  • Chandigarh, Dec 19 – For the over all development of Shivalik Mountain Range and brining Morni Hills to the world map, a world class Medicinal Forest Project has been developed at Morni which would be dedicated to people by the Chief Minister, Mr. Manohar Lal in a function at Government Polytechnic Institute, Morni on December 20, 2018 at 11 a.m.
  • In a statement issued here today, Haryana Forests Minister, Rao Narbir Singh said that this project has been  developed by the Forests Department with the assistance of Patanjali Yogpeeth, Haridwar. He said that Morni hills is the one and only hilly area of Haryana where several medicinal plants are available and the Department has made an efforts to give unique identity to this place on world map.
  • He said that Yoga Guru Swami Ramdev, Haryana Health Minister, Mr. Anil Vij, Minister of State for Forests, Mr. Karan Dev Kamboj, Member of Parliament, Mr. Rattan Lal Kataria and MLA, Mrs. Latika Sharma would also be present in the function.
  • Chandigarh, Dec 19 – Project Director, Chief Minister’s Good Governance Associates, Dr. Rakesh Gupta has directed the Nodal Officers to accelerate the functioning of Antyodaya Saral Kendras in Haryana so that people would get maximum benefits of government schemes and policies.
  • Dr. Gupta was presiding over meeting with Nodal Officers of Antyodaya Saral Kendras, here today.
  • He said that Chief Minister, Mr. Manohar Lal would start 34 new Antyodaya Kendras, Saral Kendras and Antyodaya Saral Kendras on the occasion of Good Governance Day on December 25, 2018. He directed the officers to make all scheme and services of their respective departments online by December 25.
  • Dr. Gupta said that 425 citizen services of 35 departments are being provided to people under one roof at Antyodaya Saral Kendras. Apart from this, the facility of these 425 citizen services would also be available in 6,000 Atal Sewa Kendras functioning in the state. He directed the officers to do extensive publicity so that people would get to know about it and they could avail maximum benefits.
  • He directed the Nodal Officers to redress the grievances and complaints on Antyodaya Portal at the earliest. He said that the departments should also do publicity on their own levels that all the services of their departments are available at Antyodaya Kendras.
  •  Issuing directions to all Nodal Officers, Dr. Gupta said that people should get benefits of all schemes and services and dereliction in duty should be not be exercised. He said that today we are rapidly moving towards paperless work so that the role of middlemen could be completely eliminated to provide corruption-free services to people.
  • In the meeting, Dr. Gupta appreciated the Public Health Engineering Department for making all services online.
  • It was informed that about 2000 calls are received in the call centre on daily basis. Dr. Gupta said that the faith of people has been increasing in this system. Therefore, complaints being received on helpline number should be redressed promptly. He said that Haryana is the first state to make change in the citizen service delivery at this level for which the Antyodaya Saral System has so far received three awards. Therefore, it is necessary to work with full responsibility to maintain the success, he added.
  • Chandigarh, Dec 19 – Taking further the vision of Prime Minister, Mr. Narendra Modi of promoting maximum use of solar energy in the country by 2022, the Haryana Chief Minister, Mr. Manohar Lal and Development and Panchayats Minister, Mr. O.P. Dhankar have taken the initiative and decided to install solar energy plants on gram panchayat lands through Haryana Power Generation Corporation Limited (HPGCL).
  • A decision to this effect has been taken in the review meeting of New and Renewable Energy Department and HAREDA held under the chairmanship of Chief Minister, Mr. Manohar Lal, here today.
  • The Chief Minister directed the  Principal Secretary, Development and Panchayat Department, Mr. Sudhir Rajpal that a written communication should be sent to all gram panchayats with immediate effect that if they want to establish Solar Energy Plant on their land, whether barren or fertile, then they can contact and submit their option to Renewable Energy Department provided that land should be at least 10 acres. Apart from this, if panchayat establishes solar energy plant at its own resources then HPGCL Power Generation Corporation Limited would provide technical assistance. About 85 cases of open tenders and self connections which were pending were also disposed in the meeting.
  • Mr. Dhankar apprised in the meeting that Badhsa, Ghaglan and other villages of district Jhajjar have been applying  time and again  for establishing solar power plant. On this, it was decided that HPGCL would initially establish solar power plant in these villages on pilot project basis. Apart from this, Mr. Dhankar also gave suggestions to move forward in the direction of solar energy poly house which would lead to promotion of use of solar energy and production of horticultural crops.
  • Others present in the meeting included Industries and Commerce Minister, Mr. Vipul Goel, Chief Secretary, Mr. D.S. Dhesi, Principal Secretary to Chief Minister, Mr. Rajesh Khullar, Chairman, HAREDA, Mr. Shailendra Shukla, Additional Chief Secretary, Power Department, Mr. T.C. Gupta, Additional Chief Secretary, Industries and Commerce Department, Mr. Devender Singh, Chairman and Managing Director, Power Discoms, Mr. Shatrujeet Singh Kapoor and other senior officers of the Department.
