  • Chandigarh December 21: Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved a proposal to place the amendments in Haryana Police Act, 2007 for consideration and deliberation before Vidhansabha in its forthcoming session.
  • The amendments are related to Selection of Director General of Police and procedures related to removal of Director General of Police.  A committee is proposed to be constituted under Chief Secretary with
  • Additional Chief Secretary, Home and Director General of Police Haryana as its members and Special Secretary Home as its Member Secretary. 
  • The Committee will recommend a panel of three Officers from amongst officers of Director General rank and Government will appoint Director General of Police out of this panel.  
  • State Security Commission has been constituted  in place of State Police Board. The State Security Commission will consist of the Chief Minister as chairperson,   the Home Minister as Vice-Chairperson,  the Leader of the Opposition in the State Assembly, a retired High Court Judge, the Advocate General, Haryana,  the Chief Secretary as members,  the Administrative Secretary in charge of the Home Department as its Member-Secretary, the Director General of Police as its Member Secretary, two non-political persons.
  • The Director General of Police can be removed from the post only after consultation with commission.
  • Chandigarh, Dec 21 – Haryana Chief Minister, Mr Manohar Lal today inaugurated and laid the foundation stone of over 24 development projects costing Rs 553.11 crore and presented this as coming New Year gift to the people of three Assembly Constituencies namely  Bawal, Kosli and Rewari.
  • The Chief Minister today inaugurated five important development project costing Rs 104.49 crore, which included construction of Girls hostel in Government Girls College, Rewari at the cost of over Rs 17.70 crore, construction of an additional block of Civil Hospital at the cost of over Rs 21.21 crore, Sports Facilitation Centre constructed at the cost of Rs 3.25 crore at Rao Tularam Stadium, augmentation of water supply project in Dharuhera at the cost of Rs 58.73 crore and 33 KV sub-station Nehrugarh project at the cost of over Rs 3.59 crore.
  • He said that the state government is committed to the welfare of people while following the principle of Sabka Saath, Sabka Vikas. The first priority of the state government is to provide the people of the state with facilities of Education, Health, Transport, Drinking Water and Electricity. The state government is promoting development works in all assembly constituencies according to the demand of the people of those areas.
  • On the occasion, the Chief Minister inaugurated 22 development projects at the cost of over Rs 448.63 crore for the people of district Rewari, which included Primary Health Centre and residential facility for health centre at the cost of over Rs 3.24 crore, construction of Old age home building at the cost of Rs 12.19 crore, Government College for Girls at the cost of Rs 4.50 crore and building of Government Senior Secondary School for girls at the cost of Rs 10.41 crore.
  • Apart from this, the Chief Minister laid foundation stone of Underpass to be constructed in Kosli Assembly Constituency at the cost of Rs 5.20 crore, Kosli Sub-Depot Roadways Workshop at the cost of Rs 5.43 crore, Boys hostel in Rao Birender Singh Engineering College Jainabad at the cost of Rs 8.55 crore, Sainik Rest House at the cost of Rs 3.23 crore, new 33 KV sub-station in Baas Bitaudi at the cost of Rs 5.77 crore, building of Government Girls College in Jatusana at the cost of  Rs 18 crore, building of government school at Guravada at the cost of Rs 7.90 crore, building of Block Office, Dahina at the cost of Rs 1.74 crore, Nursing College, Sahadat Nagar at the cost of Rs 15 crore, Hafed Floor Mill, Jatusana at the cost of Rs 12.50 crore and bypass of Kosli at the cost of Rs 62.70 crore,
  • The Chief Minister laid foundation stone of projects in Bawal Assembly Constituency which included Khaleta Drinking Water scheme at the cost of Rs 44.39 crore, Ibrahimpur Nehari Yojana at the cost of Rs 36.02 crore, Kamalpur Nehari Drinking Water scheme at the cost of Rs 19.34 crore, Raghunathpura Drinking water scheme at the cost of Rs 66.02 crore, Sanpali and Kasaula Drinking water scheme at the cost of Rs 56.12 crore, Sub-division complex,Bawal at the cost of Rs 44.07 crore and 6 Bays Bus stand at the cost of Rs 6.25 crore.
  • He said that after the construction of Sub-division complex in Bawal, all government offices would be under one roof, which would be beneficial for the people of Bawal.
