crore was being given on power every year. Similarly, subsidy amounting to Rs 3500 crore was being given on fertilizers and that of about Rs 800 crore on seeds and equipment.
- The Minister said that the Agriculture University of the state ranks at number two in the country. Apart from this, Haryana is at fourth place in agriculture institute. He said that three Agri Leadership Summits have so far been organised in which about six lakh farmers had participated.
- He said that soil labs are being established in each mandi. Apart from this, groups of 4-5 villages are also opening soil labs in the form of clusters. A sum of Rs 65 crore was spent on prevention of crop residue burning. As many as 6338 farmers were given agricultural equipment for disposal of crop residue. This year, equipment for this purpose would be given to 5563 farmers and 900 groups for which a budget of Rs 150 crore has been earmarked.
- He said that 2863 hectare saline and waterlogged land of 14,282 farmers have been reclaimed with a sum of Rs 21 crore. This year, a target has been set to reclaim 2,186 hectare land of over 2,100 farmers.

- Chandigarh, July 16: Haryana Minister of State for Public Health Engineering, Dr. Banwari Lal said that the work of installing taps in all the villages throughout the State will be completed by December 31, 2018. Beside this, wherever there is any leakage of water, it will be repaired immediately.
- Dr. Banwari Lal said this after returning from Singapore where he attended International Water Week -2018. More projects on water conservation and polluted water treatment by using the latest techniques would be implemented in the state, he added.
- He said that rise in population in urban areas, constant increase in the demand of water supply and changing weather conditions are main reasons for shortage of water. These all were deliberated in International Water Week in Singapore so as to find solutions on a global platform.
- He said that in addition to treating the polluted water, discussions were held to improve the quality of water supply. A water summit was also held during this visit so as to make the future generations learn about various methods of water management.
- He said that in Water Reclamation Plant, Singapore, the waste water is treated through deep tunnels, which destroys the pollutants and passed through in-tube coolers to be reused for supply in the households or industries after treatment. The delegation from Haryana learnt the technical knowledge about the working of this plant from the concerned officials of Singapore. There are four such plants in Singapore, he added.
- Dr. Banwari Lal urged the people to judiciously use water as per their need. He said that earlier Singapore had shortage of water and was dependent on Malaysia for water supply. However, after implementing various methods of water conservation including rain water harvesting, Singapore today has become an inspiration for other countries in water conservation and treatment
- Chandigarh, July 16- Haryana Public Works Minister, Rao Narbir Singh said that there is plan to connect Vasant Kunj in Delhi with MG Road in Gurugram. This road would further be linked with Delhi Jaipur Highway.
- He said that a U-turn would be constructed on Delhi-Jaipur Highway near Ambience Mall to give relief to the residents living near the mall from traffic problem. The U-turn would be constructed at the cost about Rs 150 crore which would be equally borne by Builders -DLF and Ambience.
- He said that the present government is making efforts to improve the connectivity between Delhi and Gurugram to remove traffic congestion. After opening of KMP expressway on August 15, 2018, the traffic congestion would further be eased for the people living near Ambience Mall. A Logistic hub would also be made with KMP Express Way so that all heavy vehicles carrying goods should not enter the city.
- Referring to Dwarka Expressway, he said that the expressway would be constructed at the cost of Rs 7,200 crore and its tenders have also been invited and the construction work would begin from next month. This would improve the connectivity between Delhi and Gurugram and reduce the traffic volume.