  • Chandigarh, Dec 19 – In Haryana, the three-day long third State Level Livestock Exhibition Fair will be held at district Jhajjar from December 21 to 23, 2018. About 1,500 top breed cattle of about Rs 750 crore would be shown in the Fair. About 25,000 farmers would participate in this fair.
  • This was informed by Animal Husbandry and Dairying Minister, Mr. O.P. Dhankar in a press conference, here today.
  • He said that Union Minister of State for Agriculture and Farmers’ Welfare, Mr. Parshottam Rupala would inaugurate the Fair on first day whereas on the second day, Union Minister of State for Agriculture and Farmers’ Welfare, Mr. Gajendra Singh Shekhawat would be present in the Fair. Similarly on the third day, Union Minister of State for Social Justice and Empowerment, Mr. Krishan Pal would be the chief guest.
  • He said that 53 categories of  cattle including buffaloes, cows, horses, camels, sheep and goats would be displayed in this fair. He said that the best livestock would be given cash prize of Rs 2.5 lakh followed by Rs one lakh to runner-up besides giving other prizes of Rs 25,000, Rs 21,000 and Rs 11,000 to other categories. He said that the State Government has been working to promote indigenous breeds and to bring state at top position in terms of milk production.
  • The Minister said that stalls would be put up in the fair by different organisations related to animal husbandry and departments to make farmers and cattlemen aware about different schemes. Also, milk parlour would be displayed in the exhibition. Apart from this, seminars would also be organised to provide information of modern techniques and activities of livestock through specialists in the field of animal husbandry sector.
  • Mr. Dhankar said that a Memorandum of Understanding has been signed with Brazil to produce high breed cattle through surrogate concept by adopting Embryo Technology. He said that a MoU had been signed with Israel to increase per cattle milk production so that assistance could be sought from them in genetics, temperature control, feed and technology. He said that a Centre of Excellence is being established at Hisar with assistance of Israel which would completely change the livestock form. The Livestock Exhibition Fair of Haryana is the only best cattle fair in the country where cattlemen can sale and purchase cattle.
  • Chandigarh, December 19: While expressing happiness over the victory of mayoral candidates of BJP in all the five Municipal Corporations with a huge margin where the polling was held on December 16, Haryana Chief Minister Mr Manohar Lal  said that by giving mandate in favour of BJP, the people of the State has put their stamp on the welfare policies of the present State Government. We are enthusiastic with the poll results and hoped that people of the State would continue supporting us in the similar fashion and ensure BJP victory in the forthcoming Jind by-election, Lok Sabha and Vidhan  Sabha  elections slated to be held in 2019, he added.            Mr Manohar Lal who was addressing a press conference at his residence here today credited the victory of BJP in these elections to the people of the State and party workers and supporters. He termed the victory of BJP in these elections as five nil. It may be recalled that elections to Municipal Corporations of  Karnal, Panipat, Yamunanagar, Rohtak and Hisar and municipal committees of Jakhal Mandi in Fatehabad and Pundri in Kaithal was held on December 16.
  • He said that the party registered the biggest victory in Panipat mayoral in which mayoral candidate won the elections with a huge margin. The huge victory assumes special significance when the election was fought between BJP versus all. Had all the opposition parties contested the elections on their symbols, we would have won with much higher votes, he added.  There are many other councilors also who have expressed their faith in the BJP after their victory.
  • The Chief Minister said that there were apprehensions about the timing of the elections to five Corporations and two Municipal Committees in wake of the assembly elections in few other states of the country recently saying that the time  was not appropriate for these elections as it could have put an impact on the outcome of  the civic bodies elections in Haryana. But the people of the State has put its stamp on the transparent working culture of present State Government which has been working for the welfare of all sections of the society without consideration of caste and religion. Results of  these elections clearly indicate that the people of the State has appreciated our work and this victory would further motivate us to do more towards ensuring their welfare, he said adding that  service to people is our priority and it would remain the same in future also.
  • While referring to the simultaneous elections of Lok Sabha and Vidhan Sabha, he said that though an environment has created in the country that elections should be held simultaneously, yet it requires constitutional decision and support of all the national and regional parties. He did not see any possibility of simultaneous elections of Lok Sabha and Vidhan Sabha in 2019 but it can happen in next elections. He said however, we are ready for simultaneous elections but we have requested that elections should be held on time.
  • When asked to comment on the performance of opposition parties in the Corporations and Municipal Committees elections, the Chief Minister said that the  despite the unity shown by all the  opposition parties  in Karnal, the people rejected them and  have put stamp on the policies of the present State Government.
  • Asked about the date of by-elections to Jind assembly seat which fell vacant after the death of INLD MLA Mr Hari Chand Middha, he said that though the period of six months would complete in February, it is the   Election Commission who has to take a final call on this.