  • Those present included Minister of State for Public Health Engineering, Dr Banwari Lal, MLA, Kosli, Mr Bikram Yadav and MLA, Rewari,  Mr Randhir Singh Kapriwas.
  • Chandigarh, Dec 21 – Haryana Animal Husbandry and Dairying Minister, Mr. O.P. Dhankar today said that 36th State Livestock Exhibition is being organized for making Haryana the best state in milk productivity. He said that Haryana would work for increasing the milk productivity which would change the scenario of milk production in the country.
  • Mr. Dhankar was speaking at the inauguration of three-day long 36th State Livestock Exhibition at Jhajjar today. 
  • Describing State Livestock Exhibition as showcasing best animals of Haryana, the Minister said that such livestock should be there in every village and district of the state. He said that there are about 36 lakh cattle in the state of which 21 lakh are buffaloes and 15 lakh are cows having average milk production of 6.800 kg. Efforts would be made to take this average up to 10kg per milch animal, he added.
  • He said that today the average milk production per milch animal is 15 litres in Australia, 16 litres in New Zealand and 30 litres in Israel. Taking this vision further, focus would be laid on milch animal with less milk production in Haryana so as to increase their milk productivity. He said that work is being done in Haryana on technology adoption for breed improvement under which semen improvement, changing nature of Animal Husbandry and Dairying Department and making cattlemen aware of animal keeping.
  • Describing the cattle in the exhibition as the best in the country, Mr. Dhankar said that states such as Uttar Pradesh, Bihar, Maharashtra and Chhattisgarh have their huge demand. He said that Haryana is the only such state where best cattle walking on the ramp gets cash prize of Rs 2.5 lakh and runner-up gets Rs one lakh. In order to promote livestock, the budget of state level function has been increased from Rs 25 lakh to Rs 2.5 crore.
  • Former Union Agriculture and Farmers’ Welfare Minister, Dr. Sanjeev Kumar Balyan, who was chief guest in the function, said that there is no competition of Haryana’s farmer, cattlemen and cattle in the country. He said that great events such as Livestock Exhibition are not seen in other states. Appreciating the working of Haryana Animal Husbandry and Dairying Minister, Mr. O.P. Dhankar, Mr. Balyan said that several works have been undertaken for the welfare of farmers in the tenure of present State Government.
  • In the function, a woman cooperative, Sunil Lohchab was honoured for making more than 10,000 women self-dependent through milk production.
  • Chandigarh, Dec 21: Haryana Government has declared winter vacations in all the schools across the State from January, 1 to January 15, 2019.
  • While giving details, an official spokesman of the Directorate of School Education said that as mentioned in the Teachers Diary (2018-19), all the schools would have winter vacations from January 1, 2019 to January 15, 2019. Thereby the schools would re-open on January 16, 2019 (Wednesday).
  • A letter to this effect has been issued from the Directorate of School Education to all the District Education Officers, District Elementary Education Officers, Block Education Officers, Block Elementary Education Officers of the State.
  • Chandigarh, Dec 21:  Haryana Government has issued transfer and posting orders of one IAS officer and one HCS Officer with immediate effect.
  • Geeta Bharti (IAS), Special Secretary, Public Works (B&R) Department and Public Health Engineering Departments has been given  the additional charge of Director, Welfare of Scheduled castes and Backward classes,  Special Secretary, Welfare of Scheduled castes and Backward classes  Department, Managing Director, Haryana Scheduled Castes Development Corporation,  Managing Director, Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam Ltd., during the leave period of Praveen Kumar.

  • Chandigarh, Dec 21: Haryana Government has issued posting and transfer orders of 2 IPS Officers with immediate effect.
  •  Arpit Jain has been posted as Assistant Superintendent of Police, Kharkhoda (Sonepat).
  • Maqsood Ahmed has been posted as Assistant Superintendent of Police, (Rohtak).
  • Chandigarh, Dec 21 – Haryana police have seized 312 bottles of country-made liquor illegally stored at a cattle yard during a raid on secret information in district Sirsa.
  • While giving this information here today, a spokesman of Police Department said that a police party from Police Station Rori raided a ‘nohra’ at village Rori on a tip-off and found 312 bottles of liquor illegally stored there. Police have also arrested a person in this connection who has been identified as Sukhwinder Singh, a resident of village Rori in Sirsa. A case under the Excise Act has been registered against the accused.