- Chandigarh, July 16- Haryana government has constituted a State Level Trade Promotion Committee under the Chairmanship of Chief Secretary, Mr D.S. Dhesi to review all trade related issues including issue of Logistics, Agriculture exports and service export.
- While stating this here today, an official spokesman said that the member of the committee includes Additional Chief Secretary, Industries, Principal Secretaries of Agriculture and Farmer’s Welfare Department, Mines and Geology department and Public Works departments.
- Convener and Co-convener of the committee would be Director, Industries and Commerce department and Director General Foreign Trade, North region Chandigarh respectively.
- Chandigarh, July 16- Soon, a Passport Seva Kender will be opened in Mahendragarh district. The Minister of State for External Affairs, Dr V.K. Singh, made this announcement on the demand of MP, Bhiwani-Mahendragarh, Mr Dharambir Singh, today.
- Dr V.K. Singh announced this, while addressing the people after inaugurating Passport Seva Kender at Post Office in Bhiwani today.
- While giving Mr Dharambir Singh, all credit of opening of Passport Seva Kender, the Minister said that it is only with his efforts, space has been made available at post office for the Kender. With the opening of Passport Seva Kender in Bhiwani, the people of this area would not have to go to Hisar, Gurugram, Chandigarh and Ambala. Passport is essential if one want to go to abroad for business, study and any other purpose.
- He urged the people to go through the medium of authorized agents for work in countries abroad so as to avoid any fraud. For this, Ministry of External Affairs has also directed the concerned officers.
- He said that earlier, about 97 Passport Seva Kenders were there in the country, but in order to made this service available to common people, the Ministry has decided to open this service in post office. In the first phase, 290 centres have been identified with an aim to ensure the facility of Passport Seva Kender within the distance of 50-60 km. This is the sixth such Passport Seva Kender to have been opened in the country.

- Chandigarh, July 16 – Haryana Police have booked four persons including a Sarpanch representative under NDPS Act during ongoing campaign against drug peddlers in district Sirsa. Police has recovered 2 kg opium and 10 kg Doda Post from their possession, besides a car used in transporting the narcotics.
- A plate indicating Sarpanch representative, Nambardar and President of SriKrishna Gaushala was placed in front of the car. Car driver, Sanjay Kumar’s wife is Sarpanch of village Khuian Malkana.
- While stating here today, a spokesman of Police Department said that acting on the directives of Director General of Police, Mr B.S. Sandhu, a crackdown against smuggling of narcotics was launched in district Sirsa especially in the areas bordering Rajasthan and Punjab.
- He said that Crime Investigation Agency of Sirsa during patrolling in Dabwali area has signaled a car to stop, but the driver accelerated and tried to move other side but nabbed by the team. When searched police has recovered 2 kg of opium valued at around Rs 6 lakh in international market. The arrested accused has been identified as Sanjay Kumar, a resident of village Khuian Malkana, Mohan Lal of district Jodhpur in Rajasthan and Gurdeep Singh, a native of Khuian Malkana.
- In another case, CIA Dabwali team had also arrested a person carrying 10 kg Doda Post in the district. The arrested accused has been identified as Raja Singh, a resident of Jajal in Punjab.
- Police team also enquiring the name of suppliers and efforts were being made to nab them. Cases under NDPS Act have been registered against the accused and further investigation was on, he added.
- Chandigarh, July 16 – Haryana Police has succeeded in arresting three members of Kuki gang following a brief encounter in district Jind. One arrested criminal Rakesh also carried a reward of Rs one lakh.
- While stating this here today, a spokesman of Police Department said that police had also recovered three pistols and eight live cartridges from their possession. All the three accused were allegedly involved in various cases of murder, attempt to murder and robbery. Atleast 18 cases were registered against them in the states of Rajasthan and Punjab as well as in Panchkula, Panipat and Rohtak.
- He said that arrested accused have been identified as Rakesh, a resident of Panipat, Gagandeep of Zirakhpur in district Mohali and Sunil of Rohtak. All three accused are of criminal nature and their main objective is to create panic among people. Many big cases of crime were unearthed with their arrest.
- He said that Crime Investigation Agency of Jind Police had on getting a secret information nabbed all the accused from Raichandwala in district Jind. All the accused would be taken on police remand by producing them in the Court so that other cases could be unearthed.
- Meanwhile, Director General of Police, Mr B.S. Sandhu has appreciated the team of CIA Jind to nab all the notorious criminals and added that State Police would not spare anyone who would try to disturb law and order situation in the state. Stern action as per law would be taken against all criminals and anti social elements.