  • Regarding the decision to conduct direction elections of Mayor in five Municipal Corporations, the Chief Minister said that the people of the State also wanted that direct elections should be held for Mayors. He said that Uttar Pradesh has 12 Municipal Corporations and elections there are held there in a systematic manner. We have made a similar experiment in Haryana and I personally feel that this system of election is much better, he added.
  • When asked to comment whether the recent poll results in few other states have put an impact on the Corporations and Municipal Committees elections in Haryana, the Chief Minister denied this saying that  every state has different situation. He said that it is the first term of the BJP Government in the Haryana. The five Municipal Corporations in which election was held covers eight to ten assembly constituencies where people have put stamp on the working of Present State Government. He hoped that people would continue supporting BJP in other constituencies also.
  • In reply to another question, he said that the public has teaches us the lesson of victory and we wished that they teaches us this lesson again and again. He also advocated the use of Electronic Voting Machines (EVMs) in the elections saying that it is best and transparent system of voting. Though the leaders of opposition parties point finger on the working of EVMs time and again, none of them could  find any flaw in its functioning so far.
  • Chandigarh, Dec 19: The Heads of the schools of Haryana will have to ensure a strategy for the remaining period of the current session so as to bring improvement in the results.
  • Additional Chief Secretary, School Education Department, Mr P.K. Das  said this while presiding over the meeting of the Heads of the schools, which scored less than 10 per cent result during the 10th class examination of session 2017-18 at Directorate of School Education, in Panchkula today. The meeting was attended by Heads of schools of districts including  Ambala, Kurukshetra, Kaithal, Yamuna Nagar, Karnal, Panipat, Sonipat, Rohtak, Bhiwani, Hisar, Fatehabad, Jind and Charkhi Dadri. 
  • The Heads had been directed to bring annual examination result for class 9th for session 2017-18 and half yearly Examination result of Class 10th, time table of school  as well as list of vacancies of the school in the meeting.
  • Mr Das directed that emphasis should be made on that part of the syllabus specifically, on the basis of which students can easily get pass-percentage. The candidates should be prepared with questionnaires having expected questions in the examinations.
  • Prior to this, Mr Das, discussed this matter with Chairman of Haryana School Education Board, Dr. Jagbir Singh and Secretary, Capt. Manoj Kumar also. He said that some changes would be made in the format of the examination to include multiple choices and short type questions. It would  not only reduce the tendency of copying, but would also increase the  confidence of children.  Mr Das said that the heads should  try to bring improvement in pass-percentage and after that efforts should be made to improve the average performance.
  • Earlier in this meeting, Director General, Secondary Education, Mr Rakesh Gupta said that during 2017-18, the number of schools who scored between 0 to 10 per cent result, in 10th and 12th class were 121 and 10 respectively. Heads of schools with poor performance are expected to bring 30 to 40 percent improvement in the examination results in their respective schools during upcoming examinations. The result targets for schools of the State were fixed with result of 10th class to be improved from 44 per cent to 65 per cent  and of 12th class examination from 64 per cent to 85 per cent, which is possible only through collective efforts, he added.
  • Chandigarh, Dec 19: The Haryana Government has extended the period of Director General of Police, Baljit Singh Sandhu (IPS) with effect from January 1, 2019 to January 31, 2019.

  • Chandigarh, December 19- The State Election Commissioner, Haryana Dr  Dalip Singh   said that counting of votes of  election  to  five  Municipal Corporations namely Yamuna Nagar, Karnal, Panipat,  Rohtak,  Hisar  and  two  Municipal Committees  namely  Jakhal  Mandi  and  Pundri  which were  held  on December 16, 2018 was done on December 19, 2018.       
  • Dr. Dalip Singh stated that for the entire election process from issuance of notification to declaration of results was of 28 days. Dr. Singh apprised that for the first time in Haryana the election of Mayor was conducted by direct election. Besides, in view of the amendment in the NOTA, if a candidate individually receive lesser votes than the ‘Fictional Electoral Candidate’ i.e. NOTA, then none of the contesting candidates will be declared as elected. In such situation, re-election will be held and all such contesting candidates who secured less votes than NOTA will not be eligible to re-file the nomination or contest the re-election
  • Dr. Singh said that the Commission had appointed 5 Senior IPS officers as Police Election Observer 5 Senior IAS officers as Election Observer (General), 5 Expenditure Election Observer and  the entire process of elections was smooth, free and fair.  For smooth fair and elections to 146 supervisors 83 duty magistrate 5994 polling staff 7016 police staff was deployed.  After the counting of votes of 05 posts of Mayor and 136 posts of Municipal Councilor; the result has been declared by the Returning Officers. The entire election process was displayed on the E-Dash board for the convenience of Public.  He thanked all the electorates of Haryana, and administrative machinery engaged in the elections including Observers for performing their election duty with sincerity and commitment.