  • In another case, Sirsa Police have also nabbed two persons including a resident of district Gaya in Bihar during raid and recovered 58 bottles of illegal country-made liquor from them. Arrested accused have been identified as Umesh of Kothwara, Bihar presently residing at J.J. Colony, Sirsa and Kaka Singh, a native of village Sahuwala. While 48 bottles of liquor were recovered from Umesh, another accused Kaka Singh was arrested with 10 bottles. Both were booked under the Excise Act.

  • Chandigarh December 21: With a view to have a more rational and transparent system of selection for recruitment to HCS (Executive Branch) for Register A-II of members of the Group-C Service,  the Haryana Government has decided to amend the Haryana Civil Service (Executive Branch) Rules, 2008.
  • A decision to this effect was taken in the meeting of State Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today.  The new Rules will be called the Haryana Civil Service (Executive Branch) Amendment Rules, 2018.
  • As per the amendment, for the selection of candidates for Register A-II, the Haryana Public Service Commission will invite applications from amongst the eligible members of Group-C Service, which will be submitted to the Commission by the Heads of the Departments through their Administrative Secretaries in the prescribed Form-I, alongwith summary of Annual Confidential Reports (ACRs), grading and integrity certificates duly signed by the recommending authorities.
  • The name of only such a member of Group-C Service will be submitted under the provisions of sub-rule (1)who has completed eight years continuous government service, has not attained the age of 50 years on the first day of November immediately preceding the date of submission of names by the concerned authorities, is not facing disciplinary proceedings an against whom action is not being contemplated and is clear from vigilance angle and is a graduate from a recognized University.
  • The Commission will allow all such candidates recommended under the provisions of sub-rule (1) to appear in the written examination provisionally subject to the fulfillment of all eligibility conditions and after conducting a written test, the Commission will prepare a list of candidates, three times the number  of vacancies plus bracketed candidates, if any. Thereafter, the original record of all candidates whose names appear in the said list will be summoned by the Commission from their Heads of Departments. After scrutiny of original record, interview of eligible candidates will be conducted by the Commission.
  • For final selection of the candidates from the list prepared under sub-rule (3), the Commission will determine the suitability of candidates on the basis of ACRs, experience and performance.
  • The Commission, thereafter, will recommend, in order of merit and equal to the number of vacancies, the most suitable persons for entering their names in Register A-II, as accepted candidates and these names will be entered in this register, in the order in which they are recommended by the Commission.
  • Chandigarh December 21: Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the proposal to amend the State Election Commissioner Conditions of Service Rules, 1994. The new Rules will be called the State Election Commissioner Conditions of Service (Amendment) Rules, 2018.
  • As per the amendment, an officer, who has served in the rank of a Principal Secretary in Haryana or a person who has served the Government in the rank of Principal Secretary to Government, Haryana or above will be eligible for appointment as State Election Commissioner.
  • The State Election Commission has to conduct the Elections of Panchayti Raj Institutions (PRIs) and Urban Local Bodies (ULBs) for which the State Election Commissioner has to hold meetings with the Administrative Secretaries of various Departments including Director General of Police on various occasions during elections. An officer of the rank of Commissioner on appointment as State Election Commissioner being relatively junior may not be in a position to chair the meetings with senior officers. Thus, an officer, who has remained as Principal Secretary to the Government, will be in a better position to effectively discharge his or her duties.
  • Chandigarh December 21: Haryana Government has decided to constitute the State Social Security Board for the socio-economic development of unorganized workers in the state. The Board would be constituted under the Unorganised Workers Social Security Act, 2008.
  • A decision to this effect was taken in the meeting of State Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today. 
  • The State Social Security Board will recommend to the state government in formulating suitable schemes for unorganised sector workers and monitor such social welfare schemes for unorganized workers as are administered by the state government. Besides it would review  and monitor the functions performed at the district level as well as the progress of registration and issue of cards to unorganized sector workers. It will also review the expenditure from the funds under various schemes and undertake such other functions as are assigned to it by the state government from time to time.
  • While Minister of Labour and Employment will be the Chairperson, ex-officio of the Board, the Principal Secretary or Secretary, Labour will be the Member Secretary, ex officio. Twenty eight members will be nominated by the state government, out of whom seven representing the unorganized workers, seven representing employers of unorganized workers, two representing members of State Legislative Assembly, five representing eminent persons from civil society and seven representing the state government departments concerned.
  • Chandigarh December 21: Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the proposal of the Development and Panchayats Department for granting permission to Gram Panchayat Faizabad (Pahsour), block and district Jhajjar for exchange of its land in shamilat deh measuring 5 kanal 5.10 marla with the land measuring 5 kanal 6.22 marla owned by Model Economic Township Limited, as the panchayat land is redundant dhana terminating in the land of Model Economic Township Limited and is not being used for cultivation purpose. On the other hand, the gram panchayat is getting the land near ‘Mera Gaon Meri Bagia’ and will be used for common purposes of the village.
  • Chandigarh December 21: Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the signing of Memorandum of Understanding (MoU) amongst the shareholder states for the construction of Kishau and Renuka Multipurpose Projects on river Yamuna and its tributaries. The Cabinet also granted ex post facto approval of signing the MoU of Lakhwar project.
  • These three multipurpose projects are proposed to be constructed one each on river Yamuna and two of its tributaries namely Giri and Tons. These projects have now been declared as projects of national importance and 90 per cent funding of water component of these projects will be given by the Government of India. The balance ten per cent funding of water component will be borne by shareholder states in proportion of their share in water. Haryana has a share of 47.8 per cent in Yamuna waters.
  • The Memorandum of Understanding (MoU) of Lakhwar project has already been signed by Chief Minister Mr Manohar Lal on August 28,2018 in the interest of State. The remaining two MoUs are likely to be signed in near future.
  • The share of Haryana in the Lakhwar, Kishau and Renuka dams as per MOU is approximately 177 cusecs, 709 cusecs and 266 cusecs respectively.
  • Thus Haryana will get on additional water to the tune of about 1152.00 cusecs from the construction of these dams.
  • Chandigarh December 21: Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the amendment in the policy parameters for conversion of residential plots for commercial use and regularization of illegal conversions in Rehabilitation, Town Planning and Improvement Trust Schemes located within municipal limit.
  • Under the Amendment, the conversion charges or fee has been reduced to 50 per cent. For Municipal Corporation Gurugram and Faridabad for regularization of existing building, the conversion charges or fee has been reduced from Rs 15,325 per square meter to Rs 7,662 per square meter and for fresh conversation from Rs 14,000 to Rs 7000 per square meter. In other Municipal Corporation areas, the charges or fee per square meters for regularization of existing building reduced from Rs 12,180 to Rs 6090 and for fresh conversation from Rs 11,000 to Rs 5,500.
  • In Municipal Council areas, the charges or fee per square meters for regularization of existing building reduced from Rs 10,608 to Rs 5304 and for fresh conversation from Rs 9000 to Rs 4500. In other Municipal Committees areas, the charges or fee per square meters for regularization of existing building reduced from Rs 9316 to Rs 4658 and for fresh conversation from Rs 8000 to Rs 4000. Further it has also been decided that extension of 3 months from date of issuance of order time limit has also been provided so that the people can apply for conversion/ regularization under the policy.
  • Chandigarh December 21: Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today granted ex post facto approval for allotment of land measuring ten acres of Municipal Committee Ferozpur Jhirka, district Nuh to the Education Department for Model Degree College.
  • Chandigarh December 21: Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today decided to repeal the amendment made in section 18 of Punjab Court Act, 1918 by the Haryana Act No. 9 of 2004 for change of nomenclature of Civil Judges on the request of the Punjab and Haryana High Court.
  • In view of the judgment of the Supreme Court in the case of All India Judges Association and others Vs. Union of India and others in writ Petition (Civil) No. 1022 of 1989, the Punjab and Haryana High Court vide letter dated July 30, 2003 had recommended to amend section 18 of Punjab Court Act, 1918 and Punjab Civil Service (Judicial Branch) Rules, 1951 (as applicable to Haryana) for change of nomenclature of the Civil Judges.
  • On the recommendations of the Punjab and Haryana High Court, the State Government had amended the section 18 of Punjab Court Act, 1918 by the Haryana Act No. 9 of 2004 vide notification dated March 12, 2004. Now, the Punjab and Haryana High Court, have requested to the State Government to repeal the said amendment as the present nomenclatures of Civil Judges are simple as compared to the nomenclatures of Civil Judges suggested by Shetty Commission.
  • Chandigarh December 21: Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the Haryana Municipal (Amendment) Act, 2018.     
  • Under the Amendment, for effective administration of the respective areas, the State Government can now take into account the existing population and not according to the last census as there is contemporaneous growth in the population of an area during the interregnum period between the last census and present.
